Naval architecture and marine engineering firm Gibbs & Cox, Inc. said that William E. "Bill" Landay III, President of W.E. LANDAY Consulting LLC, has been elected to its Board of Directors effective June 20, 2017. "[VADM Landay’s] expertise in the areas of foreign military sales, DoD acquisition, and science and technology programs will be a tremendous addition to the future growth of Gibbs & Cox," said President and Chief Executive Chris Deegan. Vice Admiral Landay retired in 2013 after more than 35 years of Naval service. His final assignment was as Director of the Defense Security Cooperation Agency (DSCA) where he was in charge of the $400 billion DoD program responsible for the sale of equipment, defense technologies, training and other services to foreign governments.

The U.S. Navy has a balanced fleet, but it wants to grow bigger and better. Will the budget allow both? Maritime Reporter's March 2017 cover story on the U.S. Navy was all about the numbers. There exists several plans to grow the fleet beyond the current number of 308 ships, the Mitre recommendation of 414 ships, the Center for Strategic and Budgetary Assessment 340-ship proposal, and the Navy’s decision to grow the fleet to 355 ships, and the Trump administration’s 350. With so many numbers being bandied about, there are even more suggestions on how to get there.

BAE Systems will dock the first ship in its new floating dry dock, Pride of California, on Thursday, February 23. The docking of the San Diego-based amphibious transport dock ship USS New Orleans (LPD 18) is expected to take up to five hours. The docking was originally planned for Wednesday, February 22, but was pushed back due to high wind conditions in San Diego. At 950 feet long and capable of lifting 55,000 long tons, BAE Systems’ new Pride of California dry dock is the largest floating dry dock in California.

SAFE Boats International announced that Retired Vice Admiral William E. “Bill” Landay III has been appointed as a Director of the Board at SAFE Boats International. Vice Admiral Landay retired in 2013 after more than 35 years of naval service. His final assignment was as Director of the Defense Security Cooperation Agency (DSCA) from August 2010 until September 2013. DSCA oversees the U.S. Government's Foreign Military Sales (FMS) program and is responsible for the sale of arms, defense technologies, training and other services to foreign governments.

Arleigh Burke-class guided-missile destroyer USS Paul Hamilton (DDG 60) rescued a stranded mariner Dec. 9 while operating south of the Hawaiian Islands. Paul Hamilton Sailors rendered assistance to Ron Ingraham after receiving a distress call from U.S. Coast Guard District 14's Honolulu Sector. Ingraham, stranded at sea since Nov. 27, was caught in a storm that blew his vessel approximately 200 miles south of the Hawaiian Islands, leaving him without food or water for 12 days. The Coast Guard ceased searching for Ingraham Dec. 1 after Coast Guard and Navy crews conducted an extensive search of the area, flying 59 sorties and covering approximately 12,000 square miles. "I thought I was going to die today," said Ingraham.

BAE Systems Hawaii, Honolulu, Hawaii, is being awarded a $7,842,302 modification to previously awarded contract (N00024-06-C-4408) for the USS Paul Hamilton (DDG 60) repair availability.  This repair availability modification consists of 67 various work items for various ship repairs, modifications and alterations to be performed in a three-month repair availability.  Work will be performed in Pearl Harbor, Hawaii, and is expected to completed in December 2011.  Contract funds of $9,641,000 will expire at the end of the current fiscal year.  The Pearl Harbor Naval Shipyard & IMF, Pearl Harbor, Hawaii, is the contracting activity.

YYK Enterprises, Inc., National City, Calif., is being awarded a firm-fixed-price, indefinite-delivery/indefinite-quantity contract with a maximum ceiling amount of $16,250,000, to provide interior and exterior preservation services onboard Navy ships and other government vessels within a 50-mile radius of San Diego. Work will be performed in San Diego, and is expected to be completed by December 2010. Contract funds in the amount of $3,000 will expire at the end of the current fiscal year. The contract was competitively procured and advertised via the Federal Business Opportunities web site with six proposals solicited and six offers received. The Southwest Regional Maintenance Center, San Diego, is the contracting activity (N55236-10-D-0010).

Australian and U.S. Navy escort ships demonstrated combined fire support in defense of an expeditionary strike group and ground forces ashore during Talisman Saber 2007 (TS07), which was conducted from June 18 through July 3. Two U.S. Navy destroyers, a cruiser, and three Royal Australian Navy frigates completed anti-submarine, surface and air defense exercises followed by simulated fire-support when U.S. Marines and Australian soldiers launched from the ships to the training area to engage a simulated enemy. Talisman Saber 2007 is a joint and combined biennial exercise between Australia and the United States designed to prepare both nations in crisis action planning and the execution of contingency operations, thus improving interoperability and combat readiness.

The U.S. Navy's Expeditionary Strike Group 7 ships left Brisbane, Australia, on June 10, while amphibious ships of Royal Australian Navy began the embarkation of Australian soldiers in northern neighbor Townsville, launching the force integration training (FIT) phase of Talisman Saber 2007 (TS07). TS07 is a joint and combined exercise demonstrating and improving on the U.S.-Australian military alliance that will feature crisis action planning and the execution of contingency response operations in land, sea and air maneuvers. More than 20,000 U.S. and 12,000 Australian personnel will participate in the military training exercise set to enhance interoperability and regional stability.

U.S. USS Ronald Reagan (CVN 76), USS Lake Champlain (CG 57), Destroyer Squadron (DESRON) 7 and Carrier Air Wing (CVW) 14 concluded military operations as part of Carrier Strike Group (CSG) 7, in the U.S. 7th Fleet area of responsibility (AOR) on April 6. The more than 6,000 Sailors assigned to the Ronald Reagan Carrier Strike Group deployed Jan.

Ronald Reagan Carrier Strike Group (RRCSG) took part in a passing exercise (PASSEX) with the JMSDF in the Philippine Sea March 16-18. RRCSG and embarked Carrier Air Wing Fourteen (CVW) 14 are underway in support of operations in the western Pacific. U.S. USS RONALD REAGAN, At Sea (NNS) -- The Ronald Reagan Carrier Strike Group (RRCSG) took part in a passing exercise (PASSEX) with the Japanese Maritime Self Defense Force (JMSDF) in the Philippine Sea March 16-18. JMSDF ships participating in the PASSEX were the JS Myoko (DDG 175), JS Hamagiri (DD 155), JS Yuugiri (DD 153) and JS Haruna (DDH 141).

USS RONALD REAGAN, At Sea (NNS) -- The Ronald Reagan Carrier Strike Group (RRCSG) took part in a passing exercise (PASSEX) with the Japanese Maritime Self Defense Force (JMSDF) in the Philippine Sea March 16-18. JMSDF ships participating in the PASSEX were the JS Myoko (DDG 175), JS Hamagiri (DD 155), JS Yuugiri (DD 153) and JS Haruna (DDH 141). In addition to USS Ronald Reagan (CVN 76), U.S. Navy ships participating in the exercise were USS Lake Champlain (CG 57), USS Russell (DDG 59) and USS Paul Hamilton (DDG 60). Additionally, Commander, Carrier Strike Group (CSG) 7; Commander, Destroyer Squadron (DESRON) 7; and Carrier Air Wing (CVW) 14 participated in the exercise. The goal of the exercise was for the RRCSG to work with their counterparts from the JMSDF in areas of mutual interest.

U.S. USS Ronald Reagan (CVN 76) earned the 2006 Commander Naval Air Force Carrier Battle Efficiency “E” award for the West Coast, the first Battle "E” ever for the Navy’s newest aircraft carrier. The announcement was made Feb. 26 as the crew enjoyed a five-day port visit to Sasebo, Japan. The highly sought-after Battle “E” is awarded annually to ships that display the maximum condition of readiness in their specific category, and for their capability to perform their wartime responsibilities.

The USS Ronald Reagan (CVN 76) Carrier Strike Group (RRSG) entered the U.S. 7th Fleet’s area of responsibility (AOR) Feb. 9, as part of a surge deployment to promote peace, cooperation and stability in the region. Led by Rear Adm. Charles W. Martoglio, the Ronald Reagan Carrier Strike Group will be filling the role of USS Kitty Hawk (CV 63), the Navy’s only permanently forward deployed aircraft carrier, which is undergoing scheduled maintenance in Yokuska, Japan. “Our friends and allies in the region can be assured of continued, robust interaction with our Navy in the form of mutual training opportunities, exchanges, and port visits,” said Martoglio, commander, Carrier Strike Group Seven (CCSG 7).

USS John C. Stennis (CVN 74) Sailors said goodbye to their family members and friends Jan. 16, as the ship departed Naval Base Kitsap Bremerton for San Diego to onload Carrier Air Wing (CVW) 9. The carrier, with its embarked air wing, USS Antietam (CG 54), and USS Preble (DDG 88), will deploy from San Diego Saturday, Jan. 20. USS O'Kane (DDG 77) and USS Paul Hamilton (DDG 60) will deploy from their homeport of Pearl Harbor, Hawaii. Stennis is the flagship for Commander, Carrier Strike Group (CCSG) 3, headed by Rear Adm. Kevin M. Quinn. “I’m ready for deployment," said Machinist’s Mate Fireman Josh Layton. Stennis’ embarked air wing consists of the F/A-18C Hornet, F/A-18E/F Super Hornet, EA-6B Prowler, E-2C Hawkeye 2000, C-2A Greyhound and SH-60F/HH-60H Seahawk.
