US Navy: Bigger is Better, but at What Cost?

The U.S. Navy has a balanced fleet, but it wants to grow bigger and better. Will the budget allow both? Maritime Reporter's March 2017 cover story on the U.S. Navy was all about the numbers. There exists several plans to grow the fleet beyond the current number of 308 ships, the Mitre recommendation of 414 ships, the Center for Strategic and Budgetary Assessment 340-ship proposal, and the Navy’s decision to grow the fleet to 355 ships, and the Trump administration’s 350. With so many numbers being bandied about, there are even more suggestions on how to get there.

73rd Anniversary of Pearl Harbor Attack

Dec. 7, 1941 is a day that America will never forget. Claiming more than 2,400 American lives, 21 ships sunk or damaged, and more than 300 aircraft lost, the attack on Pearl Harbor goes down as one of the worst attacks on American soil. The Japanese attack came in two waves. During the first wave, six Japanese carriers launched 181 planes carrying torpedo bombers, dive bombers, horizontal bombers and fighters. Only 30 minutes later 170 more aircraft launched their attack on the Harbor. The U.S. was able to repair all but three of the ships sunk or damaged. The three ships that were beyond repair were USS Arizona (BB-39), USS Oklahoma (BB-37), and USS Utah (AG-16). This year marks the 73rd anniversary of the attack on Pearl Harbor.

DoD Award Dredging, Ship Maintenance, Charter Contracts

US Department of Defense informs of placement of contracts for Chesapeake Bay dredging, dry-docking of USS Pearl Harbor, and charter of surface escort vessels. Norfolk Dredging Company, Chesapeake, Virginia, has been awarded $18,784,248 for a dredging requirement for Baltimore harbor and channels. Maintenance dredging will take place in various channel sections in the Chesapeake Bay, Maryland. Fiscal 2014 operations and maintenance (Army) funds in the amount of $18,784,248 were obligated at the time of the award. Work will be performed in Baltimore, Maryland, with an estimated completion date of Feb. 28, 2015. U.S. Army Corps of Engineers, Baltimore, Maryland, is the contracting activity (W912DR-14-C-0031).

General Dynamics National Steel and Shipbuilding Co. is awarded a $62,574,394 modification to previously awarded cost-plus-award-fee contract (N00024-08-C-4410) for the USS Pearl Harbor (LSD 52) fiscal 2014 extended dry-dock phased maintenance availability. Work will be performed in San Diego, Calif., and is expected to be completed by July 2015. BAE Systems, Jacksonville, Fla., is awarded a $27,370,048 modification to a previously awarded multi-ship, multi-option cost-plus incentive fee contract (N40024-10-C-4406) to provide ship repairs…

Drifter Buoys Launched from Warship

The buoys measure ocean currents up to 15 meters in depth, and were  launched during 'Pacific Partnership 2013' to measure sea surface temperatures and atmospheric pressure. All are important elements in creating an observation network, allowing for more accurate weather forecasts. "The mission of Pacific Partnership is disaster relief preparedness," said Lt.j.g. NASSCO Begins Dry Docking Portion of $20M Repair

SAN DIEGO – General Dynamics NASSCO has begun the dry docking portion of a $20 million repair effort for the USS Pearl Harbor (LSD 52). The 610-foot amphibious warship has been docked at NASSCO’s Berth 4 for above the waterline repairs since January 24. New Navy Contract

National Steel and Shipbuilding Co., San Diego, Calif., is being awarded an $8,099,383 modification to previously awarded contract (N00024-06-C-4402) for the repair and alteration for the Non-Docking Scheduled Availability of the USS Pearl Harbor (LSD-52). The contractor will furnish the material, support (electrical, crane, and rigging), and facilities necessary for the maintenance and modernization of the LSD/LPD class ships. This availability includes inspection and preservation of the Potable Water Tank, repair of the Ballast Tanks, and the 5-year strength and integrity inspection of the Auxiliary Boiler No. 2. Work will be performed in San Diego, Calif., and is expected to be completed by Apr. 2009.

USS Cape St. George, Benfold, Halsey Return

USS Cape St. George (CG 71), USS Benfold (DDG 65) and USS Halsey (DDG 97) returned to San Diego Nov. 3 following a six-month deployment as part of the Peleliu Expeditionary Strike Group (PELESG). Multinational FA PANAMAX 2007 Begins

By Mass Communication Specialist 1st Class Barrie Barber, U.S. PANAMA CITY, Panama (NNS) -- Nineteen nations have combined military and civil forces in Fuerzas Alidas PANAMAX 2007, a U.S. Southern Command joint and multinational exercise Aug. 29-Sept. 7, to ensure the continued security of the Panama Canal. The U.S. Navy and participating nations have deployed 30 vessels, a dozen aircraft and more than 7,000 personnel in cooperation with Panama, which maintains the historic canal as a neutral waterway that is crucial to global maritime commerce and peace and prosperity in the region. “This year’s PANAMAX is a truly amazing exercise,” said Brig. Mitscher Transits the Panama Canal

USS Mitscher (DDG-57) successfully completed a northbound Panama Canal transit early morning on July 12, marking the first trip through the historic canal for the 13-year old warship. Mitscher entered the Miraflores Lock near midnight July 11, and then proceeded north through the Pedro, Miguel and Gatun Locks before emerging at 4 a.m. near Cristobal, Panama. “The Panama Canal transit was a fitting end to the Central and South American phase of our Partnership of Americas deployment,” stated Cmdr. William McKinley, Mitscher’s commanding officer. “Most of the crew had never made the transit and will never forget this event. Sailors were up through the night to assist in navigation and line-handling details, as Mitscher traveled the 44.5 miles of canal.

Supplying Fuel, Keeping the Fleet Afloat

Partnership of the Americas Units Conduct Exercises with Brazilian Navy

Partnership of the Americas Task Group 40.0 conducted Passing Exercises (PASSEX) while underway with the Brazilian Navy on April 23 during Partnership of the Americas 2007. Within 36 hours, 18 events were completed to train the multinational task group in different warfare areas along with three Brazilian ships: BNS Independencia (F 44), BNS Bosisio (F 48) and BNS Gastao Motta (G 23). The task group is composed of USS Pearl Harbor (LSD 52), USS Samuel B. Roberts (FFG 58), USS Mitscher (DDG 57) and Chilean Frigate CS Almirante Latorre under the tactical command of Capt. Randy Snyder, Commander Destroyer Squadron (CDS) 40. “This is a great opportunity for United States, Chile and Brazil to work together prior to UNITAS Atlantic,” said Lt. Cmdr. Donald Voelbel, CDS 40 operations officer.

Partnership of the Americas Conducts PASSEX with Spanish

Partnership of the Americas (POA) Task Group 40.0 conducted Passing Exercises 21 with the Spanish Frigate Santa Maria (F 81) while underway during POA 2007. The PASSEX contributed to improved working relationships between the two navies and served as a foundation for increasing responsiveness and promoting regional security initiatives. Operations Specialist 2nd Class (SW) Miluska Salazar, watchstander, had a brief conversation with a Spanish sailor from the Santa Maria while the ships were close together. “It was very exciting because he was waving at his friends and telling me about life on his ship while we conducted the PASSEX,” said Salazar.

USS Samuel B. Roberts Makes Port Call to Martinique

Sailors from USS Samuel B. Roberts (FFG 58) "Sammy B" and embarked helicopter detachment, Helicopter Anti-submarine Squadron Light (HSL) 48, arrived in the Port de France Martinique on April 3, for the first port visit of the ship’s Partnership of the Americas (POA) 2007 deployment to South America. Arriving with the Samuel B. Roberts will be the Chilean Navy Frigate Almirante Latorre (FFG 14). Latorre will be working side by side with the “Sammy B” throughout this deployment. In addition to donating a variety of supplies provided through Project Handclasp, many Sailors will have the opportunity to interact with local communities through community relations projects such as minor repairs to schools, hospitals and orphanages.

Vice President Thanks ESG 1 Sailors and Marines

Vice President Dick Cheney spoke to approximately 3,200 Expeditionary Strike Group (ESG) 1 Sailors, Marines and family members on May 23. While aboard USS Bonhomme Richard (LHD 6), where the event was hosted, Cheney thanked the ESG 1 service members for their hard work in supporting the war on terror and providing humanitarian aid to Pakistan after an October 2005 earthquake there killed more than 70,000 people. "This operation would not have been possible without the effort of ESG 1," said Cheney. Rear Adm. Michael LeFever, commander, ESG 1, said that helping out those in need in Pakistan was different because it was a non-combatant role, but it was a wonderful experience for him and the ESG 1 crew. National Steel and Shipbuilding Company has been awarded a seven-year contract for the continuous maintenance and repair of four LSD-41/49 class ships and four LPD-4 class ships for the U.S. Navy. The contract includes one drydocking and 12 non- docking availabilities and has an estimated total value of $200 million over the seven-year period. All eight ships are scheduled to be home-ported in San Diego during the contract period. They are the USS GERMANTOWN (LSD 42), USS COMSTOCK (LSD 45), USS RUSHMORE (LSD 47) and USS PEARL HARBOR (LSD 52); and the USS OGDEN (LPD 5), USS CLEVELAND (LPD 7), USS DUBUQUE (LPD 8) and USS DENVER (LPD 9).
