Russia could supply air defence systems and other equipment to the Indian Vikrant-class aircraft carrier currently under construction, says a report by IANS. The first of the Vikrant-class aircraft carriers, the INS Vikramaditya, is Russian-built. The second vessel of the class, INS Vikrant, is set to become Indias first indigenous carrier. However, according to Viktor Kladov,  the head of Russian conglomerate Rostec, India still needs Russia’s technical assistance in various aspects of the INS Vikrant project. “Guidance systems, air defense systems, as well as various systems of airborne weaponry, including anti-aircraft, could be supplied on board the aircraft carrier.

US Army's Foreign Military Studies Office (FMSO) said in its August 2015 report that Moscow is  building up its military presence and moving highly advanced and specially modified air defense systems in the resource-rich Arctic region. The FMSO notes that Kremlin will place short-to-medium range anti-aircraft SA-22 Pantsir-S1 battalions at Murmansk by the Norwegian border and at another unspecified location in the east of Russia, facing the U.S. and Japan, reports The Washington Times. The report says Pantsir is the perfect missile system for Russia to deploy at its planned military bases in the Arctic. Russia is aggressively upgrading its military assets in the region.

The Panama Canal Authority (ACP) informs that representatives of the ship 'Chong Chon Gang' have paid the total amount of the fine for US$693,333.10 set due to the violation of the Regulations for Navigation in Canal Waters and consequently the ACP has authorized the release of the ship. ACP add that in the case of the ship Chong Chon Gang, its competence was limited to the violation of the vessel to Canal regulations, and is not related to any other fault outside Panama Canal jurisdiction.
