The Shipbuilders Council of America (SCA), the national association representing the U.S. shipbuilding, maintenance, and repair industry, announced its annual member safety awards for the 2024 calendar year. Deliveries will begin in 2028 if all goes well. Delays and escalating costs have bedeviled the procurement process up until now.Washington State Ferries on Thursday published an invitation to bid on building five new hybrid-electric ferries, an overdue achievement that promises to eventually bring more reliability to cross-Sound ferry service.It’s the first time in more than 50 years that the state will accept bids from shipyards nationwide to construct its vessels. The Pentagon last Friday announced that nine companies have been awarded contracts for repair, maintenance and modernization of U.S. Navy’s non-nuclear surface ships homeported or visiting the Northwest United States.The total value of the multiple award contract is a combined $944 million. Portland, Ore.-based Vigor Marine has been awarded a contract for a 90-calendar day shipyard availability for a mid-term availability of Military Sealift Command’s hospital ship USNS Mercy (T-AH 19).The $20,187,816 firm-fixed-price contract includes a base period and options, which if exercised, would bring the cumulative value of this contract to $20,915,538. Work will be performed in Portland, Ore., beginning January 16, 2023, and is expected to be completed by April 15, 2023.

Portland, Ore. based shipbuilding and repair company Vigor Marine has been awarded a $131,151,747 firm-fixed-price contract action to accomplish the USS John Paul Jones (DDG 53) 2C1 dry-docking selected restricted availability (DSRA).The contract includes options which, if exercised, would bring the cumulative value of this contract to $131,826,808.Work will be performed in Seattle (77%) and Everett, Wash. (23%), and is expected to be completed by February 2024.This contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(3).

The deal includes one base period and 17 options that, if exercised, will bring the cumulative value to $61,201,329. The contract was competitively procured, but Vigor was the only shipyard to bid for the project.

Vigor Marine LLC, Portland, Oregon, is being awarded a $35,000,000 firm-fixed-price, indefinite-delivery/indefinite quantity contract to prepare for and accomplish repair and alteration requirements in support of upcoming dry-docking selected restricted availabilities (DSRA) for DDG 51-class destroyers. This contract will support the dry-docking and facility support requirements for a DSRA and includes dry-docking support, office spaces, warehousing, lay-down, security, crane support, utilities, galley services and other ship’s force support. Work will be performed in Seattle, Washington, and is expected to be completed by September 2020.

Vigor Marine LLC, Portland, Oregon, is being awarded a $19,629,518 firm-fixed-price contract to prepare for and accomplish repair and alteration requirements for USS Kidd (DDG 100) Chief of Naval Operations scheduled, selected restricted availability (SRA) in support of the DDG-51-class destroyer ship repair program. For U.S. Naval Surface Combatants – typical repair and maintenance work to be performed in SRA includes modernization ship alterations; blasting, painting and surface preparation for complete or touch-up preservation, freeboard, struts, rudders, running gear, ground tackle, and sea-chest; hull, mechanical and electrical; various interior tanks. Work will be performed in Everett, Washington, and is expected to be completed by September, 2018.

Vigor Marine LLC, Portland, Oregon, is being awarded a $10,268,877 firm-fixed-price contract for a 45-calendar day shipyard availability for the regular overhaul and dry docking of USNS Matthew Perry (T-AKE 9). Work will include clean and gas-free tanks, voids, cofferdams and spaces, deckhouse preservation, main generator maintenance and cleaning, high voltage switchboard and emergency switchboard cleaning, shell and deck steel replacement, dry-docking and undocking, propeller shaft and stern tube inspect, forward and aft stern tube seal inspection and overhaul, underwater hull cleaning and painting, freeboard cleaning and painting,  sea valve replacements, renew flight deck nonskid, and reverse osmosis unit sea-chest installation.

Elliott Bay Design Group (EBDG), a naval architecture and marine engineering firm with offices in Seattle, New Orleans and Ketchikan, Alaska, today announced the completion of the M/V Columbia repower. EBDG provided design services and ongoing owner support services for the ferry's repower, which was performed by Vigor Marine in Portland, Ore. "The Columbia was designed for the Alaska Marine Highway System (AMHS) by EBDG's predecessor firm, so we're intimately familiar with the vessel and its systems," said EBDG Project Manager Matt Williamson.

Ship construction programs move ahead, but it’s not smooth sailing. Navies and Coast Guards everywhere face budgetary pressure, even in the U.S. which has the largest Navy in the world. The balance between desire for capacity and capability and pressure for affordability has never been more acute with the precarious budgetary issues presented by declining defense budgets, sequestration, continuing resolutions and government shutdowns. Vigor Industrial has ballooned from a modest shipyard in Portland, Oregon, to the largest shipbuilder in the Pacific Northwest and Alaska. Vigor increasingly thinks big and builds big.
