AAPA Elects William Friedman As 2018-19 Board Chairman
Friedman is Port of Cleveland's President & CEO. Coalition Urges Congress to Address Asian Carp in the Great Lakes

Legislators Urge Trump to Fund Dredging
A coalition of 75 members of the House of Representatives called on President Trump to fully fund harbor maintenance programs in his upcoming Fiscal Year 2018 budget proposal. The letter, available here, noted that the Water Resources Reform and Development Act of 2014 (WRRDA) called for FY18 harbor maintenance expenditures to equal 74 percent of FY17 Harbor Maintenance Tax revenue. Great Lakes Ports Support Ballast Reforms
Directors of major commercial ports in the Great Lakes region called on Congress to end years of regulatory chaos surrounding ballast water management. In a joint letter issued late yesterday, 14 port directors urged the Senate Armed Services Committee to include ballast regulatory reform in the final version of the National Defense Authorization Act (NDAA). Known as the Vessel Incidental Discharge Act (VIDA), these regulatory reforms were included in the House-passed NDAA, but not the Senate-passed version. Currently, a House-Senate conference committee is working to hammer-out a final version of the legislation. When not fully loaded, cargo ships must take on water (ballast) to maintain their stability.

Soo Locks Open for 2016
At 12:01 a.m. today, the U.S. Army Corps of Engineers officially opened the Soo Locks for the start of the 2016 shipping season. The locks at Sault Ste. Marie, Michigan are among 16 locks that form the Great Lakes St. Lawrence Seaway navigation system which extends from Duluth, Minnesota to the Atlantic Ocean. Together these 16 locks lift or lower ships 600 feet – the height of a 60 story building. Since the Soo Locks closed in January, the Corps has been busy executing winter maintenance, repair and rehabilitation projects.

Soo Locks Open for Great Lakes Shipping Season
At 12:01 a.m. on Wednesday, the U.S. Army Corps of Engineers officially opened the Soo Locks for the start of the 2015 Great Lakes shipping season. The locks at Sault Ste. St. Lawrence Seaway June Cargo Upswing at U.S. Ports

Coalition Asks Senate for Vessel Discharge Legislation
On June 20, a diverse coalition of 58 national and regional organizations representing a wide array of leading business, maritime and labor organizations signed on to a letter to Senate Commerce, Science and Transportation Committee Chairman John Rockefeller (D-W.Va.) and Ranking Member John Thune (R-SD) urging that the committee mark up and approve S. 2094, a bill that would establish a uniform, science-based national framework for the regulation of ballast water and other vessel discharges. Duluth Port Executive Director to Retire
Adolph Ojard, Executive Director of the Duluth Seaway Port Authority, plans to retire this year after serving in that leadership role for the past decade. A national search is underway for a new Executive Director. The board anticipates having that person hired by the end of summer/early fall. After a brief transitional time, Ojard will then settle into retirement. Ojard was appointed executive director of the Duluth Seaway Port Authority in March 2003. A Great Lakes maritime and transportation veteran, he now serves as the Port Authority's chief executive officer.
Great Lakes Ports Association Elects New Leadership
Members of the American Great Lakes Ports Association (AGLPA) elected new leadership at their annual summer meeting held this year in Oswego, New York. The new president is William Friedman, President & CEO of the Cleveland-Cuyahoga County Port Authority. Dean Haen, director of the Brown County Port & Solid Waste Department in Green Bay, will serve as vice president. The secretary-treasurer position will be held by Paul LaMarre, port director at the Port of Monroe (Michigan). The term of office is two years. Friedman became president and CEO of the Cleveland-Cuyahoga County Port Authority in June 2010. He has more than 25 years of experience in port management, real estate development, international supply chain and multimodal distribution.

New York Amends Ballast Water Rules
Great Lakes Shipping Industry Praises Deadline Extension. The New York State Department of Environmental Conservation (NYDEC) today modified its ballast water discharge permit and extended the deadline by which ship owners have to comply with state rules. Today's action effectively eliminates onerous ballast water treatment requirements through the end of 2013. The agency’s ballast water regulations are the most stringent in North America and have been the topic of considerable controversy. BWT: Good News / Bad News
Good news from New york on their local ballast water standard is tempered by more of nothing from Washington. On the same day that the New York Department of Environmental Conservation (NYSDEC) issued a press release stating that it will pursue a uniform national ballast water standard by leaving in place the EPA’s current standards in New York for the remainder of EPA’s current Vessel General Permit through December 2013, the Office of Management and Budget (OMB) declared that its review of the US Coast Guard draft interim final rule on standards for living organisms in ships’ ballast water discharged in US waters had been extended. No guidance was given on how much longer industry will have to wait for the extended review to be completed.
UPDATE: OMB Declares USCG BWT Standard as "Final"
Draft USCG ballast water rule now finalized, according to OMB. The Office of Management and Budget (OMB) completed its review of the Coast Guard's Ballast Water Discharge Standard regulations in accordance with Executive Order 12866, and changed its designation from an Interim Final Rule to a Final Rule on February 24, 2012. The Coast Guard is preparing it for publication in the Federal Register, and expects to complete the administrative process within 30 days. John Morris of the U.S. Coast Guard's Environmental Standards Division said in a prepared statement, "We are not at liberty to discuss details of the rule until it is actually published, but wanted to clear up confusion about its status.

On March 13, a diverse coalition of 59 national and regional organizations representing a wide array of business, maritime and labor interests signed on to a letter to Senate Commerce, Science and Transportation Committee leadership, Chairman John Rockefeller (D-WV) and Ranking Member John Thune (R-SD), thanking them for cosponsoring S. 2094, a bill that would establish a uniform national framework for the regulation of ballast water and other vessel discharges, and urging swift Committee consideration and approval. S. 2094, introduced on March 6 by Sens. Mark Begich (D-AK) and Marco Rubio (R-FL), has 23 bipartisan co-sponsors, nearly one-quarter of the Senate.
Bi-national Study Highlights Green Advantages
A comprehensive report released today has defined the modal and environmental advantages of using marine shipping to transport goods in the Great Lakes-St. Lawrence Seaway region. A study titled The Environmental and Social Impacts of Marine Transport in the Great Lakes-St. Lawrence Seaway Region was conducted by Ontario transportation consultants Research and Traffic Group, and peer reviewed by independent experts in the U.S. and Canada. The study found that Great Lakes ships are more fuel-efficient and emit fewer greenhouse gases per thousand cargo-ton miles than land-based alternatives.
