Waterways Councinl Names New Officers, Directors

At its Annual Meeting held October 1 in Houston, the Board of Directors of Waterways Council, Inc. (WCI) elected the following officers and Executive Committee members for 2007-2008: Dan Mecklenborg, Senior Vice President, HR & Chief Legal Officer, Ingram Barge Company, Chairman; R. Barry Palmer, WCI, President and CEO; Steve Little, President and CEO, Crounse Corporation, General Counsel; Peter Stephaich, Chairman, Campbell Transportation Co., Secretary; Cherrie Felder, Vice President, Channel Shipyard, Treasurer. H. Merritt Lane III, President and Chief Executive Officer, Canal Barge Company; Peter Lilly, Chief Operating Officer--Coal, CONSOL Energy Inc., and Rick Calhoun, President, Cargo Carriers, were named as Vice-Chairmen.

Barge Traffic Tied In Knots On Mississippi

U.S. Midwestern grain shippers were getting ready to move barges into the upper Mississippi River on Tuesday but estimated it could be two to three weeks before trapped barges along the river make it to the Gulf. Weekend rains that dropped 3 to 6 inches of rain over a six-county area in northern Missouri and southern Iowa, coupled with swollen river conditions in the upper Mississippi, resulted in two more Mississippi lock closures this week. Lock 24 at Clarksville, Missouri, and lock 25 at Winfield, Missouri, were shut down to traffic on Monday. Both locks are north of the confluence of the Mississippi and Illinois rivers. ACL Selected to Serve on the IWUB

American Commercial Lines (ACL) has been selected to serve as a representative on the Inland Waterways Users Board (IWUB), an advisory board established to monitor the Inland Waterways Trust Fund (Fund) and make recommendations to the Army Corps of Engineers and to Congress on investment priorities using resources from the Fund. Comprised of representatives of the barge transportation industry and the customers it serves, the IWUB provides input to help identify and prioritize investment in inland navigation infrastructure.

Obstructive Bridges and the Pennsylvania and Oregon Rules

The U.S. Court of Appeals for the Eighth Circuit ruled that a finding by the U.S. Coast Guard that a bridge over a navigable waterway constitutes an unreasonable obstruction to navigation does not invoke the Pennsylvania Rule and does not, on its own, rebut the Oregon Rule. In the instant case, defendant's towboat and barges allided with plaintiff's bridge. Some months previously, the Coast Guard had issued an Order to Alter the bridge, based on a finding that the bridge constituted an unreasonable obstruction to navigation as defined by the Truman-Hobbs Act. The bridge had not been altered prior to the allision. presumption that the vessel was at fault.

MSA Release Report on 2001 Fatal Collision

The Maritime Safety Authority released a report on the fatal collision in November 2001 involving the yacht Toolka T and the tug Wainui, which was towing a barge. Toolka T crossed between the tug and the barge and became fouled in the submerged tow line. The yacht collided with the barge and sank as the barge ran over it. The skipper of the yacht was killed. "The MSA's accident investigation details poor watchkeeping practices on both the tug and the yacht and reveals an alarming lack of knowledge of the collision rules at sea," says Russell Kilvington, Director of Maritime Safety. "The helmsperson on Toolka T did not have sufficient technical knowledge to recognise the lights displayed on Wainui as those of a vessel towing another vessel.

Crowley Orders ATB at Bollinger

Crowley Fuels LLC has signed a contract with Bollinger Shipyards for the construction of a new 100,000-barrel-capacity articulated tug-barge (ATB) to transport multiple clean petroleum products in the Alaska market. The Alaska-class vessel will be built at Bollinger Marine Fabricators Shipyard, in Amelia, La., with an expected delivery in the fourth quarter of 2019. The build contract includes an option for a second ATB. Once built and deployed, Crowley will operate the ATB under a long-term charter with Alaska-based Petro Star Inc.…

62 Barges Break Free on Ohio River

More than five dozen barges have reportedly broken free due to ice and high water at two separate locations on the Ohio River. So far 59 of the 62 breakaway barges have been recovered, according to the U.S. Coast Guard, who said it is working alongside the U.S. Army Corps of Engineers and industry partners in response to the incidents near Pittsburgh, Pa., and Moundsville, W.Va. By Monday, 34 of the reported 35 breakaway barges from fleeting areas at mile maker 94 near Moundsville have been recovered and secured, while 25 of the 27 breakaway barges from Jack’s Run Fleeting area at mile marker 4 near Pittsburgh have been accounted for, and security video has shown seven of the barges went over Emsworth Lock & Dam.

Greenbrier Announces Three New Marine Orders

The Greenbrier Companies announced today that its Gunderson Marine division in Portland, Oregon has received orders for three oceangoing deck cargo barges valued at approximately $25 million. Coupled with other recent orders, Greenbrier's marine backlog is now valued at over $35 million, and extends into mid-2005. The first order is for a 360' deck cargo barge for Alaska Marine Lines, a Lynden Company, the third in a series of such barges it has ordered from the Company. The other two orders are 380' deck cargo barges for Naknek Barge Lines, LLC based in Seattle, Washington.

Sea Star Line Barges to Serve Puerto Rico Trade

Finalizing an agreement to service Puerto Rico trade, Sea Star Line, LLC will lease two barges with combined additional capacity of 800 forty-foot equivalent units (FEUS).   The weekly barge service, with a barge departing both San Juan and Jacksonville every Thursday, will commence on January 29, 2015 with a six day transit. The barge is configured to hold dry and refrigerated containers and Sea Star Line has on-hired over 2,100 pieces of equipment to support the additional capacity.   Tim Nolan, President of Sea Star Line, said, “The new barge service will compliment Sea Star Line's current two vessel calls per week and ultimately act as a bridge until the first of new Marlin Class vessels are delivered in October of this year."   

ACL to Haul for SeaRiver Maritime

American Commercial Lines Will Transport Petroleum Products by Inland Barge for SeaRiver Maritime Inc. American Commercial Lines (ACL) is pleased to announce that it has entered into an agreement with SeaRiver Maritime Inc., a marine affiliate of Exxon Mobil Corporation, to provide petroleum barge transportation services on the U.S. inland waterways. As of January 1, 2013, ACL has entered into a multi-year agreement with SeaRiver to transport liquid cargoes via its mainline service and in unit tows. "We look forward to partnering with SeaRiver to transport ExxonMobil cargoes on the inland waterways," Mark Knoy, President and Chief Executive Officer of ACL, stated.

MEMCO Christens Joy Anne Keller

MEMCO Barge Line, the inland barging subsidiary of Electric Fuels Corp. (EFC), christened a new towboat in New Orleans. M/V Joy Anne Keller, named after the wife of EFC President and CEO Richard D. Keller is the 22nd towboat in MEMCO's fleet. Built by Quality Shipyards, of Houma, La., the 8,000 hp twin-screw towboat measures 180 x 48 x 11.5 ft., and is designed to operate on the Lower Mississippi River between Cairo and New Orleans. MEMCO Barge Line, the inland barging subsidiary of Electric Fuels Corp. (EFC), christened a new towboat in New Orleans. M/V Joy Anne Keller, named after the wife of EFC President and CEO Richard D. Keller is the 22nd towboat in MEMCO's fleet.

Foss Ships Utility Trucks to Puerto Rico

At the Port of Virginia in Norfolk and the Port of Lake Charles in Louisiana, Foss Maritime is loading hundreds of utility trucks onto barges bound for Puerto Rico this week. It’s all part of the on-going effort to restore power to nearly half of the population who are without electricity. Last Friday, Ricardo Rosselló, governor of Puerto Rico, announced that 1.5 million Puerto Ricans are still without power 100 days after Hurricane Maria hit Sept. 20. Tank Barge Delivered to Progressive Barge Line

PBL 3421 was delivered by Raymond & Associates, LLC, Bayou La Batre, AL, to Progressive Barge Line, Inc., New Orleans. PBL 3421 is the first of two barges, both 297.5  x 54 x 12 ft. inland service double skin tank barges, each witha cargo capacity of about 4700 short tons at 11.5 ft. draft. The barges are certified by the U. S. Coast Guard as Type I, Type II or Type III hulls for 1.05 or lower specific gravity products and will be used in Progressive Barge Line’s operations on the Gulf Coast.

Cargo Barge Launched for Alaska Marine Lines

Alaska Marine Lines celebrated the launch of its newest barge, Skagway Provider, at a ceremony July 7 at Gunderson Marine in Portland, Ore. where the vessel was constructed. The heavy deck cargo barge will make its maiden voyage from Seattle to Southeast Alaska July 29 and will begin serving Alaska Marine Lines customers on the Seattle to Southeast Alaska route. “We are proud to offer our customers additional capacity between Seattle and Southeast Alaska via the Skagway Provider,” said Kevin Anderson, president of Alaska Marine Lines.

More Danube Cruises Affected by Low Water Levels

At least 20 river cruises have been affected in Germany on the Danube and Elbe rivers after lower than normal water levels have forced some cruise lines to undertake complex logistical maneuvers to keep tours running. Some Cruises have had to alter their itineraries. Cruise Critic will continue to monitor water levels in the regions and update you with further reports. Viking Cruises has seen more than a dozen of its itineraries affected, and maintains an updated list on its website.

Sea Star Continues Puerto Rico Investments

Sea Star Line, LLC has entered an agreement to on-hire another barge to add to its current service package for shipments from Jacksonville to Puerto Rico. The new asset has the capacity for 320 dry units and its initial departure is scheduled for the first week of April. In January, Sea Star Line added two barges to address increased demand in the market. The total capacity for both barges is 750 FEUs with dedicated space for 84 refrigerated containers. ACL to Begin Transporting Canadian Crude Oil

American Commercial Lines (ACL) is pleased to announce that it will begin transporting crude oil by barge on the U.S. inland waterways for MEG Energy (U.S.) Inc. (MEG Energy), a subsidiary of the Canadian oil company MEG Energy Corp. Crude oil will arrive primarily via pipeline and will be transferred to barges at storage terminals located on the inland waterways for transport by ACL to the Gulf Coast. Foss Sells Selected Assets to Tidewater

Foss Maritime Company announced that it has agreed to sell selected assets, including two tugs and twenty barges currently operating on the Columbia Snake River system, to based Tidewater Barge Lines. Foss made the decision to sell selected assets in order to focus its efforts and investment in its strategic lines of business including ship assist, ocean towing and special projects. The sale will help the company maintain its strategic focus and standards of quality, said Scott Merritt, Foss’ Senior Vice President of Operations, citing the need for additional vessels and upgrades on its existing upriver tugs as contributing to the sale’s timing. “The most important thing for Foss is to ensure that we provide our customers with the highest quality service,” said Mr. Merritt.

Bollinger Delivers Barge to Progressive

Bollinger Marine Fabricators, L.L.C., (BMF) Amelia, La., a Bollinger Shipyards, Inc. company, has delivered to Progressive Barge Line, Inc., Westwego, La., its first new leading edge double hull OPA’90 Lakes, Bays and Sounds tank barge. Barge PBL 3002 measures 297.6-feet in length, 54.0-foot beam and 13.0-foot depth, with a rated capacity of 28,300 barrels (BBL). Elliot Bay Design Group performed the design and engineering package in support of Bollinger. PBL 3002 departed the Bollinger Amelia facility on October 31st and towed directly to the Progressive Westwego terminal to commence bunkering services on the Mississippi River, throughout the port of New Orleans and the Intracoastal Canal Waterway.

MOL Crew Rescues Mariners from Disabled Vessel

While steaming some 700km west of Guam on January 20, Mitsui O.S.K. Lines, Ltd. operated coal carrier C. S. Sunshine rescued all 24 Chinese crew members of a disabled freighter January 20. At 8:15 a.m. (local time) on January 20, the Panama-registered C.S. Sunshine, which departed Newcastle, Australia, bound for Tsuruga, Fukui Prefecture, Japan, received a distress signal from a Panama-flagged freighter that had lost power. The 46,700 MT, 228.4m C.S. Sunshine, manned with two Japanese and 19 Filipino crew, immediately altered course and made for the distressed vessel at all possible speed.

'Costa Concordia' Disaster Lawsuits Filed in US Courts

Despite legal obstacles that might force them to sue in Italy litigants seek damages from Miami-based Carnival Corp. in US courts. The lawsuits filed in both federal and state courts contend that Carnival is the corporate parent of the Costa brand, which operated the vessel, and is ultimately responsible for any safety violations, negligence or recklessness that may have led to the Jan. 13 accident that claimed 32 lives, reports 'The Washington Post'. Investigators say the ship rammed a reef while passing too close to Giglio Island, off Italy’s Tuscan coast. “Costa Cruise Lines is the alter ego of Carnival,” said Edward Ricci, whose lawsuit seeks to represent Giglio Island tourist-related businesses that claim the disaster deterred visitors…

Moody's: Sale of Inland River Barge Ops is a "Credit Negative" for United Maritime

New York, April 24, 2012 -- Moody's issued a press release on the planned sale of United Maritime Group, LLC's ("UMG", B2 stable) inland river barge operation, United Barge Line, LLC ("UBL") to Ingram Barge Company (not rated) for $222 million, calling it is negative for the company's credit profile.
