ASA Praises Salvage & Firefighting Reg

The American Salvage Association (ASA) is pleased with the announcement on December 30 that the United States Coast Guard's Marine Salvage and Firefighting Regulations have been posted for public inspection and were published on December 31st in the Federal Register. The long-awaited marine salvage and firefighting regulations are expected to go into effect within 30 days of their publication and will provide for the customary 18-month period for compliance. The regulations, called for in the Oil Pollution Act of 1990 after the Exxon Valdez casualty, are more important now than ever before as the nation faces the threat of terrorist incidents in the marine transport sector…

ASA: Helping Out in Security Matters

The American Salvage Association (ASA) has offered to assist the U.S. Coast Guard Captains of the Port in the development, review, and update of their Area Maritime Security plans required by the Secretary of Homeland Security. Marine salvage response in the event of a terrorist attack against a maritime target is a critical consideration in the development of any security effort. ASA is very supportive of the concept of the Area Maritime Security Advisory Committees and the development of maritime security response plans. ASA Presents “Rapid Response” Award

The American Salvage Association (ASA) awarded its first Rapid Response Award on April 29 to the United States Coast Guard Marine Safety Office (MSO) New Orleans for its role in the salvage of the M/V Lee III, a supply boat that collided with a container ship and sank near the Southwest Pass of the Mississippi River on February 21. Five crewmembers were lost in the incident. ASA member Bisso Marine commenced operations to remove the vessel. MSO New Orleans immediately established an open dialogue with the salvor, clearly stated all expectations and offered its full support. As the salvage operation progressed, the need to restore commerce was balanced with operational safety, recovery of the vessel’s crew-members and the protection of the environment.

ASA, C-PORT Enter Partnership

The American Salvage Association (ASA), the national trade association for the professional marine salvage industry, and C-PORT, the national association for the marine assistance industry, have entered into a partnership to exchange associate membership between the two organizations. Companies Bond Together To Form Salvage Association

Responding to the need for a presence and to assist in the professionalization of the U.S. marine salvage and firefighting response, nine U.S. salvors have joined together to form the American Salvage Association (ASA). The initial group has participated in a vast amount of all of the significant salvage and wreck removal cases that have occurred over the last 10 years in the U.S. The Association's current membership is comprised of: Bisso Marine; Crowley Marine Services; Donjon Marine Co.; Marine Pollution Control; Resolve Marine Group; Titan Maritime Industries; Weeks Marine; Smit Americas; and T&T Marine Salvage. Salvage Conference Set for November

The 2005 National Maritime Salvage Conference, sponsored by the American Salvage Association (ASA), is scheduled to take place November 1-3, 2005 in New Orleans, LA. The first day, Tuesday, November 1, will offer a training seminar focusing on marine salvage, wreck removal, and harbor clearance operations as they relate to port security. The conference program for Wednesday, November 2 and Thursday, November 3, 2005 will include a discussion of Maritime Security, Wreck Removal, Harbor Clearance, Firefighting Contracting, U.S. Salvage Regulations and the International View of the Salvage Industry, Incident Command Structure (ICS), Responder Immunity, Salvage and the Environment, Places of Refuge, Training and Safety, and more.

Regulatory Climate for Emergency Response

The holidays this past year presented unique challenges for the salvage industry in the U.S. On Friday Evening, November 26 (Thanksgiving Weekend) the fully laden 60,000 dwt tanker Athos 1 struck an object on the bottom of the Delaware River causing a sizable crude oil spill and a serious list on-board the vessel. A few days later, on December 8, the fully laden 70,000-ton bulk carrier Selendang Ayu lost power off Dutch Harbor, Alaska. It grounded and broke into two pieces spilling both cargo and bunkers into the sea. As the Athos 1 is a tanker, it had a USCG approved Vessel Response Plan (VRP) which was activated immediately. The "Qualified Individual" (required to be named in her VRP by the USCG) activated her Spill Management Team within minutes.
