Putting the Garbage Out
Keep the seas clean in 2013, reminds North P&I Club, as new international garbage rules take effect. North P&I Club reminds its members that 2013 is the first full year of operation of new international garbage-disposal rules that greatly limit the dumping of garbage at sea. According to North's loss prevention manager Andrew Glen, ‘With very few specific exceptions, the new rules reverse the historical presumption that most garbage can be discharged at a suitable distance offshore. In July 2011 the International Maritime Organization adopted amendments to Annex V of the International Convention for the Prevention of Pollution from Ships (MARPOL) in Resolution MEPC.201(62), and issued guidelines for their implementation in Resolutions MEPC.219(63) and MEPC.220(63).
North P&I Club Promotes 19 Employees
North P&I Club recently executed a round of staff promotions across it various operating departments that take effect tomorrow. Joint managing director Paul Jennings says, "We congratulate all 19 staff members on their excellent and well-deserved achievements. The most prestigious promotion is for Alan Lo, who becomes a director of club’s wholly owned management company, North Insurance Management Limited (NIML). Lo has managed North’s Hong Kong office since 1997 and became general manager Asia-Pacific when the club’s Singapore office opened in 2007.
North of England Warns Shipowners to Keep Close Watch on Surveys
The North of England P&I club has warned its members to keep a closer watch on draught surveys to avoid costly cargo shortage claims. According to Tony Baker, head of North of England’s loss-prevention department, ‘We have recently witnessed a number of incidents where draught surveys have been manipulated to show short delivery of bulk cargoes. In the latest issue of its loss-prevention newsletter Signals, the club says masters in some regions are being asked to stamp and sign initial draught figures in such a way that allows a third party to falsify final draught results. ‘Subsequent allegations of shortage are then difficult to defend as they are supported by a signed and stamped draught survey…
