L3 Harris Tapped to Deliver USV for Offshore Oil Spill Response

An unidentified "leading integrated oil and gas company" recently took delivery of an Unmanned Surface Vehicle (USV) from  L3Harris Technologies, a USV designed to help out during oil spill response operations.C-Tug 3 is an 11-ft. USV  outfitted with L3Harris' ASView control system,a system designed to enable USV remote operations from a land-based control station. C-Tug 3 is designed to execute pre-programmed mission plans and real-time teleoperation via a remote touch screen unit. Once deployed, the USV can tow an oil containment boom into position to prevent the spread of any contaminants.

Cracked Containership No Longer Leaking Oil in NY Harbor

Oil is no longer leaking from the cracked hull of a containership moored in the Port of New Yok and New Jersey, the U.S. Coast Guard said Wednesday.A sheen around the Danaos-owned YM Mandate was first reported to the Coast Guard on Monday after the ship arrived at the Global Container Terminal in Bayonne, N.J., from Halifax, N.S.A unified command team consisting of the Coast Guard, New Jersey Department of Environmental Protection and Gallagher Marine Systems is responding since after the Coast Guard confirmed the Liberian-flagged vessel was leaking oil from a crack in its hull.Oil containment boom and absorbent pads are deployed around the 300 meter long, 6,572 TEU capacity YM Mandate, and skimming vessels continue to remove oil from the water.

Tech File: BoomVane - A Powerful Boom Deployment System

The BoomVane is one of the most useful and interesting tools available to oil spill responders for shoreline and single vessel boom deployment. Maintaining an effective oil containment boom configuration with two vessels is difficult to coordinate. The Elastec BoomVane solves that problem. BoomVane can also tow heavier booms greater distances than an outrigger arm resulting in wider sweep swaths. Illinois-based Elastec is the manufacturer and owner of the proprietary BoomVane technology. Elastec offers four BoomVane sizes to accommodate various water depths.

Vikoma and Mobimar Supply Oil Spill Response Equipment for Finnish Border Guard

OPV Turva, the Finnish Border Guard's new 314 foot (95.9 meter) offshore patrol vessel, will be outfitted for oil spill response just seven months after its launch. UK-based Vikoma International Ltd and Mobimar Ltd of Finland will provide the vessel with oil spill response equipment, including 800m of Vikoma oil containment boom, four Vikoma boom reels, and Mobimar's in-hull integrated recovery system, along with other oil recovery systems. The equipment will provide a recovery capacity of over 1000m3.

Ecuador Order Elastec/American Marine Oil Spill Equipment

Elastec/American Marine say that quality and dependability made all the difference when the state oil company of Ecuador decided recently to purchase its oil spill response equipment. PetroEcuador recently acquired two ELASTEC TDS136G grooved drum skimmers, two ELASTEC SeaSkater weir skimmers, a PACS1000-770, two ELASTEC BoomVane™ units, 60 sections of oil containment boom and ten QuickTanks. The oil spill response equipment will be used at PetroEcuador’s Esmeraldas facility, the country’s largest and most important refinery. Olympic Tug & Barge Fined for Port Angeles Oil Spill

The Washington Department of Ecology (Ecology) is fining Olympic Tug & Barge of Seattle $16,500 for spilling oil into Port Angeles Harbor last November. The spill occurred when a company-owned fuel barge was overfilled while being loaded with fuel oil. Ecology determined the Nov. 7, 2012, heavy fuel oil spill occurred because of an error by the barge operator. More than 1,700 gallons of fuel spilled to the deck of the barge with nearly 50 gallons entering Port Angeles Harbor. The oil transfer was being conducted at the Tesoro Port Angeles Terminal located at the foot of the spit Ediz Hook. Olympic Tug & Barge had oil containment boom placed around the barge prior to starting the fuel transfer which helped contain the spill.

Industry, Government Collaborate on Long Island Sound Casualty Simulation

On September 17, McAllister Towing and Reinauer Transportation will be partnering with the U.S. Coast Guard Sector Long Island Sound and Sector New York in a major simulated marine accident and pollution incident on the waters of Long Island Sound. Responders will be faced with a simulated grounding and subsequent oil spill impacting the waters and shoreline of Connecticut and New York. The exercise is part of the National Preparedness for Response Exercise Program (PREP), a voluntary program bringing together industry and government to meet the exercise and preparedness requirements of the Oil Pollution Act of 1990, legislation enacted following the Exxon Valdez.

New Alnmaritec Skimmers Delivered

Alnmaritec Limited, a UK boat builders, has two new boats delivered in 2010 to in the oil spill response/pollution control vessel market. The most recent delivery was a boom deployment and spill response boat which was delivered to the Barbados National Terminal Company Ltd. for operation on their oil export facility at Oistins Bay on the South Coast of the island. The new vessel Responder 1 is based upon the successful Wave Worker class from Alnmaritec and she is a 39.3 ft long by 17.4 ft wide displacement catamaran design providing a very stable and seaworthy platform.

Bisso Lufesa Salvages Luxury Passenger Vessel

Bisso Lufesa, a full-service marine contractor, successfully salvaged a luxury passenger vessel that sank in the environmentally pristine Galapagos Islands. The crew of the dive support vessel Caballao de Trabajo raised the sunken M/V Parranda and safely towed it 80 nautical miles out to sea, where it was scuttled in a deepwater location designated by Galapagos National Park authorities. The steel-hull M/V Parranda caught fire and sank Jan. 14 in 65 ft of water in the national park off Bartolome Island.

Port Re-Opens to Deep-Draft Vessels

The Coast Guard Captain of the Port for Brunswick, Ga., has re-opened the port to deep-draft vessels Thursday at approximately 3:30 p.m. The captain of the port made the decision to re-open the port to deep-draft vessels after an Army Corps of Engineers depth survey that did not indicate any obstructions that might compromise the safety of additional deep-draft traffic. An initial damage assessment of the Centaurus Leader revealed a two inch wide by 22-foot long gash in the hull of the ship.

Company Fined for Spilling in Port Angeles Harbor

The Department of Ecology (Ecology) has fined owners of the Gaz Diamond propane tanker $75,500 for spilling oil into the Port Angeles harbor in May 2002. The Gaz Diamond is owned by the Naftomar Shipping and Trading Company Ltd., based in Greece. The ship spilled 1,188 gallons of fuel oil when its tanks overfilled while refueling. The oil washed up on nearby beaches and docks along the southern shore of the Ediz Hook peninsula near the U.S. Coast Guard Air Station. Cleanup efforts lasted five days and involved oil skimming vessels, thousands of feet of oil containment boom and hundreds of oil snares staked along the shore. Oil collected in nearby commercial fish pens, on docks, log booms, private boats, the public boat launch, a U.S. Coast Guard vessel, and the Puget Sound Pilot Station.

New Alaska Boom Boats Designed for Spill Response

Rozema Boat Works in Mount Vernon, Wash., recently added two new vessels to the harsh environment of Alaska when it sent twin boom boats to Aleyska Pipeline Service Co. The 31-ft aluminum boats are used at the Port of Valdez, Alaska to place and remove oil containment boom around tankers loading oil. "That's a pretty demanding place for workboats up there," said Rozema. Rozema's all-aluminum boom boat is designed not just to work boom, but also to function as a spill response vessel in time of need. Featuring a planing hull form, the Rozema boats are 31 ft. long with a beam of 13 ft., and a draft of 3.5 ft. Each is powered by a pair of Cummins 280B diesels, providing a total of 560 hp to drive twin four-blade, 28-in.

Oil Spill in James River

Coast Guard Marine Safety Office Hampton Roads is responding to a report of a diesel fuel spill from the tank barge VB 53 on the upper James River below Richmond. The spill was reported to the Coast Guard National Response Center at 11:41 a.m. on Sunday, May 8, 2005. The barge was being pushed south on the James River in an area known as Kingsland Reach, about 2 miles northwest of the Interstate 295 bridge, when it sustained damage to two cargo tanks. The barge is presently aground and has a port list. The owners have submitted a lightering and salvage plan to the Coast Guard for approval. The amount of diesel fuel spilled has not been determined. The barge is surrounded by oil containment boom and other booms have been deployed upstream and downstream to limit the spread of the oil.

The Fleet Week: Shipdocking Extravaganza

When was the last time 15 ocean ships docked almost all at once in New York, and undocked again, and sometimes redocked in-between, all in a week? In the near-400 years since the Dutch first arrived, there have been events even larger. But not many of them lately. Lately, large get-togethers of harbor craft in the most visible parts of the port - upper bay and lower North River - usually surround festive celebrations like the Tug Races and their accompanying games, great entertainment for young and old. But more stirring to watch than tugs at play are tugs at work. Barges go up and down the rivers regularly, but shipdocking, the lively part of tugboating, is concealed from the public eye off the remote corners of Staten Island and the containerports of Newark Bay.

Lightering Ops Commence on Grounded Tanker Off NYC

Crews were expected to begin lightering 110,000 barrels of low sulfur fuel oil from the grounded tank ship White Sea to Bouchard Barge B-230 last night (July 12) at 10:00 p.m. Officials anticipate refloating the 800-foot Liberian-flagged tank ship about 8:00 p.m. Friday (July 13) during high tide. Capt. Robert R. O'Brien, Coast Guard Captain of the Port of New York and New Jersey approved the salvage plan which calls for additional barges should more product need to be lightered from the White Sea to refloat it. A dive survey is scheduled for first light to assess the condition of the ship's hull. The Bayonne, N.J.-based Coast Guard Cutter Penobscot Bay relieved the cutter Katherine Walker, another Bayonne-based cutter, in enforcing a 500 yard security zone around the tanker.

Response to Grounding of Clipper Lasco

The U. S. Coast Guard continues to coordinate the response to the grounding of the 645-ft. cargo ship Clipper Lasco just west of the designated anchorage area off Fort Lauderdale Beach, Fla. The vessel remains aground this evening as members of the unified command work to ensure that planned salvage operations do not cause further disruption to the ocean floor, are conducted as safely as possible, provide adequate resources for any contingencies that could arise and mitigate the risk of damaging the ship. Divers from Resolve Marine Group, the salvor contracted by representatives for the Clipper Lasco, surveyed the ship's hull and the ocean bottom. The survey revealed that the vessel did impact the reef and some coral.

Coast Guard Responds to Damaged Oil Wellhead in Bayou Report

The Coast Guard is working with local, state and federal agencies today to respond to an oil spill in Bayou Perot La. The oil spill is the result of a damaged sweet medium crude oil wellhead near mile marker 20 of the Gulf Intercoastal Waterway, which was discovered shortly after midnight Saturday. Crews from Coast Guard Sector New Orleans, and Marine Safety Units Morgan City, La., and Houma, La., are responding to the spill.

Unified Command Coordinates Spill Response Near Bayou Perot

The Unified Command has reopened the Intracoastal Waterway near Bayou Perot, La., after a portion of ICW was closed due to a damaged oil wellhead that started spilling sweet crude oil into the bayou early Sunday. The ICW was closed early Sunday between mile markers 19 and 21 when oil from the damaged wellhead entered a portion of the ICW. Cleanup crews have contained and removed the oil from the ICW, and the unified command has reopened the waterway to all vessel traffic. More than 25,000 feet of oil containment boom has been deployed around the wellhead in Bayou Perot and along the neighboring shoreline. Most of the oil from the wellhead has been contained within Bayou Perot and Little Lake, and oil has been removed from the ICW and Lake Salvador.

Spill Secured in Bayou Perot

In the multi agency response and investigation surrounding a spill of medium crude from a damaged wellhead in Bayou Perot, La., the Coast Guard reported that the discharge was stopped and the well was secured. To date 49,000 ft. of oil containment boom have been deployed and more than 61,000 gallons of emulsified oil and water waste have been collected. The operator of the well, ExPert Oil & Gas, continues to offer a $35,000 reward for information directly resulting in the identification (as determined by the operator) of the person or persons responsible for damaging the wellhead. The oil spill was discovered during the early morning hours 1/21/07 near mile marker 20 of the Gulf Intracoastal Waterway.

Washington State – Oil Transfer Requirement Training

Washington companies and operators that transfer oil over water to non-recreational vessels got some unanticipated help this month on successfully complying with the Department of Ecology (Ecology) oil transfer rules adopted in September 2006. On March 8 and 15, Ecology staff made technical assistance visits to 65 oil transfer locations across the state. Since different requirements are being phased in during the rule's first year, the agency's "Answers to Transfers" campaign was designed to answer questions and provide guidance about how the rule will affect different types of regulated facilities. The new regulations describe how oil must be transferred over water to tank vessels…
