The St. Lawrence Seaway Development Corporation and the St. Lawrence Management Corporation of Canada issued a Notice of Proposed Rulemaking (NPRM) proposing the level of tolls to be assessed on all commodities and vessels transiting facilities operated by the two entities during the 2004 navigation season. As with prior years, the United States is waiving collection of its portion of the tolls, except that it does propose to assess a toll of $20 per pleasure craft per lock transited for the Eisenhower and Snell Locks.
