The push to rebuild the U.S. Navy received a boost today when U.S. Senator Roger Wicker, R-Miss., and Congressman Rob Wittman, R-Va., introduced bicameral, bipartisan legislation that would make it the policy of the United States to achieve the Navy’s requirement of 355 ships. Under the “Securing the Homeland by Increasing our Power on the Seas (SHIPS) Act,” the fleet would be comprised of the optimal mix of platforms, with funding levels subject to annual appropriations. Currently, 276 ships are in the battle fleet.

The Mississippi ports of Pascagoula and Gulfport signed agreements in Cuba on Monday with an eye to future business and with a Republican U.S. senator from the state looking on, despite concerns President Donald Trump might backtrack on improved relations. The U.S. Senate Appropriations Committee’s FY2017 Defense Appropriations Bill has included $1 billion in funding to accelerate construction of a new polar icebreaker for the U.S. Coast Guard, reported Senator Thad Cochran (R-Miss.). Cochran, who chairs the Senate Defense Appropriations Subcommittee, said the bill recommends $1 billion in Navy shipbuilding funds to procure the first U.S. Coast Guard-operated icebreaker in more than 25 years. The Senate Appropriations Committee this week acknowledged calls for increasing the Navy’s ship count, funding the construction of 10 new ships, as well as providing the U.S. Coast Guard funding for the acquisition of six total new ships. The Defense and Homeland Security appropriations markups come on the heels of last week’s Sea-Air-Space Exhibition, where leaders of the maritime industry called for the restoration of a 350-ship Navy and a cohesive national maritime strategy that supports the vibrant U.S. shipyard industrial base. “There has never been a more critical time to support the men and women of our armed forces as they face daily threats from international aggressors,” said Matthew Paxton, President of the Shipbuilders Council of America (SCA).

The FY ’17 Energy & Water Development (E&WD) and Related Agencies appropriations bill has been approved by the U.S. Senate in a 90-8 vote, significantly increasing funding in Fiscal Year 2017 for the U.S. Army Corps of Engineers’ Civil Works Program. The House version of this bill, which passed out of the Appropriations Committee last month, is awaiting floor action. Waterways Council, Inc. (WCI) President Michael J. The Mississippi State Port Authority was notified by the U.S. Department of Transportation Maritime Administration (MARAD) that the Port of Gulfport has been designated as a Strategic Seaport by the Commander, Military Surface Deployment and Distribution Command (SDDC). International Organization of Masters, Mates & Pilots Asks: If Keystone is a “Jobs Bill” Why Would Congress Want to Send 400,000 Maritime Jobs in 26 States Overseas? S.1, the Keystone XL Pipeline Act, has been described as a “jobs bill” by the pipeline’s proponents since Keystone XL was first proposed, but according to the International Organization of Masters, Mates & Pilots, a new amendment introduced by Arizona Sen. The Sea Captains’ Union claims the amendment would gut a significant part of the Jones Act, a set of laws dating back to the 1920s that has helped build and maintain a domestic shipbuilding industry. Maritime unions and maritime industry groups are now mobilizing against the amendment’s passage.

Secretary of the Navy Ray Mabus delivered the keynote address at the christening ceremony of the future USS Jackson (LCS 6) March 22 at Austal in Mobile, Ala. Dr. Katherine Holmes Cochran, daughter of Mississippi Sen. Thad Cochran, sponsors Jackson, the third Austal-constructed littoral combat ship to be christened. The Navy will christen its newest littoral combat ship, the future USS Jackson (LCS 6) in a ceremony at the Austal USA Shipyard in Mobile, Ala., March 22, at 10 a.m. CDT. Secretary of the Navy Ray Mabus will deliver the principal address at the ceremony, and Dr. Katherine Holmes Cochran will serve as the ship's sponsor. Cochran is the daughter of U.S. Sen. Thad Cochran. "Every ship we christen is important, but LCS 6, the future USS Jackson, has a special place in my heart," said Mabus.

Austal held a keel-laying ceremony for the third Independence-variant Littoral Combat Ship (LCS) – Jackson (LCS 6), one of five Austal-designed 127-m U.S. Navy Independence-variant LCS under contract with the U.S. Navy. Dr. Katherine Holmes Cochran, the ship’s sponsor, was present to weld her initials onto the keel plate as the Keel Authenticator. She was assisted by J.B. Craig, III, who is an “A” Class welder that has been part of the Austal team since November of 2011.
