Grounded Cargo Ship Refloated in the Caribbean

A cargo ship that ran aground off St. Thomas in the U.S. Virgin Islands earlier this month has been refloated and towed to a safe mooring location at the Crown Bay Sandfill dock, the U.S. Coast Guard said.Vessel owners and salvors will now coordinate further operations to remove the damaged cargo, remaining oil and conduct further salvage or repair operations for the Bonnie G.The Vanuatu-flagged vessel began taking on water and ran aground on October 4, leading the 12 people on board to be rescued after abandoning ship. Idled St. Croix Refinery Risks Explosion, 'Catastrophic' Releases

Equipment corrosion at an oil refinery in the U.S. Virgin Islands presents a risk of fire, explosion or other "catastrophic" releases of hazardous substances, U.S. environmental regulators said on Tuesday, after performing an inspection last month.The idled St. Croix refinery, formerly called Limetree Bay, was shut down by the U.S. Environmental Protection Agency in May 2021 after a series of chemical releases into the environment sickened neighboring residents. Svitzer Caribbean Dominicana won a 5-year contract with Limetree Bay Refining, LLC, commencing June 15, 2019.The company expands its market coverage providing tugboat services to some of the key oil refineries and terminals in the region – South Riding Point Terminal in Bahamas, Nustar Terminal in Statia, Buckeye Terminal in St. Lucia and now Limetree Bay Refining in St. Croix, US Virgin Islands.Svitzer Caribbean Dominicana adds this contract for two tugs to the company’s portfolio and believes Limetree Bay Refining will benefit from adding these young vessels to their operation, providing increased capabilities and overall service offerings.

BP to Supply Crude to St. Croix Refinery

BP Plc's trading arm on Friday entered a tolling agreement with the owners of an idled oil refinery in St. Croix, U.S. Virgin Islands, cementing plans to bring the plant back online six years after it was idled by previous owners, the company said.Under BP's tolling agreement with Limetree Bay Refining LLC, owner of the idled Hovensa refinery, BP will supply the facility with crude and sell its products, low-sulfur fuels that will meet an International Maritime Organization mandate in 2020, it said in a statement.BP declined to comment further.

Idled St. Croix Refinery to Restart, Produce Fuels by 2020

Owners of an idled oil refinery in St. Croix, U.S. Virgin Islands, which was once one of the world's largest refineries, plan to invest $1.4 billion to refurbish and restart a portion of the plant, they said on Monday. ArcLight Capital Partners, a private equity firm that owns 80 percent of Limetree Bay Terminals LLC, expects the former Hovensa plant to be able to process 200,000 barrels per day of crude and deliver fuels to market by January 2020, officials told a news conference in St. Croix. The Boston-based company spent two years studying the market and developed "a refinery profile we see thriving in the current marketplace," said John Erhard, an ArcLight partner. The refinery would supply low-sulfur fuels under an International Maritime Organization mandate that begins in 2020.

Aegean Marine, Freepoint Commodities Pact on Bunkering Sales

Aegean Marine Petroleum Network and Caribbean Bunkers LLC have signed an agreement to cooperate on bunkering sales, focused around the US Virgin Islands facility at Limetree Bay, St. Croix. Under terms of the agreement, Aegean will market bunker fuels and marine gas oil supplied by Freepoint to customers calling on the Limetree Bay Facility. The agreement calls for future expansion in the region that could lead to adding delivery capability through Aegean's owned fleet. Manolis Chochlakis, Aegean's Regional Manager of the Americas, said, "We are pleased to announce the launch of our new service center in St. Croix USVI, which strengthens our existing presence in the Caribbean and represents another important step in our effort to broaden our global footprint in attractive markets.

USCG Proposes Safety Zones

The U.S. Coast Guard is proposing to establish moving safety zones around liquefied hazardous gas (LHG) vessels with product aboard in U.S. waters of the Caribbean Sea and the Bays of Ponce, Tallaboa, and Guayanilla, Puerto Rico, and in Limetree Bay, St. Croix, U.S. Virgin Islands. Other vessels and persons would be restricted from approaching within 100 yards of LHG vessels in these waters. Comments on the proposal should be submitted by August 5, 2002. Source: HK Law
