Bulk Carrier Reports Attempted Attack off the Philippines

A Bangladeshi flagged bulk carrier was approached by suspected attackers off the coast of the Philippines on Wednesday.The ReCAAP ISC said it received information from the Philippine Coast Guard about the incident involving Akij Pearl off Sibutu Island, Tawi-Tawi, Philippines.While the bulk carrier was underway, an unidentified speed boat with three perpetrators on board attempted to board the ship at about 10:45 a.m. local time on Wednesday. The master reported the incident to the Philippine Navy Littoral Monitoring Station (LMS).

Asian Piracy Is on the Rise

Piracy and armed robbery against ships is on the rise in Asia, ReCAAP ISC reveals in its latest monthly report. In October, nine incidents of armed robbery against ships and no piracy incidents were reported in Asia. ReCAAP Issues Alert Over Armed Robberies at Batangas Anchorage

Two recent instances of violent armed robbery against ships berthed/anchored in Batangas, Philippines have prompted the ReCAAP Information Sharing Center (ICS) to alert the maritime community to dangers in the area.The two incidents occurred within an interval of seven days, and in both cases the perpetrators demonstrated violence toward crew with a knife.The first incident occurred on August 14 at about 10 a.m. local time, aboard the chemical/oil product tanker Pacific Sapphire berthed at Bauan, International Port Inc., Batangas.

2 More Piracy Incidents in Singapore Strait

Two ships in the Singapore Strait were attacked by pirates within the span of an hour in the wee hours of Sunday (Feb 9) mornings, aid the Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships in Asia (ReCAAP) Information Sharing Center in a media release.Some engine spares were stolen in one incident, while the perpetrators left empty handed in the other, it said.According to the release, at about 0220 hrs the bulk carrier New Spirit was boarded by six perpetrators while underway at about 5.1 nautical miles from Nongsa Point, Indonesia. They were armed with knives when seen in the engine room but ran onto the deck when they saw the crew.

ReCAAP ISC Alerts on Piracy in Singapore Strait

Three ships were attacked by pirates in Singapore Strait early in the morning, and late at night, on Dec 20, said South East Asia piracy watchdog ReCAAP ISC.Of the three ships that were boarded, two were bulk carriers and one was a tanker. Due to the proximity of the incidents, the same group of perpetrators responsible for the incidents on 20 December 2019 cannot be ruled out.With the three incidents that occurred on 20 December 2019, a total of 27 incidents have been reported in the Singapore Strait in 2019. Asia Reports 8 Piracy Incidents in November

A total of eight incidents of armed robbery were reported against ships in Asia in November 2019, according to ReCAAP ISC monthly piracy report.ReCAAP said of the eight incidents reported in November 2019, five incidents, comprising four actual incidents and one attempted incident, occurred in the Singapore Strait.The total number of incidents of piracy and armed robbery against ships reported during January-November 2019 has decreased by 4%, but the number of actual incidents has increased by 3% compared to January-November 2018.The report stated that of the six actual incidents reported in November 2019, three were CAT 3 incidents and three were CAT 4 incidents.All three CAT 3 incidents occurred on board bulk carriers while underway in the Singapore Strait.

ReCAAP ISC has issued the August 2019 Report on the situation of piracy and armed robbery against ships in Asia which notes that a total of eight incidents was reported in Asia in August and that of these eight incidents, two were piracy incidents and six were incidents of armed robbery. There wer no reports of the abduction of crew in the Sulu-Celebes Seas and waters off Eastern Sabah; and there were no hijackings of ships for the theft of oil cargo but the abduction of crew for ransom in theSulu-Celebes Seas and the waters off Eastern Sabah remains a serious concern.

New Guidance on Abduction in Sulu-Celebes Seas

The ReCAAP ISC has produced the “Guidance on Abduction of Crew in the Sulu-Celebes Seas and Waters off Eastern Sabah”.The guidance focuses on the incidents of abduction of crew from ships for ransom in the Sulu-Celebes Seas and in the waters off Eastern Sabah. It provides the guidance and analysis based on the information collected from past incidents in order to assist the shipping industry and ships to enhance their situation awareness and avoid such incidents.This guidance complements the general guidance contained in the “Regional Guide to Counter Piracy and Armed Robbery against Ships in Asia”The Sulu-Celebes Seas region covers the tri-boundary area of the Philippines, Malaysia and Indonesia.

International Workshop on Piracy in India

ReCAAP Reports Seven Piracy Incidents

ReCAAP ISC issued its monthly piracy report, informing of seven incidents of piracy and armed robbery against ships in Asia in May 2019. There was no report of abduction of crew in the Sulu-Celebes Seas and waters off Eastern Sabah; and no hijacking of ships for theft of oil cargo reported in May 2019. However, the abduction of crew for ransom in the Sulu-Celebes Seas and waters off Eastern Sabah remains a serious concern.In May 2019, six actual incidents of armed robbery against ships and one attempted incident of piracy were reported. The incidents have been verified and reported to ReCAAP ISC by ReCAAP Focal Points. Refer to the Appendix on pages 15-17 for the description of the incidents.Compared to May 2018, there was a 22% decrease in the number of incidents reported in May 2019.

During January-April 2019, four incidents of unauthorized boarding of ships in locations of close proximity to each other were reported in the western sector of Singapore Strait.All four incidents occurred to tug boats towing barges and dredger while underway in the westbound lane of the Traffic Separation Scheme (TSS).
