Oil and gas company Neptune Energy has signed a Memorandum of Understanding (MoU) with the Norwegian low-carbon tech firm Horisont Energi to develop the Errai Carbon Capture and Storage (CCS) project in Norway.According to Neptune Energy, Errai could store 4-8 million tonnes of CO2 annually, with the potential to store more in later phases. The Bureau of Safety and Environmental Enforcement (BSEE) this week announced the implementation of a new Risk-Based Inspection Program that employs a systematic framework to identify facilities and operations that exhibit a high-risk profile. The risk-based inspections supplement BSEE’s existing National Safety Inspection Program. The OCS Lands Act authorizes BSEE to conduct annual scheduled inspections and periodic unannounced inspections of all oil and gas operations. The new risk-based inspection protocol looks beyond compliance and assesses the integrity of critical safety systems on facilities and operations, those that have had multiple incidents of noncompliance or events and may need more attention.

Hurricane Harvey intensified early on Friday into potentially the most powerful hurricane to hit the U.S. mainland in more than a decade, as authorities warned locals to shelter from what could be life-threatening winds and floods. Denmark's finance minister Kristian Jensen will hold a news conference about the government's ongoing negotiations with the Danish Underground Consortium (DUC) about a new tax agreement for North Sea oil and gas operations at 1745 CET on Wednesday, the finance ministry said in a statement.   DUC consists of Danish shipping and oil conglomerate A. P. Moller-Maersk, Shell, Chevron CVX.N and state-owned Nordsofonden.   The deal is seen as crucial for Maersk as it seeks to focus its operations on the North Sea and spin off its energy assets via a listing or merger. Oil and shipping conglomerate A.P Moller-Maersk could land a deal with the Danish government on oil and gas operations in the North Sea within days, political sources with knowledge of the negotiations told Reuters on Tuesday. The deal will secure continued production in the Danish part of the North Sea and is seen as crucial for Maersk as it seeks to focus its operations on the North Sea and spin off its energy assets via a listing or merger. The Danish state has agreed to improved fiscal terms, the sources said.

Just days after Deepwater Wind said its Block Island Wind Farm has begun delivering electricity into the New England region’s grid, Statoil reports that it has been declared the provisional winner of the U.S. government’s wind lease sale of 79,350 acres offshore New York. Statoil will now have the opportunity to explore the potential development of an offshore wind farm to provide New York City and Long Island with a significant, long-term source of renewable electricity. Statoil submitted a winning bid of $42,469,725 during the online offshore wind auction concluded by the U.S. Department of the Interior's Bureau of Ocean Energy Management (BOEM).

Denmark's A.P. Moller-Maersk and DONG Energy are in talks to merge their oil and gas operations in a deal that would create a business worth more than $10 billion including debt, sources familiar with the matter said. Maersk is working with Bank of America on the potential deal, while JP Morgan is assisting Dong Energy, said the people, who cautioned there is no certainty the parties would come to terms. Maersk said in September it planned to merge or spin-off its energy assets as part of a major restructuring and instead focus on its core transport and logistics businesses.

FCI Watermakers said its new Neptune+ OG is designed and built specifically for the severe conditions of offshore oil and gas operations, whether on a platform, tanker, carrier or PSV. The unit will make from 3,400 to 10,000 gallons of pure, fresh water a day, enough for production operations, equipment wash down, laboratory use, cooking and drinking, according to the manufacturer. The Neptune+ OG’s 316 stainless steel or 6061 aluminum alloy frame has built-in lifting eyes and forklift slots for easy placement.
