World Marine Earns SCA Safety Awards

World Marine, LLC has received the Shipbuilders Council of America’s (SCA) annual “Excellence in Safety” award as well as the “Improvement in Safety” award. SCA, the national association representing the U.S. shipyard industry, honors companies with annual safety awards for enhancement of operations and promotion of safety and accident prevention. World Marine, LLC is one of 12 SCA member companies to receive awards for their continued advancement of employee safety in the shipyard industry. Signal International Lands Hopper Dredge Deal

Articulated Tug & Barge ("ATB") Trailing Suction Hopper Dredge.

Signal International, Inc., has landed a $94 million contract from Great Lakes Dredge & Dock Corporation, (GLDD) to build an Articulated Tug & Barge ("ATB") Trailing Suction Hopper Dredge. The 15,000-cubic-yard-capacity Dual Trailing Arm Suction Hopper Dredge with a 14,000-horsepower tug is believed to be the world’s first fully integrated ATB Dredge and the largest hopper dredge in the United States. The dredge barge dimensions are 410 ft x 92 ft x 36 ft (124.97m x 15.85 x 10.97m) with the tug measuring 150 ft x 52 ft x 36 ft (45.72m x 15.85 x 10.97m).

Signal Wins USACE Dredge Repair Contract

Signal Ship Repair Wins Bid to Repair U.S. Army Corps of Engineers Hopper Dredge WHEELER. Signal Ship Repair (SSR), a division of Signal International, Inc., competitively bid and won a contract by the U.S. Army Corps of Engineers to repair and repower the Hopper Dredge WHEELER. SSR will provide engineering and marine services to perform engine replacement, auxiliary systems modifications, repair work, and testing of the Dredge WHEELER for the Corps of Engineers, New Orleans District. The eleven-month project will commence in February with phase one pre-planning, engineering, and scheduling portion. The second phase begins in July with the Dredge WHEELER on the SSR drydock for capital improvements…

Signal Announces Executive Promotions

Signal Internationalpromoted Michael R. Cook to Vice President of Contracts and Technical Support, Signal International and Andrew P. Veith to Vice President of Engineering, Signal International. “Our ongoing growth can be attributed to the efforts of a dedicated team of people,” stated Dick Marler, CEO and President. In this new position, Mr. Cook will be responsible for the Company’s award-winning safety program, their quality management program and contracts management, including pre-contract review, negotiation and contract administration. Mr. Cook is an industry veteran with over 32 years of technical and management experience in the shipbuilding and ship repair industry.

Signal Texas Ops Achieves OSHA Milestone

Signal International announced that on November 16, 2011, its Texas Operations in Orange, Texas achieved one full year, working 451,116 man-hours, without the occurrence of an OSHA recordable incident, a significant safety milestone within the U.S. shipyard and marine fabrication industry. By realizing the goal of a zero OSHA recordable incident, which includes work-related injuries such as cuts, lacerations, punctures, abrasions, fractures, strains, sprains, dislocations, burns, bruises and contusions, Signal Texas has set the standard and demonstrated that working completely OSHA recordable free within the industry is achievable. This success is attributed to the efforts and focus of the entire Signal Texas Operations’ employees – management, administration, support, and production.

Signal International Announces Semisubmersible Contract

Signal International has been awarded a contract for the repair and upgrade of the Transocean semisubmersible rig, HENRY GOODRICH. The project is slated to commence early December 2011 at Signal’s east yard facility in Pascagoula, Mississippi, for a seventy-day out-of-service time frame. The scope of work includes overall repairs, upgrades and refurbishments of the rig. In addition to the removal, renewal and replacement of major equipment; Signal will also be upgrading the crew accommodations, expanding the lifeboat capacity, and renewing the coatings and piping. With prefabrication work underway, the project will enable Signal to employ an additional 300 craft personnel at the yard during peak production.

Kirby Excercises ATB Option with Signal

Signal International announced the option to build the second articulated tug/barge (AT/B) vessel has been exercised by Kirby Ocean Transport Company of Houston, Texas. Signal’s state-of-the-art continuous flow manufacturing facility in Orange, Texas now has a backlog of nearly $100M. Engineering, planning and material procurement for the first AT/B is on schedule for manufacturing work to begin in the fourth quarter of this year. Simultaneously, fabrication of the second unit is also slated to get underway before year’s end. The AT/B vessels are comprised of a 20,000 DWT ocean bulk barge with a 6,000 BHP AT/B ocean tug. Each barge measures 480 ft x 90 ft x 36 ft and will be outfitted with Ocean Tug & Barge Engineering’s Articouple connection.

Signal Wins $47M Contract for ATB

Signal International has been awarded a $47M contract by Kirby Ocean Transport Company of Houston, Texas, to build an articulated tug/barge (AT/B) unit with an option for an additional unit. The AT/B vessel is comprised of a 20,000 DWT ocean bulk barge with a 6,000 BHP AT/B ocean tug. The barge will measure 480 ft x 90 ft x 36 ft and will be outfitted with Ocean Tug & Barge Engineering’s Articouple connection. The 6,000 HP tugboat will be 125 ft x 42 ft x 22 ft built and classed to ABS Maltese Cross, +A1 Ocean Towing Service standards. The AT/B will transport dry-bulk commodities in United States coastwise trade. The barge fabrication work will commence in the second quarter of 2011 at Signal’s state-of-the-art continuous flow manufacturing facility in Orange, Texas, which has 450,000 sq.

Signal Wins Transocean Drillship Project

Signal International, Inc. announced it has been awarded a contract from Transocean UK Limited, to refurbish and upgrade the Deepwater Navigator drillship. The initial contract is valued at $32.4m. The work is slated to be performed at Signal’s shipyards in Pascagoula, Miss. and Mobile, Ala. The drillship will arrive the second week in October at Signal’s East Bank shipyard in Pascagoula where an extensive list of repairs and upgrades will be performed. Major items include living quarters enhancements and refurbishment; the fabrication and installation of a new helicopter deck; high and low pressure pipe system replacement; major equipment removals and repair, ventilation system enhancements, and the upgrade of electrical power, communication and control systems.

Signal Yard Upgrades Secure Drilling Rig Project

A subsidiary of Diamond Offshore Drilling, Inc. has awarded dockside shipyard work on the Ocean Baroness semisubmersible-drilling rig to Signal International, LLC. The rig is currently docked at Signal’s Pascagoula Mississippi East Yard undergoing mooring chain inspection and chain locker repairs, general steel renewals, piping upgrades and ABS survey work. Ongoing enhancements at the East Yard have enabled Signal to accommodate large semisubmersibles, such as the Baroness, that draw over thirty feet of water depth. A 60-ft water depth by 300 x 500 ft hole was dredged near the dock. Additional dredging, from 35-ft to 42-ft depth, was also completed along a 1,005 ft stretch at the East Yard’s dockside.

Signal Acquires Bender Shipbuilding

Signal International Inc. announced the purchase of the Bender Shipbuilding & Repair assets through a bankruptcy auction. Signal was the winning bidder of the Mobile, Ala. shipyard for $31.2m which is contingent upon approval by the United States Bankruptcy Court for the Southern District of Alabama. “This purchase is consistent with diversifying the company while continuing the focus on our core competency in the overhaul, repair and upgrade of offshore drilling rigs,” said Dick Marler, Signal’s president and chief executive officer. According to  Marler, Signal plans to make an additional investment of about $5m on upgrades and repairs, and  increase employment to 400 to 500 within 18 months.

Signal Enters Deck Barge Market

Signal International, LLC announced that the company will build a 300 ft by 100 ft ocean deck barge for Signet Maritime Corporation. The barge will be built at Signal’s Orange, Texas shipyard, with delivery scheduled for the first quarter 2010. In line with Signal’s marketing plan, large deck barges will be a continued product line for Orange, with multiple designs currently being offered. Signal’s yard in Orange has undergone a major transformation to elevate its marine and heavy manufacturing capability to world-class standards.

Signal Delivers Two Rigs for Diamond Offshore

Signal International, L.L.P. announced the recent completion and return to service of two Diamond Offshore rigs, the Ocean Titan and the Ocean America. The LeTourneau Class 64 jackup, Ocean Titan, entered Signal’s East Pascagoula, Mississippi yard for modifications and repairs on 06 March 2009 and departed on 14 April 2009. Meanwhile, another Diamond rig, the eight-column semisubmersible Ocean America, spent 97 days on Signal’s Dry Dock at Port Arthur, Texas undergoing periodic inspection procedures and customer-planned modifications.

Signal Awarded Diamond’s Ocean America

Signal International has been awarded a contract for Diamond Offshore’s Ocean America to perform modifications and inspections to ensure compliance with ABS Special Survey requirements. The semisubmersible will be drydocked at the company’s Port Arthur Texas yard in early 2009. The vessel will undergo inspections to the anchor chain and propeller shaft, piping modifications, sacrificial anode replacements as well as new paint for the hull and derrick. Signal Wins Crosco Contract

Signal International, LLC has announced that its Pascagoula Mississippi east shipyard will upgrade The Zagreb I, a semi submersible drilling rig, for Crosco; the offshore drilling contractor headquartered in Croatia. The work is scheduled to commence in mid-February upon completion of a wet tow of the rig to the Gulf of Mexico from the Ivory Coast of Africa. The work will include replacement of deck cranes, living quarters upgrade, mud system modifications and regulatory authority special survey. It is estimated that the work will take two months to complete. Regarding this project, Dick Marler, Signal’s Chairman, comments: “This work affords Signal International another opportunity to build upon its track record of excellence in the business of offshore rig upgrades.

Signal International Achieves Milestone Safe Man Hours

Signal International recently achieved over one million man hours without a U.S. Department of Labor OSHA recordable incident. This safety performance follows the announcement of the Shipbuilder’s Council of America (SCA) 2006 safety awards. For the fourth consecutive year, Signal International has been a recipient of the Excellence in Safety award with one of the lowest total recordable incidence rates in the industry. This historic milestone was achieved on July 22, 2007. Dick Marler, Signal International’s CEO commended Ron Schnoor, Senior Vice President and General Manager of its’ Mississippi operations for personally developing the policies and procedures necessary to insure a safe working environment.

Signal Awarded TARZAN CLASS

Signal International, L.L.C. signed a contract with LeTourneau, Inc. to build a TARZAN CLASS jackup drill rig. LeTourneau is procuring the rig, the fourth TARZAN CLASS rig built for Rowan Companies, Inc., its parent corporation. Under the terms of the contract, LeTourneau will provide a license to Signal International and furnish the engineering and component kit for the elevating system, including, 445’ leg length. LeTourneau Ellis Williams Company, Inc., also a subsidiary of Rowan Companies Inc., will provide the drilling equipment package. FGH Offshore Asset Sale Final

Friede Goldman Halter, Inc. (FGH) has completed the previous announced sale of substantially all of the assets of its offshore division to ACON Offshore Partners LP and its affiliates (ACON), a Delaware limited partnership. The sale was finalized for a purchase price of approximately $61 million (USD), consisting of cash and the assumption of secured debt. "We are pleased with the outcome in closing this transaction and we commend the Restructuring Committee of the Board of Directors and the Unsecured Creditors Committee for their efforts," said T. Jay Collins, FGH Chairman and CEO. Now that the sale of the offshore assets is complete, Friede Goldman Halter intends to concentrate on promulgation of its plan of reorganization.
