William A. O’Neil, Secretary-General Emeritus of the International Maritime Organization (IMO), has died in the United Kingdom, aged 93.O’Neil was elected Secretary-General of the IMO for a first term of Office beginning in 1990, a second term beginning in 1994, a third term beginning in 1998 and a further two-year term from 2002 to 31 December 2003. John “Jack” J. Gallagher, a maritime industry veteran and environmental services pioneer, passed away on Monday at the age of 89.Jack’s greatest professional passion was his work as a Spill Manager/Qualified Individual, a role in which he had few peers. Jack was known to be fiercely committed to doing everything morally possible to protect his clients, while at the same time doing all within his power to protect the environment. American Commercial Barge Line (ACBL) named Mark K. Knoy as its president and chief executive officer in August 2011. Prior to joining ACBL, he was vice president of American Electric Power’s (AEP) Fuel, Emissions and Logistics Group and president of AEP River Operations, having joined AEP with its 2001 purchase of MEMCO Barge Line. From 1984 to 1994, he was owner/operator of The Mark Twain Towing Company and Delmar Marine, Inc., Pekin, Illinois. He began his career in 1973 working aboard towboats on the inland waterways as a deck hand and then as a captain.

CEO Christina DeSimone presented at this year’s CMA Shipping 2017 Conference, held in Stamford, Conn., where she discussed the mitigation of crewmember medical claims utilizing innovative techniques, such as Tele-Medical Physician Advice at Sea and Future Care’s unique Caring for the Crew Program. ABS Chairman, President and CEO, Christopher J. Wiernicki, was honored for his contributions to the maritime industry by the United Seamen’s Service (USS) as a recipient of the Admiral of the Ocean Seas Award on October  28, 2016 in New York. “I am humbled to accept this award, not for me, but rather on behalf of the more than 5,000 worldwide employees of ABS and the 1.5 million mariners who day in and day out keep this industry moving and our global economy expanding,” Wiernicki said. San Jacinto College and the Seamen’s Church Institute will host e-Navigation Underway (North America) 2016, the third in the annual North American series of conferences focusing upon the development and application of e-navigation. The event will be held at the San Jacinto College Maritime Technology and Training Center, La Porte, Texas, a new facility that opened in Spring of this year. e-Navigation is an initiative of the International Maritime Organization (IMO), the goal of which is to provide a decision support environment for the maritime community.

The owners of the cargo ship El Faro that sank after it was trapped in the path of Hurricane Joaquin off the Bahamas last week announced the creation of a family relief fund on Friday to support the 33 mostly-American families of the crew. Late last November, the tanker Olympic Flag carrying 650,000 barrels of Angolan crude dropped anchor about 7 miles off the coast in Delaware Bay, a seemingly routine shipment destined for a nearby Philadelphia refinery. What happened next was anything but routine. Instead of discharging its cargo within days and heading off for the next port, the ship idled offshore for nearly 11 weeks, discharging the oil at an unaccountably slow rate, according to shipping sources as well as vessel tracking data on ThomsonReuters Eikon. That vessel finally set sail two weeks ago - but by then it had already been joined by five more idling tankers, an unusual and costly congregation that has puzzled experts and traders.
