Defense Secretary Ashton Carter announced today during a Pentagon press briefing that he has recommended Adm. John M. Richardson as the next Chief of Naval Operations (CNO). A career submarine officer, Richardson is currently director, Naval Nuclear Propulsion Program. If confirmed, Richardson will replace Adm. Jonathan W. Greenert who has been CNO since September 2011. Greenert will retire this fall after 40 years of naval service. The 21st edition of the International Seapower Symposium (ISS) began Sept. 16 at the U.S. Naval War College (NWC) in Newport, R.I., with more than 170 representatives from 113 nations attending. Throughout the three-day symposium, naval leaders from around the world will attend presentations and take part in panel discussions relating to current, vital maritime topics such as enhancing coalition operations, future trends in maritime security, and implications of climate change on maritime security. There are also sessions scheduled to address specific geographic challenges navies face. "I don't think anyone can ever fully express how much we're going to miss Gary Roughead's counsel and absolutely unwavering commitment to the Navy [and] the United States," said Mabus. Mabus reviewed Roughead's career milestones including being one of only two admirals in the United States Navy to command both the Pacific and Atlantic fleets.

The State University of New York Board of Trustees on June 30 unanimously appointed Rear Admiral Wendi Carpenter, USN, president of State University of New York (SUNY) Maritime College. Admiral Carpenter is currently serving as the Commander of the Navy’s Warfare Development Command. Willard, the current Commander of the U.S. Pacific Command. Jackalyne Pfannenstiel, assistant secretary of the Navy for Energy, Installations and Environment, served as the keynote speaker.

YOKOSUKA, Japan (NNS) -- The commander of U.S. 7th Fleet, Vice Adm. Jonathan W. Greenert, has directed Jan. 20 that the commanding officer of USS San Francisco (SSN 711), Cmdr. Kevin Mooney, be reassigned pending the results of an investigation into the sub’s grounding during operations in the Western Pacific Ocean. Mooney is reassigned to Submarine Squadron 15, based in Guam, pending the results of an investigation to determine the cause of the sub’s grounding Jan. 8 that resulted in the death of one Sailor and injuries to 23 others. Cmdr. Andrew Hale, Submarine Squadron 15 deputy commander, will assume the duties as commanding officer of San Francisco.

PEARL HARBOR, Hawaii (NNS) -- The U.S. Navy announced May 9 the completion of the investigation into the Jan. 8 accident aboard the submarine USS San Francisco (SSN 711) that claimed the life of one Sailor. San Francisco struck an undersea mountain about 360 miles southeast of its Guam homeport because its leaders and watch teams failed to develop and execute a safe voyage plan, the command investigation into the incident concluded. "The findings of fact show that San Francisco, while transiting at flank (maximum) speed and submerged to 525 feet, hit a seamount that did not appear on the chart being used for navigation," the 124-page report said of the incident in the vicinity of the Caroline Islands.
