Crowley Names Heil VP, Government Relations

Crowley has appointed Clay Heil as vice president of global government relations, where he will lead the company’s full spectrum of government advocacy across all of the company’s business interests and activities.Based in Washington, D.C., Heil will spearhead Crowley’s engagement with federal, state and local government partners and elected officials on policy and regulatory matters that support the company’s strategic growth. Combining Navy & CG Purchasing Considered

According to a July 20 report from UPI.com, the Congressional Budget Office said joining U.S. Navy and Coast Guard programs regarding procurement of small surface ships wouldn't necessarily improve cost efficiencies over current buying processes. With the Navy and Coast Guard looking to buy a total of 83 smaller vessels, CBO was asked by Senate Banking Committee member Judd Gregg, R-N.H., to examine alternatives that would perhaps allow the services to consolidate small combatant programs. USS New Hampshire Joins Fleet

USS New Hampshire (SSN 778), the Navy's newest nuclear-powered attack submarine and the fifth of the Virginia-class, was brought to life Oct. 25 during a commissioning ceremony at Portsmouth Naval Shipyard. Cheryl McGuinness served as the ship's sponsor, and gave the order to man the ship. McGuinness is the widow of Lt. Cmdr. Thomas McGuinness, a veteran Navy pilot and a co-pilot on American Airlines Flight 11 that was flown into the of the by terrorists Sept. 11, 2001. More than 3,500 guests, including the crew's family and friends, submarine veterans and shipyard workers, attended the ceremony welcoming the submarine as the fourth naval vessel to be named .

VT Halter Marine to Build Swath Vessel for NOAA

Photo Credit: NOAANOAA announced that VT Halter Marine Inc. of Pascagoula, Miss., will complete the final design and build of a new Small Waterplane Area Twin Hull Coastal Mapping Vessel, or SWATH CMV, for the agency. NOAA exercised a $15m option for the ship with VT Halter Marine, which also completed the vessel's preliminary design under a separate option. The primary mission of the SWATH CMV will be to map the full seafloor in coastal areas for the nation's nautical charts. It will operate in waterways along the Atlantic and Gulf coasts, Caribbean Sea and Great Lakes, conducting basic hydrographic surveys of the seafloor using side scan and multibeam sonar technologies.

NOAA Accepts Delivery of New Survey Vessel

The National Oceanic and Atmospheric Administration recently took delivery of Henry B. Bigelow, one of a new class of fisheries survey vessels being built under contract with VT Halter Marine Inc., in Pascagoula, Miss. Henry B. Bigelow will support NOAA research efforts in conservation and management of fisheries and marine ecosystems primarily in northeastern U.S. waters, replacing the 45-year old Albatross IV. The ship will be home ported in New England, although a permanent base has not been named. The ship will be based temporarily at Naval Station Newport, in Newport, R.I. Senators Vote to Increase Security Funding

Senate Republicans and Democrats together boosted funding for border and port security in the fiscal 2007 Homeland Security appropriations bill by almost $1b, but were bitterly divided over how to restructure the Federal Emergency Management Agency. Senators agreed to two amendments by Senate Appropriations ranking member Robert Byrd, D-W.Va., that would provide $350m extra for border security and $648m more for port and cargo security. But several senators clashed on the floor over restructuring FEMA. In the end, an amendment by Homeland Security and Governmental Affairs Chairwoman Susan Collins, R-Maine, and ranking member Joseph Lieberman, D-Conn., to transform FEMA but keep it within the department was approved on an 87-11 vote. Push Made In Senate For $100M In Title XI Funding

A bipartisan group of 38 Senators have written to Senators Judd Gregg and Ernest Hollings, chairman and ranking member, respectively, of the Appropriations Committee's Subcommittee on Commerce, Justice, State and the Judiciary, requesting $100 million for the Title XI maritime loan guarantee program in Fiscal Year 2002. The Senators noted that "far from an unnecessary corporate subsidy, but rather a stabilizing force to the defense industrial base as it has grappled with major defense reductions over the past decade.
