Thomas Dantin Joins Baker Lyman as Chief Consultant for Towing Safety Management Systems. Baker Lyman has announced the association of chief consultant Thomas Dantin, well-versed in the towing and maritime industry. “Thomas has spent 40 years in the maritime industry and brings his wealth of knowledge to us,” said Corinne Titus, CEO of Baker, Lyman and Co., Inc. Dantin holds a BA from Nichols State University in Thibodaux, LA; a USCG 500 Ton Master of Steam or Motor Vessels on Oceans; is a certified ISM auditor and is experienced at designing Safety Management Systems for the towing industry. He is a commercial pilot for single engine land and sea, multi engine land airplanes, instrument rated and a certified flight instructor.

The perennial “Year of Subchapter M” has been kicked forward again, this time to February 2016. That means that the clock is now ticking loudly for those towing operations that have yet to climb onboard the safety train. For inland operators, Compliance, Safety & Technology make for heavy river traffic as software providers descend on a rapidly approaching, potentially lucrative niche market. Is there a panacea for subchapter M? Pending USCG Subchapter “M” (SubM) regulations will eventually require towing operators to implement safety standards and use safety management systems, or alternatively, allow for an annual Coast Guard inspection regime. The new rules are expected to allow towing vessel organizations to customize their approach to meeting the requirements, while providing oversight using audits, inspections, and reviews of safety data. As many as 5,000 vessels and their operators will eventually feel the impact of the so-called subchapter M rules.

The software Type-Approval by Germanischer Lloyd solidifies CORSAIR TVR v.2's position as the exclusive regulatorily defined record-keeping process for Sub-Chapter M. Moreover, this latest action conceivably tightens Baker Lyman's grip on the impending Sub-Chapter M market in conjunction with their TSMS Transition Program.

TSMS, or Towing Safety Management System, is the result of the long awaited Sub-Chapter M Rules by which towing vessels become subject to USCG safety management inspection. The TSMS Transition Program allows Sub-Chapter M impacted operators to enroll into a regulatorily certified Towing Safety Management System prior to the Sub-Chapter M Final Rule.

Baker, Lyman & Co. announced the appointment of Tug & Barge Solutions, LLC (TBS) as the lead implementation manager for Baker Lyman’s signature “RCP-TSMS Model Transition Plan”. The USCG’s proposed Towing Safety Management System (TSMS) has received much industry attention since the release of the Sub-Chapter M Notice of Proposed Rulemaking in August, 2011. Baker Lyman’s “RCP-TSMS Model Transition Plan” allows current AWO RCP companies to enroll into a statutorily certified TSMS process prior to the Sub-Chapter M Final Rule, according to Corinne Titus, Baker Lyman’s CEO.

OceanGrafix begun the beta test phase for remote printing locations of the Charts-on-Demand nautical charts. Using digital print technology, OceanGrafix has begun the testing in Louisiana at two of their chart agent’s locations, McCurnin Nautical and Baker Lyman, with expectations to soon have many remote printing sites throughout the United States.
