Subchapter M, the United States regulatory code dealing with towing vessels and requirements for towing vessel safety, has officially been in place since July 20, 2016, when the U.S. Coast Guard finalized Sub M rulemaking.Since the rules were finalized there have been a couple of important hammer dates. In spring and summer 2018 the first certificates of inspection (COI) were issued. COIs are central within the Sub M program. A vessel needs a COI to legally operate. (All vessels were required to comply with Sub M by July 20, 2018.

Canada’s Transportation Safety Board (TSB) continues its investigation into the sinking of passenger vessel which killed at least five near Tofino, British Columbia, Sunday. Of the 24 passengers and three crew aboard the whale-watching tour boat Leviathan II at the time of the sinking, 21 people were rescued, five have died and one remains missing. The U.S. Coast Guard informs that the casino boat 'Escapade' is moored at its homeport and is no longer aground in Calibogue Sound near Tybee Island, Georgia. Watchstanders at Coast Guard Station Tybee Island were notified the Escapade had ran aground with 94 passengers and 31 staff and crewmembers aboard during the ship’s maiden voyage. Coast Guard crews from Station Tybee Island, Coast Guard Air Station Savannah, Georgia, and the Coast Guard Cutters Tarpon and Maria Bray worked together to take off 118 passengers and non-essential crew and staff from the Escapade. The 174-foot vessel subsequently freed itself under its own power when high tide came without the help of commercial salvage boats and transited to its homeport at Bull River Marina in Savannah…

On Friday, March 11, Jeff Ruby’s Waterfront restaurant, situated on a barge on the Ohio River, broke loose from its moorings and began floating down river, with diners trapped onboard, toward the Clay Wade Bailey Bridge. According to local media the barge floated 85 feet downriver and was saved from hitting the bridge by a mooring cable that was still attached. The restaurant is two miles from where McGinnis Inc. keeps its Cincinnati fleet, but some of the company’s towboats were already working in a dock just upriver from the restaurant. The MV Susan E McGinnis arrived on the scene first.

Designers Ken Freivokh, responsible for the Maltese Falcon; and Pat Bray, responsible for a fuel efficient, semi-displacement hull form, presented their latest project, an environmentally sound 137-ft motor yacht design. Through the use of hybrid diesel/electric technology this vessel can operate for up to five hours on battery power alone, quietly slipping through the water at six knots. A 4,000 mile range at 14 knots is achieved with this low wake, low carbon footprint hull form.

The Coast Guard is scheduled to deploy its Vessel of Opportunity Skimming System Tuesday at 3 p.m. from the Coast Guard Cutter Maria Bray in the St. Johns River during a training exercise. VOSS is designed to be transported to an oil spill site and convert any suitable ship available (commercial, private or government-owned vessel) into a single ship, oil-recovery platform. The Coast Guard has 19 of these systems pre-positioned nationwide for pollution response. This VOSS deployment is part of Sector Jacksonville's three-day training program designed to better prepare Sector Jacksonville personnel for a hazardous materials spill on the First Coast. The training includes extensive classroom discussion and hands-on training for VOSS deployment. The Maria Bray is a 175-ft.

In response to the growing trend of state laws regulating ballast water discharges from ships, U.S. ports plan to develop a legislative proposal that would: 1) establish a strong Federal ballast water management program; and, 2) preempt state legislation in this area. During the Monday, October 16, meeting of AAPA's U.S. Legislative Policy Council (USLPC) representing the Association's 84 U.S. port members, Chairman of the Board J. Robert Bray, Executive Director of the Virginia Port Authority, led the discussion of concepts for legislation in the area of ballast water and introduction of nonindigenous species. The USLPC voted unanimously to adopt the position which reflects Association members' growing concern over the development of new regulations in this area.

Coast Guard Aids to Navigation Team Jacksonville Officer in Charge Senior Chief Petty Officer Andrew M. Engle will pass command to Chief Petty Officer Timothy R. Tully, Thursday at 10 a.m. during a ceremony held at the Aids to Navigation Team Jacksonville, Fla. Engle took on the responsibilities as the Officer in Charge of the ANT in 1999. He will go on to take the duties as the executive petty officer on board the Coast Guard Cutter Maria Bray homeported in Mayport, Fla. Tully’s previous assignment was the Officer in Charge of the Aids to Navigation Team San Diego, Calif. Tully and his crew of 18 will be responsible for more than 1,100 aids to navigations from Tybee, Ga., to Ponce de Leon Inlet, Fla., including more than 150 miles of shoreline along the St. Johns River.
