Tidewater to Expand Columbia River Barge Service

Tidewater Barge Lines, Inc will expand its regional barge service on the Columbia River after being awarded grant funding from the U.S. Department Maritime Administration (MARAD).The $4,168,759 from MARAD, combined with nearly $2 million in matching funds from Tidewater, will provide two new low and zero emission cranes that will enable the loading of additional solid waste containers on barges for shipment from southwest Washington to eastern Oregon.“This award will allow Tidewater…

US Senators Introduce Bill to Limit Offshore Drilling

A group of U.S. Senators on the West Coast have introduced a bill Wednesday aiming to prohibit offshore drilling on the outer continental shelf of California, Oregon and Washington.   First introduced in 2010, the West Coast Ocean Protection Act, would amend the Outer Continental Shelf Lands Act to permanently block drilling off the U.S. West Coast, stating that "the Secretary of the Interior shall not issue a lease for the exploration, development, or production of oil or natural gas in any area of the outer Continental Shelf off the coast of the State of California, Oregon or Washington."   The legislation was introduced by Senators Barbara Boxer (D-Calif.), Maria Cantwell (D-Wash.), Dianne Feinstein (D-Calif.), Patty Murray (D-Wash.), Ron Wyden (D-Ore.) and Jeff Merkley (D-Ore.).

AAPA Praises Senate for Passing TPA - 2015

“The prosperity of the United States is inextricably entwined with that of the rest of the world and international trade agreements provide stability and equity enabling increased trade,” said American Association of Port Authorities (AAPA) President and CEO Kurt Nagle in support of the Bipartisan Congressional Trade Priorities and Accountability Act of 2015 (TPA-2015), which the Senate just approved and the House approved on June 18. He added, “Port cargo activity accounts for over a quarter of the U.S. economy and provides more than 23 million American jobs. As the unified and recognized voice of seaports in the Americas, AAPA has both independently, and in partnership with the Trade Benefits America coalition, strongly urged federal lawmakers to make TPA-2015 a priority.

US Sen. Murkowski Plans Bill to Kill Oil Export Ban

U.S. Senator Lisa Murkowski said on Thursday she will unveil a bill next week to reverse the U.S. oil export ban in an effort to build support for killing the 1970s-era restriction that drillers say threatens to choke the domestic energy boom. Murkowski, the Republican chairwoman of the Senate Energy and Natural Resources Committee, said she will unveil the bill on Tuesday, although it was uncertain when the measure would get a vote in her committee. "I am going to be looking for every opportunity we might have to advance it," Murkowski said in a press conference.

Come Together, Right Now …

Collaboration is a wonderful thing. And in Washington, DC, it seems to be a concept that has become more alien than ever before, with partisan politics that have gripped the nation’s capital. But teamwork is alive and well in the inland waterways industry when it comes to supporting the concept of increasing the amount of investment raised for lock and dam infrastructure on the inland system. Since 1986, commercial inland towing operators have been paying a user fee of 20-cents-per-gallon of fuel used while operating on the inland system that is deposited into the Inland Waterways Trust Fund (IWTF). Those monies are then matched by General Treasury dollars and spent for the purpose of new construction and major rehabilitation work on the inland waterways.

Cantwell, Senators Urge Support for Dredging of Small Ports, Including Swinomish Channel, Port of Ilwaco. U.S. Senator Maria Cantwell (D-WA) has joined a group of Senators in urging key appropriators to include funding for dredging small and low-use ports in the fiscal year (FY) 2013 budget. Small and low-use ports are ports that don’t have enough tonnage to meet the Army Corps of Engineers’ threshold to qualify for annual dredging support but represent important economic engines of the communities they serve.

Towing Vessel Inspection Proposal Advances

A bill was introduced in the House of Representatives on April 30 that encompasses the policy provisions of the U.S. Coast Guard’s Fiscal Year (FY) 2005 legislative package, including a proposal that would establish a new inspection program for the towing industry. The bill, entitled the Maritime Transportation Amendments of 2004 (H.R. 4251), was quickly slated for action. On May 6, the Coast Guard and Maritime Transportation Subcommittee of the House Transportation and Infrastructure Committee, chaired by Rep. Frank LoBiondo (R-NJ), convened a hearing on the authorization measure. During his opening remarks, Chairman LoBiondo stated, “Since the establishment of the Coast Guard, one of the Service’s primary duties has been to promote and protect the safety of life and property at sea. U.S. Lawmakers Seek New Ban On Alaska Crude Exports

Twelve U.S. lawmakers asked that President Bill Clinton, who has only two days left in office, re-impose a ban on exports of Alaskan crude oil in order to protect consumers on the United States' West Coast from high gasoline prices. In a letter to Clinton, the lawmakers cited recent news reports that BP Amoco exported Alaska North Slope crude to reduce supplies on the West Coast and raise oil prices in the region. The lawmakers making the export ban request include Senators Ron Wyden and Gordon Smith of Oregon, Barbara Boxer of California and Patty Murray of Washington. The lawmakers said secret oil company documents show that BP shipped Alaska crude to Asia even though the company earned less profit on the exported oil than it would have if it sold the same oil in West Coast markets.
