Homeland Security Department Proposes SAFETY

The Department of Homeland Security issued a Notice of Proposed Rulemaking (NPRM) that would, if adopted, establish a program to implement the Support Anti-Terrorism by Fostering Effective Technologies (SAFETY) Act of 2002. The SAFETY Act is intended to provide critical incentives for development and deployment of anti-terrorism technologies by providing liability protection for sellers of 'qualified anti-terrorism technologies' and others. Comments on the NPRM should be submitted by August 11, 2003. 68 Fed. Reg. 41420
