Trafigura Assesses Red Sea Risks after Tanker Attack by Houthis

Enterprise Products Partners' Offshore Oil Export Terminal to Open by Early 2027

Enterprise Products Partners' Sea Port crude oil export terminal off the coast of Texas could begin operations between the second half of 2026 and early 2027, the pipeline operator's co-CEO said on Thursday. The terminal, planned for about 30 miles (48 km) off the coast of Texas, is one of several deepwater projects proposed at the height of the U.S. shale oil production boom. Enterprise Co-CEO Jim Teague disclosed the proposed Sea Port Oil Terminal's start date at an RBN Energy export conference in Houston.

Norway Naval Officer Found Guilty of Negligence in Oil Tanker Collision

A Norwegian naval officer was found guilty on Monday and sentenced to a two-month suspended jail sentence for negligence leading up to the 2018 collision between a warship he commanded and an oil tanker in which the military vessel sank.Building a replacement for the lost Helge Ingstad frigate would have cost up to 13 billion crowns ($1.24 billion), the armed forces estimated in a 2019 report.The early-morning crash between the Ingstad and the fully loaded Sola TS crude carrier near a major North Sea oil export terminal also triggered shutdowns of parts of Norway's petroleum production.

Enbridge, Enterprise to Develop GoM Crude Export Terminal

Enbridge Inc and Enterprise Products Partners LP on Monday signed an agreement to jointly develop a deepwater offshore crude oil export terminal in the Gulf of Mexico capable of loading Very Large Crude Carriers.Both pipeline operators will work to finalize an equity participation agreement that would provide Enbridge an option to purchase ownership interest in Enterprise's Sea Port Oil Terminal (SPOT), subject to SPOT receiving a deep-water port license, Enbridge said in a statement.The companies would first jointly develop the SPOT project, and depending on how the export market grows, would utilize Enbridge's Texas COLT deep-water port or a similar project."Enbridge and Enterprise Products are partners in the Seaway Pipeline system.

Moda Midstream to Enhance MIEC to Allow VLCC's

Sentinel Midstream Mulls Offshore Terminal

Dallas-based oil and gas company Sentinel Midstream is planning to develop a deepwater crude oil export terminal, located near Freeport, Texas. The completed facility will be capable of fully loading Very Large Crude Carrier (VLCC) vessels.Texas GulfLink will include an onshore terminal with up to 18 million barrels of storage, an offshore 42-in. pipeline, and a manned offshore platform to facilitate port operations with two  Catenary Anchor Leg Mooring (CALM) Single Point Mooring (SPM) buoys. Norwegian Frigate Nearly Submerged After Collision

A Norwegian navy frigate that collided with an oil tanker last week was almost completely submerged on Tuesday despite efforts to salvage the sinking vessel, pictures taken by the Norwegian Coastal Administration showed.The ship's plight off the Norwegian coast is, however, not disrupting the nearby Sture crude oil export terminal. "We are in normal operations," said a spokeswoman for the plant's operator, Equinor.The Norwegian military has been working since Thursday to salvage the ship by tethering it with several cables to the shore.

Port to build oil export terminalPrivate equity firm Carlyle Group will partner with the Port of Corpus Christi, the top oil export hub in the United States, to develop a major crude oil export terminal on Harbor Island.Carlyle's announcement comes as infrastructure in the U.S. oil industry struggles to keep up with record levels of production, driven by the Permian shale patch in West Texas. Both international buyers and American producers are waiting for export capacity to increase.Corpus Christi has its own plan to expand operations to handle larger export tankers.

Islamic State Attacks Libya's Es Sider Port

Islamic State fighters clashed with security forces near Libya's Es Sider oil export terminal on Monday killing two guards and setting an oil storage tank on fire, witnesses and a Petrol Facilities Guard source said. The source told Reuters that the tank had been hit by a rocket during the fighting, causing a huge fire, and that two Islamic State suicide car bombers had attacked the area around the port after which its fighters had retreated. According to Mohamed al-Manfi, an oil official based in eastern Libya, the tank was holding 420,000 barrels of oil. Libya descended into chaos after the fall of Muammar Gaddafi in 2011 and rival governments and the militias that support them are fighting for control of the North African state and its energy reserves.

Kenya to Start Work on New Northern Seaport

Kenya will start construction work next month on a long-delayed new port to be built on its northern coast, next to the historic trading town of Lamu, the presidency announced on Monday. The Lamu Port-South Sudan-Ethiopia Transport (LAPSSET) project is intended to include a port, new roads, a railway and a pipeline by 2030 that will give landlocked South Sudan and Ethiopia access to the Indian Ocean. The overall price of the project, first proposed in the 1970s, has been put at $25.5 billion. Among the reasons for the delay are demands from landowners for greater compensation. "Construction of the Lamu port begins next month, President Uhuru Kenyatta has announced," the presidency said in a statement, without specifying the scope of the work.

Libya Reopens Oil Port After Strike

Libya reopened its oil port of Hariga on Tuesday, ending a strike by guards that had threatened to further slash exports as rival factions fight for control of the OPEC country. The threat to shut down Hariga underlined the fragility of oil shipments as two competing governments and their armed allies are locked in a scramble for territory and petroleum wealth. Hariga reopened shortly before the United Nations was expected to hold talks to prevent a wider conflict that Western governments fear will turn Libya into a failed state just across the Mediterranean from Europe. Libya shut most operations at the Hariga terminal near Egypt's border, the last functioning land oil export terminal, on Saturday after security guards prevented a tanker from docking in a protest over wage payments.

Libya Containing Port Fire, Export Resumption in Question

Libya has made progress containing a fire at its largest oil port that has destroyed four days of the country's oil production but the damage to storage tanks will hamper efforts to resume exports, officials and industry insiders said. The fire at Es Sider, the country's main oil export terminal, has been blazing for a week and is a visible indication of the destructive violence that threatens to tear the country apart almost four years after the overthrow of Muammar Gaddafi. The North African country is in the middle of a power struggle between two opposing governments -- the internationally recognised authorities in the east and rivals who have seized power in the capital -- that are vying for control of Africa's biggest oil reserves.

NOC to Load First Oil in a Year from Es Sider

Libya is due to start loading its first crude oil tanker in a year from top port Es Sider on Tuesday following a year-long blockade by eastern federalists, a Libyan oil official and trading sources said. Germany's Wintershall has also resumed production for the 220,000-barrel-per-day (bpd) Ras Lanuf oil export terminal for the first time since protests ended in July, Ibrahim al-Awami, general manager of inspections and measurement at the oil ministry, told Reuters. A spokesman for Libya's National Oil Corp. said the country's total oil production had risen to 562,000 bpd, up from 535,000 bpd at the weekend. Libya's Hariga Port Still Closed by Protesting Guards

Libya's eastern-most oil export terminal, Hariga, was still closed on Friday by protesting oil guards waiting for their salaries to be transferred, a spokesman for the operating company said on Friday. Hariga is run by the Arabian Gulf Oil Company, a state-owned subsidiary of National Oil Corp (NOC). The spokesman said that funds to cover the salaries had been transferred by the Ministry of Finance to NOC, but still needed to be transferred to the Petroleum Facilities Guards for distribution to its employees. Libyan's Zueitina Port To Open After Damages Assessed

Libya's eastern oil port of Zueitina, which had been occupied by rebels as part of an eight-month oil blockade, will reopen after damage at its facilities has been assessed, the country's justice minister said on Sunday. Russian Partners Agree Icebreaking OSV Constructions

Sakhalin Energy and Sovcomflot (SCF) inform they have agreed to extend their co-operation having signed a number of agreements for construction and long-term operation of support vessels for the Sakhalin-2 project. SCF explain that the vessels will be used as year-round personnel carriers and also as supply vessela for offshore platforms in the Sea of Okhotsk. In case of emergency, they will be deployed for personnel evacuation and oil spill response. It is intended that Russian shipbuilders will play an active role in the construction of the new vessels: SCF has already signed a shipbuilding contract with Arctech (a joint venture between OAO United Shipbuilding Corporation and STX Finland) and structural components for the vessels will be produced in Russia at Vyborg Shipyard.
