Rival Cruise Lines Team Up to Plan Restart

Cruise industry rivals are teaming up in an effort to sail again.On Monday, Royal Caribbean Group and Norwegian Cruise Line Holdings Ltd announced a joint task force to help develop safety standards for restarting their businesses during the coronavirus pandemic.The “Healthy Sail Panel,” co-chaired by former Utah Governor Mike Leavitt and former U.S. Food and Drug Administration Commissioner Scott Gottlieb, is advising the companies on restart plans they will submit to the U.S. Centers for Disease Control and Prevention (CDC) and other regulators at the end of August.

Norwegian Has Enough Cash to Stay Afloat for 18 Months

Norwegian Cruise Line Holdings Ltd’s $3.5 billion in cash on hand will be enough to bankroll the company for “at least 18 months” without any new revenue due to the coronavirus pandemic that has halted voyages, Chief Executive Frank Del Rio said on Thursday.“That’s enough to cover our cash burn under a zero-revenue environment for at least 18 months, not 12, 18 months,” Del Rio told Reuters in a phone interview.Norwegian’s shares, which have lost almost 80% of their market value this year…

Fukushima Radioactivity In Tuna off Oregon, Washington

A sample of albacore tuna caught off the shores of Oregon and Washington state have small levels of radioactivity from the 2011 Fukushima nuclear disaster in Japan, researchers said on Tuesday. But authors of the Oregon State University study say the levels are so small you would have to consume more than 700,000 pounds of the fish with the highest radioactive level to match the amount of radiation the average person is annually exposed to in everyday life through cosmic rays, the air, the ground, X-rays and other sources. Still, the findings shed some light about the impact of the meltdown on the Pacific Ocean following the March 2011 tsunami and subsequent power plant disaster, said Delvan Neville, a graduate research assistant at OSU and lead author of the study.

Bioterrorism Preparedness and Response - Recordkeeping

The U.S. Food and Drug Administration (FDA) promulgated a final regulation requiring establishment and maintenance of records by persons who manufacture, process, transport, distribute, hold, or import food in the United States. The rule comes into effect on February 5, 2005, except for small businesses where the effective date is June 9, 2005, except for very small businesses where the effective date is December 11, 2006. This is a lengthy (95 page) and complex rulemaking, but it appears that maritime carriers transporting food into the United States as cargo either may directly comply with its recordkeeping provisions or may enter into an agreement with the nontransporter immediate subsequent recipient located in the United States to establish and maintain the required records.

Safer Onboard Emergency Oxygen Available Soon

A portable non-pressurized, non-explosive and non-flammable emergency oxygen generator — particularly suitable for marine use, will go into production this spring, OX-GEN Flexible Life Systems, Inc., has announced. The OX-GEN generator, which recently received approval from the U.S. Food and Drug Administration, produces life-saving 99.97 percent pure oxygen in just seconds. “These units can be used onboard ships and in firefighting, military operations, mines and others places where pressurized oxygen is unsafe because of the potential fire danger,” said Frank Fosella, chairman and president of OX-GEN. “They also will provide a significant extra margin of safety in aircraft and hospitals. Column: Advance Notices of Arrival

Since the seminal events of September 11, 2001, it seems like every U.S. federal agency concerned with maritime commerce has enhanced its requirements relating to advance notices of arrival for ships, cargoes, and persons coming to the United States. One federal agency mariners had largely ignored also dipped its toes in these waters, only to withdraw, at least for the moment. This article will provide an overview of current federal requirements relating to advance notices of arrival. Like so much in the field of maritime security, these requirements change quickly and this article might be outdated by the time you read it - but here goes. Traditionally, the U.S. Coast Guard required ships coming to U.S.
