VGM Grace Period Ends October 1

File photo: Port of Savannah

The three-month settling-in period suggested by the IMO to its Member States in which competent authorities were urged to adopt a ‘practical and pragmatic’ approach to the enforcement of the SOLAS revision stipulating all packed containers have a verified gross mass (VGM) before being stowed aboard a ship comes to an end on October 1. Long-time champion of the cause of safer container transport and a leading insurer of the international freight industry, TT Club believes that…

TT Club Welcomes IMO Guidance on SOLAS VGM Amendment

At an International Maritime Organization (IMO) Maritime Safety Committee session in London that culminated on Friday, delegates agreed on guidance and advice to both those active in the container supply chain globally (shippers, carriers and port operators), as well as governmental representatives (so-called Competent Authorities) tasked with enforcing the regulation. The soon to be issued Circular will urge ‘practical and pragmatic’ enforcement of VGM over the first three-month settling-in period, partly in respect of transhipment containers but also recognising the probability of ‘teething’ problems in documenting, communicating and sharing VGM information.

Record Low Interest in US GoM Leases

A U.S. government sale of oil and gas drilling leases in the western Gulf of Mexico attracted the lowest number of bids on record on Wednesday as slumping oil prices kept producers from plowing money into expensive offshore prospects. The yearly sale, held by the Bureau of Ocean Energy Management (BOEM), attracted $22.7 million in high bids, the smallest in the western Gulf since 1983 when leases were first broken down into regions, the BOEM said, reaping just one fifth of the value of last year's offers. "The continuing drop in oil prices and low natural gas prices obviously affect industry's short-term investment decisions," BOEM Director Abigail Ross Hopper said in a statement, also stressing the long term potential of Gulf of Mexico oil and gas production. Top Five Most Costly Insurance Claims

The TT Club has alerted the supply chain industry to a persistence of claims in a handful of loss types. The international transport, freight and logistics insurance provider said it has found that 66% of its claims by number and 62% by value over a five year period can be categorized into just five causes. The analysis, which was conducted on 7,000 insurance claims each costing more than $10,000 recorded between 2010 and 2014, totaling $425 million, revealed that the same five generic causes identified in its previous five year analysis continue to disrupt and cost dearly.

Nature Conservation & Economic Activity Co-exist in Antwerp Port

The Antwerp port area is one of the most important habitats for European endangered species. No fewer than 90 protected species of plant and animal live within the port area. Furthermore, a significant proportion of these plants and animals are specific to ports, being dependent for their continued existence in Flanders on habitats that typically occur in and around ports. When protected species are found within the Antwerp port area it is forbidden for economic activities to threaten their continued existence. However, such a requirement is liable to create legal uncertainty for companies. In order to find a sustainable solution to this situation, a Species Protection Programme for the port of Antwerp has been developed over the past few years.

Standards of Container Packing Must Be Improved

It is no surprise that the correct packing of containers is high on the agenda for industry bodies, regulators and insurers, as the consequences of unsafe and badly secured cargo are serious. In fact, of all freight transport insurer TT Club’s claims, some 65 percent feature cargo loss or damage and of these over one-third result from poor packing. Higher levels of training to maintain and improve the expertise of those employed by shippers, consolidators, warehouses and depots to pack containers is now a primary objective of a number of current industry initiatives.
