America's Sea Services Building Large Fleet of Small Ships and Craft

Not every vessel in the U.S. Navy is built for major combat operations on the high seas. There are large numbers of boats and service craft that provide essential services to the sea services, the nation and its partners.The U.S. Navy procures about 100 small boats per year. Some of these boats are based on commercial designs, procured to a Navy developed specification that tailors the requirements to the end user needs. Photos: US Retrieves Suspected Chinese Spy Balloon Shot Down in the Atlantic

Photos released by the U.S. Navy on Tuesday show sailors collecting the remnants of a suspected Chinese spy balloon that was shot down by an Air Force fighter over the weekend off the coast of South Carolina.The U.S. military began collecting the debris after the high-altitude surveillance balloon was shot down by an F-22 fighter over the weekend at the orders of President Joe Biden. The balloon fell about six miles off the coast of Myrtle Beach, S.C., into about 50 feet of water.China has claimed that the balloon was a wayward “civilian unmanned airship” primarily conducting weather research.

My first visit in 2007 to the American Society of Naval Engineers’ (ASNE) Multi-Agency Craft Conference (MACC) was an eye-opener. Having built a naval architecture career with frigates, destroyers and other large naval and commercial ships, I was eager to learn of the smaller craft used by the U.S. Navy and other government and military bodies. As my flight into Norfolk, Va. descended over Chesapeake Bay, I gazed in amazement as a Landing Craft Air Cushion (LCAC) raced toward Virginia Beach, slowed, glided up the beach and into its shore base.

US Navy: Bigger is Better, but at What Cost?

The U.S. Navy has a balanced fleet, but it wants to grow bigger and better. Will the budget allow both? Maritime Reporter's March 2017 cover story on the U.S. Navy was all about the numbers. There exists several plans to grow the fleet beyond the current number of 308 ships, the Mitre recommendation of 414 ships, the Center for Strategic and Budgetary Assessment 340-ship proposal, and the Navy’s decision to grow the fleet to 355 ships, and the Trump administration’s 350. With so many numbers being bandied about, there are even more suggestions on how to get there.

US, UK and France Begin Exercise Alligator Dagger 17

U.S., U.K. and France began Exercise Alligator Dagger 17, April 5. The two-week multilateral amphibious exercise is taking place in international waters off the coast of Djibouti and in the vicinity of Djibouti and Arta Beach, April 5 - April 20. Exercise Alligator Dagger 17, led by U.S. Naval Amphibious Forces, Task Force 51/5th Marine Expeditionary Brigade (51/5), is a multilateral amphibious exercise with the Bataan Amphibious Ready Group (ARG) and 24th Marine Expeditionary Unit (MEU) as part of the sustainment training for ARG/MEUs in the U.S. 5th Fleet area of operations. The Alligator Dagger Exercise iterations familiarize ARG/MEUs with the CENTCOM area of responsibility (AOR) and sharpen tactical proficiency.

USS Carter Hall enters Black Sea

The amphibious Harpers Ferry-class dock landing ship USS Carter Hall has entered the Black Sea, the Naples-headquartered US 6th fleet press service said. "The amphibious dock landing ship USS Carter Hall (LSD 50) and embarked Marines from the 24th Marine Expeditionary Unit, arrived in the Black Sea March 17, to participate in bilateral training exercise Spring Storm 17 with Romania," the press service said in a statement. Harpers Ferry-class dock landing ship USS Carter Hall (LSD 50) is participating in the Romanian-led maritime exercise SPRING STORM 17, taking place in the vicinity of Constanta, Romania, March 18-21, in the Black Sea. Carter Hall will work alongside Romanian maritime forces to develop interoperability and proficiency. U.S.

US Navy Calls off Search for Missing Sailor

U.S. Navy and U.S. Coast Guard assets ended the search April 12 for a missing sailor assigned to USS Carter Hall (LSD 50). The sailor was reported missing April 9 while the ship was conducting routine training operations in support of the Dwight D. Eisenhower Carrier Strike Group Composite Training Unit Exercise, approximately 60 nautical miles off the coast of Cape Hatteras, N.C. The Navy immediately initiated search and rescue operations. Various Navy and Coast Guard helicopter and fixed-wing aircraft participated in the 72-hour search that covered more than 22,388 square nautical miles.

A sailor on board the dock landing ship USS Carter Hall (LSD 50) was reported missing April 9 as the ship was conducting routine training operations in support of the Dwight D. Eisenhower Carrier Strike Group Composite Training Unit Exercise off the coast of Cape Hatteras, North Carolina. The Sailor was identified as missing at approximately 4:20 p.m. and the ship immediately launched a search and rescue operation. Several Navy and Coast Guard units are assisting in the effort. “We are continuing to search tirelessly with every asset at our disposal.

USS Carter Hall Drydocking Contract for GD NASSCO

In the latest listing of US Department of Defense, Navy contracts, General Dynamics, NASSCO, Norfolk, Va., (formerly Metro Machine Corp.) has been awarded a  $171,961,941 undefinitized contract action as a modification to a previously awarded contract (N00024-09-C-4416) for 'USS Carter Hall' fiscal 2014 extended dry-docking planned maintenance. Work will be performed in Norfolk, Va., and is expected to be completed by April 2015. Fiscal 2014 operations and maintenance, Navy and Fiscal 2014 other procurement, Navy funds in the amount of $104,155,547 will be obligated at time of award.

US Navy Assists 'Sandy' Disaster Relief

The U.S. Navy provides disaster relief in support of other authorities in the New York & New Jersey areas affected by Hurricane 'Sandy'. USS Wasp (LHA 1), USS San Antonio (LPD 17), and USS Carter Hall (LSD 50) are in position off the coast of New York and New Jersey supplying military personnel and equipment to disaster areas. Wasp is supplying aircraft to aid in the mission with a total of 18 helicopters aboard. Wasp also sent a team of damage controlmen and hull technicians to help repair the damaged Hoboken Ferry Terminal.

USS Fort McHenry Completes Haiti Mission

The USS Fort McHenry arrived in Haiti Jan. 18, six days after the 7.0 magnitude earthquake struck the Caribbean nation. The Whidbey Island-class amphibious dock landing ship's Sailors and embarked Marines from the 22nd Marine Expeditionary Unit (MEU) provided critical medical, distribution, rubble removal and construction assistance during Operation Unified Response. San Antonio Takes New Technology to Sea

The amphibious transport dock ship USS San Antonio (LPD 17) deployed Aug. 28 as part of the Iwo Jima Expeditionary Strike Group (ESG), marking the first deployment of a ship in the technologically advanced class of warships. The deployment introduces new technology and capabilities never before seen in any ESG. One example of this technology is the shipwide area network (SWAN). Communications with other ships has always been key to the Navy's success. has taken communications to the next level. Targeting surface threats with weapons has also benefited from the new technology.

SECNAV Energy Conservation Awards Announced

The Secretary of the Navy announced the Energy Conservation (ENCON) ship award winners for FY2003. These award winners represent Navy ships who have been singled out for outstanding execution of energy conservation measures and consistent reduction in energy consumption. Energy conservation awards were also announced for Navy shore activities and Marine Corps bases. During FY 2003, Commander, Pacific Fleet (COMPAC) and Commander, Atlantic Fleet (COMLANT) ships, even during this high level operational era, avoided the consumption of many thousands of kilowatt-hours of electricity. Using energy education, the Fleet was able to reallocate over 1,160,000 barrels of fuel, to high OPTEMPO ships.

The Secretary of the Navy has presented the Energy Conservation (ENCON) Awards for FY2003 in ceremonies conducted at the Navy Memorial in Washington, DC. These award winners represent Navy ships that have been singled out for outstanding execution of innovative energy conservation measures, and consistent reduction in energy consumption. Energy conservation awards were also presented to Navy shore activities and Marine Corps bases. Using Incentivized ENCON Energy Awareness, the fleet was able to reallocate over 1,160,000 barrels of fuel, to high OPTEMPO ships. In ship operating terms, this is equivalent to 22 “ship years” of underway steaming using energy conservation initiatives provided by NAVSEA’s ENCON Team.

Carter Hall Conducts Coalition Operations in the Gulf of Aden

USS Carter Hall (LSD 50), Royal Fleet Auxiliary Fort Austin (A 386) and its embarked helicopter detachment 857th Royal Naval Air Squadron, and Federal German Ship Köln (F 211) are conducting maritime operations as part of Combined Task Force (CTF) 150. CTF 150 is responsible for maritime operations in the Red Sea, Gulf of Aden, North Arabian Sea, and parts of the Indian Ocean. Through cooperation, these units drastically increase their individual capabilities. Flying two ASAC-7 Sea King helicopters, each equipped with the Searchwater 2000 radar, the aviators of the 857th are capable of locating and classifying contacts several hundred miles away. Between Carter Hall’s air assets and those of the 857th, the coalition partners have the ability to cover a much larger area with fewer ships.

Nassau ESG Returns to Norfolk

Elements of the USS Nassau (LHA 4) Expeditionary Strike Group (ESG) including the dock landing ship USS Carter Hall (LSD 50), amphibious transport dock USS Austin (LPD 40) and the guided-missile cruiser USS Cape St. George (CG 71), carrying more than 2,700 Sailors, returned to Naval Station Norfolk and Naval Amphibious Base Little Creek May 4, following a six-month deployment is support of the global war on terrorism. Nassau ESG ships, which deployed Nov. 7, conducted maritime security operations in the U.S. 5th Fleet area of responsibility (AOR) and supported theater security cooperation in the U.S. 6th Fleet AOR. Other members of the ESG, including the guided-missile destroyer USS Winston S. Churchill (DDG 81), returned May 2.

United Defense Wins Contracts

United Defense, Industries, Inc announced today the award to NORSHIPCO a division of United States Marine Repair of 2 multi-year, multi-ship, cost plus contracts by the U.S. Navy’s Supervisor of Shipbuilding and Repair (SUPSHIP), Portsmouth worth nearly $90 million if all options are exercised. The largest contract, for six LSD-41 and 48 class ships, puts the entire LSD fleet of this ship type on East and West coasts under maintenance contracts with United States Marine Repair, a subsidiary of United Defense. The Advance Planning award totals $52,610. The combined total contract award, if the Navy exercises all options, is approximately $64 million.
