At its 2018 Spring Conference on March 20, the American Association of Port Authorities (AAPA)—the unified and recognized voice of seaports in the Americas—elected William D. Friedman, president and chief executive officer for Northeast Ohio’s Cleveland-Cuyahoga County Port Authority, to serve as the association’s chairman of the board for the 2018-19 activity year that begins in October. Mr. Friedman is slated to be installed as chairman for a one-year term on the final day of AAPA’s 2018 Annual Convention, set for Oct. 7-10, in Valparaiso, Chile. He will assume the AAPA chairmanship from Steve Cernak, chief executive and port director for Broward County, Fla.’s Port Everglades, who began his one-year term on Oct. 4, 2017.

A coalition of 75 members of the House of Representatives called on President Trump to fully fund harbor maintenance programs in his upcoming Fiscal Year 2018 budget proposal. The letter, available here, noted that the Water Resources Reform and Development Act of 2014 (WRRDA) called for FY18 harbor maintenance expenditures to equal 74 percent of FY17 Harbor Maintenance Tax revenue. Directors of major commercial ports in the Great Lakes region called on Congress to end years of regulatory chaos surrounding ballast water management. In a joint letter issued late yesterday, 14 port directors urged the Senate Armed Services Committee to include ballast regulatory reform in the final version of the National Defense Authorization Act (NDAA). Known as the Vessel Incidental Discharge Act (VIDA), these regulatory reforms were included in the House-passed NDAA, but not the Senate-passed version. Currently, a House-Senate conference committee is working to hammer-out a final version of the legislation. When not fully loaded, cargo ships must take on water (ballast) to maintain their stability.

At 12:01 a.m. today, the U.S. Army Corps of Engineers officially opened the Soo Locks for the start of the 2016 shipping season. The locks at Sault Ste. Marie, Michigan are among 16 locks that form the Great Lakes St. Lawrence Seaway navigation system which extends from Duluth, Minnesota to the Atlantic Ocean. Together these 16 locks lift or lower ships 600 feet – the height of a 60 story building. Since the Soo Locks closed in January, the Corps has been busy executing winter maintenance, repair and rehabilitation projects. Projects included the installation of a hydraulic system for the Poe Lock; anchorage repairs and dewatering bulkhead coating replacement on the Poe Lock; and work on the MacArthur Lock’s electrical modernization.

U.S. ports throughout the Great Lakes uniformly saw increased tonnage in several cargo categories during the monthof June 2014, according to news excerpted from The American Great Lakes Ports Association (AGLPA). "Salt, chemicals, and steel all posted excellent tonnage numbers through June when compared to last year's figures," said Rebecca Spruill, director of trade development for the SLSDC. "We're rapidly making up ground for the slow start to the season imposed by a winter lasting well into April. U.S. "Industry spirits were buoyed by strong gains in cargo movements during the month of June," noted Vanta Coda, Duluth Seaway Port Authority executive director. "We had two ships from Europe arrive loaded with energy-related project cargo destined for North Dakota and Alberta, Canada.

On June 20, a diverse coalition of 58 national and regional organizations representing a wide array of leading business, maritime and labor organizations signed on to a letter to Senate Commerce, Science and Transportation Committee Chairman John Rockefeller (D-W.Va.) and Ranking Member John Thune (R-SD) urging that the committee mark up and approve S. 2094, a bill that would establish a uniform, science-based national framework for the regulation of ballast water and other vessel discharges. On March 13, a diverse coalition of 59 national and regional organizations representing a wide array of business, maritime and labor interests signed on to a letter to Senate Commerce, Science and Transportation Committee leadership, Chairman John Rockefeller (D-WV) and Ranking Member John Thune (R-SD), thanking them for cosponsoring S. 2094, a bill that would establish a uniform national framework for the regulation of ballast water and other vessel discharges, and urging swift Committee consideration and approval. Members of the American Great Lakes Ports Association (AGLPA) elected new leadership at their annual summer meeting held this year in Oswego, New York. The new president is William Friedman, President & CEO of the Cleveland-Cuyahoga County Port Authority. Dean Haen, director of the Brown County Port & Solid Waste Department in Green Bay, will serve as vice president. The secretary-treasurer position will be held by Paul LaMarre, port director at the Port of Monroe (Michigan). The term of office is two years. Friedman became president and CEO of the Cleveland-Cuyahoga County Port Authority in June 2010. He has more than 25 years of experience in port management, real estate development, international supply chain and multimodal distribution.

A comprehensive report released today has defined the modal and environmental advantages of using marine shipping to transport goods in the Great Lakes-St. Lawrence Seaway region. A study titled The Environmental and Social Impacts of Marine Transport in the Great Lakes-St. Lawrence Seaway Region was conducted by Ontario transportation consultants Research and Traffic Group, and peer reviewed by independent experts in the U.S. and Canada. The study found that Great Lakes ships are more fuel-efficient and emit fewer greenhouse gases per thousand cargo-ton miles than land-based alternatives.

Adolph Ojard, Executive Director of the Duluth Seaway Port Authority, plans to retire this year after serving in that leadership role for the past decade. A national search is underway for a new Executive Director. The board anticipates having that person hired by the end of summer/early fall. After a brief transitional time, Ojard will then settle into retirement. Ojard was appointed executive director of the Duluth Seaway Port Authority in March 2003. A Great Lakes maritime and transportation veteran, he now serves as the Port Authority's chief executive officer.

Draft USCG ballast water rule now finalized, according to OMB. The Office of Management and Budget (OMB) completed its review of the Coast Guard's Ballast Water Discharge Standard regulations in accordance with Executive Order 12866, and changed its designation from an Interim Final Rule to a Final Rule on February 24, 2012. The Coast Guard is preparing it for publication in the Federal Register, and expects to complete the administrative process within 30 days. John Morris of the U.S. Coast Guard's Environmental Standards Division said in a prepared statement, "We are not at liberty to discuss details of the rule until it is actually published, but wanted to clear up confusion about its status.

That’s good news for small vessel operators who may soon find themselves impacted by a problem that previously was thought to be a “bluewater” issue. The notion that ballast water treatment and invasive species are both strictly the domain of big, bluewater liners coming from the Far East and other exotic locales quickly went out the porthole last November when the Environmental Protection Agency (EPA) issued its long-awaited, updated draft Vessel General Permit (VGP) rule. The new rules potentially bring regulations to bear on vessels as small as 79 feet LOA and others, depending on service and routing.

In recent years, a debate has raged between the maritime industry and environmental activists regarding the appropriate regulation of ships' ballast water. This public policy discussion has unfortunately been tainted by considerable misinformation. Such misinformation fuels "issue hysteria" and leads to poorly crafted regulations.
