Two Frenchmen Investigated over 2002 Malaysia Submarines Deal

Two French former defence industry executives have been placed under preliminary investigation as part of a probe into the 2002 sale of submarines to Malaysia, an official in the French judiciary said on Wednesday. The source said Philippe Japiot and Jean-Paul Perrier, former executives at Thales and DCNS, had been placed under investigation as part of a long-running probe into alleged kickbacks from that Malaysian submarines deal in 2002. Japiot and Perrier deny any wrongdoing, French media reports said. Reuters was unable to immediately reach either individual. Being a target of a preliminary investigation or a formal investigation in France does not necessarily lead to a trial.

Fugro Acquisition Strengthens Middle East Operations

Netherlands' based Fugro has agreed to acquire DCN Global LLC (‘DCN Global’), a company specialising in the provision of subsea engineering and diving services to the offshore civil and oil & gas industry, primarily in the Middle East. Fugro says that over the last four decades it has firmly established itself as the leading player in the offshore survey and geotechnical markets in the Middle East. In addition, the company provides underwater support to oil and gas companies with a modern fleet of ROVs (remotely operated vehicles). To an increasing extent, our clients in this region combine their ROV and diving inspection needs into a single contract.

MacArtney Enable DCN Diving Project

DCN Diving recently contracted MacArtney to build & deliver a range of underwater technology equipment for use on a major project. DCN Diving had been called upon to perform a diver-habitat based inspection and repair of the inlet channels at a large European power plant. Critical projects like this often come with a challenging timeframe and this instance proved no different. One of the challenges related to the project was the extensive length of the actual inlet tunnels, which required the umbilical cable for interfacing the control room and the diver habitats to be almost 900 metres long.

Singapore Comissions 3 Warships

Singapore commissioned three state-of-the art warships, according to a release from the Singapore Ministry of Defense. RSS INTREPID, RSS STEADFAST and RSS TENACIOUS, the second, third and fourth Formidable-Class frigates from the Republic of Singapore Navy (RSN) will be commissioned into the RSN's operational service, having completed their sea trials and operational training.

FRENCH DGA and SEPI Agree on Increasing Bilateral Collaboration

The French Armament General Delegation (DGA) and SEPI agreed last week in Granada, during a bilateral meeting about European collaboration on naval construction, to intensify the relationship between IZAR and DCN as a significant step towards the creation of a future european naval consortium. The president of SEPI, Ignacio Ruiz-Jarabo, and the director of cooperation and industrial affaires of DGA, Laurent Giovachini, have leadered this meeting, celebrated in Granada during 2 days, and have concluded the convenience of approaching a french-spanish cooperation on naval construction. IZAR and DCN have been collaborating in submarines programs for more than 30 years, with positive results in technological terms as well as in industrial and commercial aspects.

CAE Wins Navy, Commercial Contracts

CAE's marine controls division has won contracts worth around C$5 million to supply its automation systems for installation on a number of commercial ships, two French naval ships and a U.K. Royal Navy research/support vessel. For the French navy, CAE Valmarine will build integrated safety management systems (ISMS) for French shipyard Direction des Constructions Navales (DCN), which will install the equipment on the two Mistral-class landing helicopter docks (LHD), being built to commercial standards. The first vessel (Mistral) is to be fitted in March 2005. Installation on the Tonnerre is to be completed in December 2005. CAE has already supplied the integrated automation system and emergency shutdown system for the two vessels.

Caterpillar To Supply Power For New Rigs

Six diesel-fueled Caterpillar 3616 engines will provide more than 26 MW of safe, reliable electricity to power three technologically-advanced, deepwater semisubmersible drilling rigs from Schlumberger Desco Forex. Two of these rigs are currently being built at French DCN Brest shipyard, with a third undergoing construction at Singapore-based PPL. Compared to usual semis, Sedco Express is designed with a lower center of gravity, a feature that provides more stability, increased deck load capacity and less noise. Rated at 4.4 MW of continuous power, each engine has been combined to form a completely redundant power supply and distribution system - a main factor required for DPS3 certification.

DCN Launches First Of Navy Series

French navy shipyards launched the first of three stealth frigates ordered by Saudi Arabia. The 4,500-ton frigate Al Riyadh, launched in the Brittany port of Lorient, is due for delivery in the summer of 2002 after being fitted with equipment and undergoing tests. Two sister ships, the La Fayette class missile-launching frigates Makkah and Al Damman, are still being built. French defense electronics group Thomson-CSF provides the frigates' combat systems.

Rolls-Royce, Northrop Grumman And DCN To Produce New Marine Engine

Northrop Grumman Corp. and Rolls-Royce have signed an agreement with the French marine engineering company DCN to market and produce the WR-21 marine gas turbine engine. The business agreement, augmented by a license agreement between Northrop Grumman and DCN signed earlier this year, establishes a world-class team for the intercooled and recuperated WR-21. The WR-21 engine successfully completed the development phase of the U.S. Navy-, Royal Navy-, and French Navy-funded full-scale development program in February of this year. development, the engine accumulated approximately 2,100 fired test hours including a 500-hour endurance test in Pyestock, England, in 1998 and a 500-hour endurance test at the U.S. Navy's test facility in Philadelphia, Pa., in late 1999.

Wynn Wipers for French Navy

Wynn Marine, part of the Hepworth Group, has been contracted by DCN Warships & Systems in Brest, France, to supply wiper systems for two newbuild troop carriers. Each vessel requires 52 wipers that will be controlled by an EMC compliant control system.

Spain Introduces New Military Shipbuilder

The new Spanish military shipbuilder, Navantia, has been unveiled by Pedro Solbes, the Spanish government’s second vice-prime minister and economics minister, along with Enrique Martínez Robles, the Chairman of the state holding company Sociedad Estatal de Participaciones Industriales (SEPI), and the Chairman of the new company, Juan Pedro Gómez Jaén. The company, specializing in the design, construction and integration of military ships, is owned by SEPI and is the result of the desegregation of Izar’s military activities in line with the agreement reached in order to make publicly-owned shipyards viable. Mr. Solbes’ referred in his speech to the creation of this new company as the start of a new future for Spanish shipyards…

Sea Technology Report

The Woods Hole Oceanographic Institution (WHOI), the largest independent institution of its kind in the world, recently began developing a new piston corer for retrieving sediments from the ocean floor. Once complete in 2006, the deep-water coring system will be the largest in the U.S. and among the biggest in the world. The corer’s enormous weight — 25,000 pounds — coupled with the environmental demands associated with working in water up to 20,000 ft. deep presented major technical challenges to the system required to lower the corer to the sea floor then recover it, along with its ancient sediment samples. EU Clears Thales, DCN Shipbuilding Combo

France's two main warship makers, DCN and Thales SA, won EU approval to combine their shipbuilding businesses, boosting the prospect of wider consolidation in Europe's fragmented naval sector. The French government has backed the deal, in which state-owned naval shipyard DCN is buying Thales' shipbuilding activities in France _ excluding its parts-making business. Thales has taken a 25 percent stake in DCN, with the option of raising the stake to 35 percent over the next two years. The European Commission said its investigation showed the deal would not cause antitrust problems because the two already cooperate closely and a number of effective rivals would remain standing.

Singapore Navy Launches Stealth Frigate

The Republic of Singapore Navy ( RSN) launched its sixth stealth frigate, RSS Supreme, at the Singapore Technologies Marine shipyard on May 9. According to a statement by the Ministry of Defense (MINDEF), RSS Supreme is the final frigate to be built locally, which will undergo harbor and sea trials in the next phase of construction. Minister for Defense Teo Chee Hean and Minister for Manpower and Second Minister for Defense Ng Eng Hen were present at the launching ceremony. According to MINDEF's Formidable-class frigate program, the six new stealth frigates will replace the RSN's missile gunboats which have been in service for more than 25 years.

Singapore launched the Republic of Singapore Navy's (RSN) fifth stealth frigate, RSS Stalwart, from the Singapore Technologies Marine shipyard, according to a report on www.chinaview.cn. RSS Stalwart joined the RSN as the fourth frigate since the Ministry of Defense (MINDEF) started a Formidable-class frigate program a decade ago. According to the program, RSN will acquire a total of six new stealth frigates to replace its Missile Gunboats which have been in service for more than 30 years. Designed by Direction des Constructions Navales (DCN), the frigates are equipped with advanced sensor and weapon systems. The first frigate of the six, RSS Formidable, was built by DCN and launched in France in January 2004.

Compelling design and operational arguments in favor of podded electric drives can be expected to transcend any negative impressions formed from the recent clutch of problems and complications experienced with such systems in certain cruise ship and ferry applications. French Hook-Up Eyes Intl. Navy Market

French defense electronics group Thomson-CSF will form a joint venture with naval shipbuilder DCN, reportedly to better positioning itself to compete internationally for major warship and naval combat systems contracts. The deal, which will take the form of a 50-50 joint venture between Thomson's naval systems business and DCN International, represents a deepening of the existing relationship between the two groups, which have cooperated in the past on frigates for Saudi Arabia and Taiwan and submarines for Chile. It also gives Thomson a share of the roughly $1.21 billion allocated to French contractors as part of the next generation Horizon anti-aircraft frigate program with Italy.
