Mexico's antitrust body finds lack competition in the freight rail sector
MEXICO CITY - The Mexican antitrust commission found that there were insufficient conditions for competition in almost all of the country's freight railway system, according to a preliminary decision it issued on Thursday.
The Findings
* The investigation of the commission, which spanned January 2024 through October 2025 found that there were no?effective competition conditions? in nearly all of Mexico's 1,772 freight rail markets.
It said that new?competitors were barred from the market because of high?costs and legal obstacles, as well as a?lack in available tracks.
* The Commission identified Kansas City Southern de Mexico, along with Grupo Mexico Ferromex's Ferrosur and Kansas City Southern de Mexico as the operators who hold the most sway over this market.
* The companies had 90 days to submit information on their operations across the country. Ferromex has been instructed to transfer the Nogales-Guaymas?line?to a non-Grupo Mexican operator.
The Commission recommended that Congress, and the rail regulator ATTRAPI, take a more active role in allowing for greater competition.
