US Appoints Port Envoy to Address Supply Chain Disruptions

The White House and the U.S. Department of Transportation announced on Friday that John D. Porcari will be the Port Envoy to the Biden-Harris Administration Supply Chain Disruptions Task Force.Porcari will work closely with Secretary Buttigieg and the U.S. Department of Transportation (USDOT) as well as the National Economic Council to address congestion at U.S. ports. Disruptions in global shipping and rapid shifts in demand have led the cost of shipping containers between China and the West Coast to grow more than 90% compared to 2019. Containerized cargo volumes rose 40% in the first half of this year compared to the same time last year at the Ports of Los Angeles and Long Beach, which together handle the largest share of containerized cargo moving through U.S. ports.

Oakland Port Expects Rise in Cargo Volume

Port of Oakland import volume should grow at a steady pace in the coming peak season. There’s a wild card, however: global trade tension. That was the cautionary outlook delivered yesterday at a meeting of the Port’s Efficiency Task Force. Members of the advisory panel of customers, labor and transportation leaders forecast 2 percent growth in containerized imports from August through October. They added, however, that a looming U.S.-China trade war could dampen Oakland cargo volume. “We’ve seen a peak season pattern of steady volume growth over the last three years,” said Port of Oakland Maritime Director John Driscoll. Recently imposed tariffs threaten to weaken demand for commodities shipped in ocean containers.

Port of Oakland Forecasts Steady Growth

Containerized cargo volume moving through Port of Oakland is expected to increase 2 percent annually for the next five years. The catalyst for growth: a nearly $700 million injection of capital from outside investors. That’s the message Port of Oakland officials delivered to trade and transportation leaders here this week. “This is good, measured growth that’s not debilitating for our community or our operations,” Executive Director Chris Lytle told a meeting of the Port’s 55-member Efficiency Task Force. The Port boss said investment in facilities and infrastructure is boosting Oakland’s global trade status. Projects range from a new logistics campus to an online information gateway for cargo owners.
