AAPA: U.S. Ballast Water Legislative Victory Appears Imminent

Legislation that sets standards for incidental water discharges from vessels passed the House on Nov. 29.The Frank LoBiondo Coast Guard Authorization Act of 2018, S. 140, which includes the Vessel Incidental Discharge Act (VIDA), passed the Senate two weeks earlier and now moves to the President to be signed.The provision places the U.S. Environmental Protection Agency (EPA) in the lead role of establishing standards for ballast water discharge, and the U.S. Coast Guard (USCG) will monitor and enforce compliance.

AWIA/WRDA Overwhelmingly Passes in Senate

Oakland Port Digitalized to Move Cargo Faster

Port of Oakland officials has promised a digital shipping platform by mid-year to speed up global trade flows. The Port said it’s building an online portal for transactions that range from tracking to transporting containerized cargo. The move aligns with an industry migration toward digitalization of international supply chains for the sake of efficiency. The Port previewed its portal - called a digital collaboration platform - at an American Association of Port Authorities meeting in Oakland.

Port of Oakland Mulls $600m Upgrade

A Port of Oakland executive outlined a $600 million spending plan here today for growth at his West Coast trade gateway. Maritime Director John Driscoll told a maritime audience that Oakland would increase trade volume by investing in new facilities and better infrastructure. The objective: more containerized cargo. “We’re building for growth in a shipping industry that is becoming more and more competitive,” Driscoll said at an American Association of Port Authorities conference.

New Orleans Port welcomes its longest ship, Equinox

The longest and one of the most premium cruise ships ever to dock in New Orleans will sail into the Port’s Julia Street Cruise Terminal Sunday, Feb. 26, just in time for the finale of Mardi Gras festivities. The Celebrity Equinox, a 1,041-foot cruise ship christened in 2009, will make its first visit to the Port of New Orleans, remaining in Port through Feb. 28 – Mardi Gras Day. The ship’s length is equal to 3.47 football fields. “The Port is thrilled to welcome Celebrity Cruises back to New Orleans for an extended port call,” said Brandy Christian, Port President and CEO.

The Long Beach Board of Harbor Commissioners is all set to name Mario Cordero, a former chairman and current member of the Federal Maritime Commission(FMC), as the Port of Long Beach’s (POLB) new Executive Director. Cordero, a Long Beach resident and attorney, served previously as president and as a longtime member of the Long Beach Board of Harbor Commissioners. “After a comprehensive international search, the Board of Harbor Commissioners recognized that Mario Cordero is an ideal choice to lead the Port of Long Beach,” said Harbor Commission President Lori Ann Guzmán.

Royal Caribbean Will Return to New Orleans

Royal Caribbean International announced it will return to New Orleans with a seasonal home-based cruise ship in late 2018. The 915-foot Vision of the Seas will sail seven-night itineraries to destinations across the Bahamas and Yucatan Peninsula from the Port of New Orleans’ Julia Street Cruise Terminal. The ship will sail on Saturdays. “The Port of New Orleans is thrilled to welcome back Royal Caribbean. We look forward to working productively together for many years to come,” said Brandy Christian, Port President and CEO.

Riverboat American Duchess to Launch in August

The American Queen Steamboat Company, owner and operator of the American Queen and American Empress, will launch service on its new American Duchess when it sets sail from New Orleans on Aug. 14, 2017, following its christening a day earlier. The all-suite, 166-guest American Duchess will be the first purpose-built boutique paddle wheeler offering guests the largest suites on the Mississippi River. The American Duchess follows in the pedigree of the company’s namesake American Queen and will offer overnight stays from New Orleans.

The explosive growth of international boxships is challenging not only the physical infrastructure of North American ports, but also the very nature of the existing supply chains that they impact. The recent dialogue on container shipping has been all about so-called “mega-ships;” those vessels that with larger capacity than those that are already in service at any point in time. In the container trades, as in tanker and drybulk arenas, ocean-going vessels are one link, albeit an important component, within broader supply chains.

AAPA Pushes for $66 bln for Port Upgrades

The American Association of Port Authorities (AAPA) has identified $66 billion in potential federal waterside and landside investments over the next decade that will help assure the benefits from an anticipated $155 billion in port-related capital infrastructure investments. AAPA Chairman-Elect William Friedman provided examples of waterside infrastructure needs, and offered recommendations for water resources legislation to enhance the U.S. Army Corps of Engineers navigation program during a senate committee.

Ports of Indiana: Building on Success

The Ports of Indiana is a statewide port authority, established in 1963, which operates three ports: two on the Ohio River, one on Lake Michigan. Port officials refer to the three as “America’s Premier Inland Port System.” They cite location, location, location, providing access via two critical freight arteries – the Great Lakes and the Inland Waterway System and proximity to the world’s most productive industrial and agricultural regions. The Ports is the only statewide port authority in the Midwest.

Port Infrastructure and the Role of Government

We are in the midst of a revolution over port infrastructure. This revolution is not about the role of ports as silent engines for our economy and the need for better intermodal infrastructure. Rather, it is about why governments – local, state and federal – believe ports exist, and whether or not public and private entities, other than those directly responsible for ports, should help build or improve port infrastructure and their intermodal connectors. Ports are rightfully linked to a maritime industry that is steeped in tradition.
