Ala. Port Issues RFEI for Intermodal Terminal

The Alabama State Port Authority (ASPA) has issued a request for expression of interest (RFEI) in the 74-acre Garrows Bend Intermodal Container Transfer Facility (ICTF) in which the Port Authority is seeking private sector participation from terminal operators/developers in the development of the intermodal terminal. 

“This is the first step in the process by the Port Authority to initiate efforts to identify a private sector partner for development of the intermodal facility and is a continuation of the Choctaw Point project that started in early 2000,” said Jimmy Lyons, director and CEO of the Alabama State Port Authority. “From the beginning, we have envisioned this project as a true public private partnership.”

According to the RFEI, the objective of the ASPA in the development of the intermodal complex in Mobile is to complement the existing and operational Mobile Container Terminal, maximize throughput using state-of-the-art practices and support the planned logistics park.  The terminal will handle both domestic and international traffic for multiple rail carriers and steamship lines. The new terminal will be financially self-sustaining from an operational standpoint, generate employment in the surrounding region, improve the ASPA’s competitive position and reduce highway traffic in the region. 

An information meeting and site tour is planned for Tuesday, April 21, at 9 a.m. at the Port Authority Executive offices in Mobile, Ala. The meeting and tour are designed to familiarize potential respondents with the site and serve as a forum for clarification of issues raised by the RFEI.

Expressions of Interest must be submitted via electronic mail to the ASPA on or before 4 p.m. on Friday, May 22, and should be marked on the subject line with Response to Request for Expression of Interest in the Garrows Bend ICTF and be directed to ICTF@asdd.com.
