The Coast Guard Research and Development Center (RDC), under the command of Capt. Michael Chien, has won the Commodore Viggo C. Bertelsen Jr. and Vice Admiral John P. Captain Constance Solina relieved Capt. Jeff Deviney as commander, Naval Construction Group (NCG) 2, during a change of command ceremony on July 7 to become the first woman to commanded an NCG and all Atlantic-based Seabees. (The Seabee nickname is a heterograph of the initial letters "CB" from the words "Construction Battalion".)Deviney, from Freer, Texas, led 4,500 personnel over the course of two years and oversaw their manning, training, and equipment readiness needs to ensure they deployed on time to five separate combatant commands.

Houma, La. shipbuilder Thoma-Sea Marine Constructors has been awarded a contract to design and build two new research vessels for NOAA, for expected delivery in 2027 and 2028.The $624.6 million deal was awarded following a request for proposals that was open June–October 2022 and includes purchase options for up to two more vessels.The new ships will be less than 90 meters long, engineered to focus primarily on ocean mapping and nautical charting as part of NOAA’s mission to deliver tools and information to help mariners safely navigate the nation’s ports and harbors.

The commanding officer of a U.S. Coast Guard cutter has been relieved of duties following a fatal collision with a fishing vessel in August 2022.Lt. Cmdr. The U.S. Navy has long valued the potential of additive manufacturing (AM) and 3D Printing.AM refers to the depositing of material layer by layer to create an object. For the Navy, it’s not practical to carry every replacement part for every system on a ship, and it can be difficult to forecast if or when parts will fail. AM provides a flexible source of supply in being able to make parts instead of ordering them and waiting for them to arrive, especially for warships at the far end of the supply chain.

The U.S. Department of Transportation and the Maritime Administration announced the appointment of Rear Admiral Joanna M. Nunan (U.S. Coast Guard, Ret.) as the next superintendent of the U.S. Merchant Marine Academy (USMMA). Nunan, who spent more than three decades in the U.S. Coast Guard, has commanded units at every level both afloat and ashore. She will begin work at the Academy in a few weeks.Rear Admiral Nunan retired earlier this year as the Coast Guard’s Deputy for Personnel Readiness.

The 2022 Maritime Risk Symposium (MRS) is scheduled to be held Nov. 15-17, 2022, hosted by Argonne National Laboratory at the Argonne campus in Lemont, Illinois. MRS is an annual international event focused on risks involving the global maritime transportation system (MTS). For the MRS, the U.S. Coast Guard partners with the sponsor, the Transportation Research Board of the National Academies of Science, Engineering, and Medicine, and the hosting agency. MRS began in 2011 and has grown in size, scope and interest. The MRS event will be followed by the U.S.

Whidbey Island-class dock landing ship namesake, USS Whidbey Island (LSD 41) held a decommissioning ceremony at Joint Expeditionary Base Little Creek-Fort Story, Va. on July 22 before its inactivation next month.The ship’s decommissioning ceremony was held on the quay wall, alongside the moored USS Whidbey Island. The ceremony was attended by nine of her previous Commanding Officers and over 50 plankowners. “The last crew of Whidbey Island performed with great dignity and resiliency,” said Cmdr. The U.S. Coast Guard on Tuesday marked the end of the four-year Subchapter M certificate of inspection (COI) phase-in period for U.S.-registered towing vessels. Subchapter M, the United States regulatory code dealing with towing vessels and requirements for towing vessel safety, has officially been in place since July 2016, when the U.S. Coast Guard finalized the long-awaited Sub M rulemaking. The U.S. Department of Transportation announced that Rear Admiral (Rear Adm.) Ann Phillips, USN, Ret., has been confirmed and sworn in as the 20th Administrator of the Maritime Administration (MARAD). Nominated by President Biden on October 21, 2021, Rear Adm. Phillips was confirmed by the U.S. Senate on May 10, 2022. She is the first woman to lead MARAD as administrator.“From her distinguished naval service to her leadership on coastal infrastructure, Rear Admiral Ann Phillips has championed America’s maritime sector throughout her career,” said Transportation Secretary Pete Buttigieg.

NOAA is seeking proposals from U.S. shipbuilders for the design and construction of new ships for the agency. The new vessels will primarily support NOAA’s coastal, continental shelf and deep ocean data collection requirements.The solicitation, which opens today and closes on August 16, 2022, is for a firm, fixed-price contract for two vessels, with options for NOAA to purchase two additional vessels of the same design.
