At CMRE, it’s not just about the science. It’s about building trust and confidence in resilient systems. An interview with Dr. Catherine Warner, Director, NATO Center for Maritime Research and Experimentation, La Spezia, ItalyTell us a little about yourself and CMRE. What does CMRE do, and how do you see your mission evolving?I came here from the Pentagon, where I was the science advisor for the director of operational test and evaluation. My experience has been working with operators on systems that they’re getting ready to field.

Communications & Single Point Failures: What’s Your Back-up Plan?

How well prepared is your company for a natural disaster? How quickly could you get your operations up and running after the storm or other event hits? How about your vendors and suppliers? Emergency contingency plans (aside from vessel emergencies where oil has entered the water – that merits its own article and won’t be covered here) can start with a streamlined communications process. For emergencies ashore, how are you set up to handle business if the office is no longer accessible? Having people work from home can be an effective plan, but have you considered how communications will work?

Emerson, Rederi AB Develop Flowmeters for Fuel Efficiency

Following a joint program by Rederi AB Transatlantic, Transas AB, and Emerson Process Management to develop an onboard solution for better control of marine fuel consumption, Rederi AB Transatlantic has installed Emerson’s Micro Motion Coriolis mass flowmeters on several ships in its fleet. The standard solution uses a compact Micro Motion F100-Series Coriolis sensor with a Model 1700 transmitter to provide highly accurate, traceable and transparent mass-based measurement of fuel oil. Using the MODBUS communications protocol, the mass flowmeter sends data to a fuel efficiency control system supplied by Transas AB in Sweden. This system, also called a Conning unit, collects information from the flowmeter and other onboard systems to help the crew optimize the operation of the ship.

Legal Matters

Senator Slade Gorton (R-Wash.) introduced the "States Prevention of Oil Tanker Spills Act" (S. 2506), which seeks to reinstate Washington state oil tanker safety laws overturned by the Supreme Court in Intertanko v. Locke and United States v. Locke. In a press release, Senator Gorton said, "I disagree with the Court's decision, because I believe Washington State should be allowed to protect its shores as it sees fit." The Gorton legislation would reinstate the right of all states to adopt additional standards beyond existing federal requirements governing the operation, maintenance, equipment, personnel and manning of oil tankers. While the legislation would apply to all coastal states, Gorton's interest is focused on recently overturned Washington statutes.

St. Lawrence Seaway Introduces AIS Technology

The Saint Lawrence Seaway Development Corporation and its Canadian partner, the St. Lawrence Seaway Management Corporation, today unveiled a new Automatic Identification System (AIS), the first to be fielded on a North American waterway. The AIS uses the latest communication technology via universal VHF radio frequency to share vital marine navigation data from ship-to-ship, shore-to ship, and ship-to-shore in real time. Following a ceremony at St. Lambert Lock in Montreal, Seaway engineers and personnel from the DOT Volpe National Transportation Systems Center demonstrated the AIS capabilities for the Seaway Traffic Management System and on board the vessels. Shipping industry representatives were invited aboard the Seaway Tug, Robinson Bay, to test out the system on the St.

MariTel Launches New Marine Telephone Service With Vessel Location

The owner of a small inland tug company has no choice but to come in to the office every Saturday morning to update his fleet and load locations for his customers; he can't reliably update his crew with change orders as the tugs frequently travel in rural areas with no cell phone coverage. On the coast, a marine ops center frequently needs to get change orders to its vessels transiting the area. Unfortunately, the center often has to wait until the boats have moved inshore before contact can be made and new orders communicated. In this case, the fastest way between points A to point B often takes an alphabetical detour, costing time and money, negatively impacting the management of valuable marine resources. Common problems? Yes.
