Study: Nonnative Species Carried in Lakers' Ballast Water

A recent study on nonindigenous species of plankton in ballast discharges from U.S. and Canadian lakers to western Lake Superior documented five species of nonindigenous zooplankton not yet established in western Lake Superior, including Hemimysis anomala (“bloody red shrimp”), in ballast water discharged there. It also detected, in uptake water, a species of zooplankton (Paraleptastacus wilsoni) that had not previously been recorded in the Great Lakes.Some of the species, including this one, live in harbor sediment and may have escaped routine surveillance to date.

New York Amends Ballast Water Rules

Great Lakes Shipping Industry Praises Deadline Extension. The New York State Department of Environmental Conservation (NYDEC) today modified its ballast water discharge permit and extended the deadline by which ship owners have to comply with state rules. Today's action effectively eliminates onerous ballast water treatment requirements through the end of 2013. The agency’s ballast water regulations are the most stringent in North America and have been the topic of considerable controversy. The Nautical Institute Expands Accreditation Services

The Nautical Institute announces today that it is to expand its accreditation services. Members input, which has fed into the Institute’s current five year strategic plan, highlights that focus on competency and professionalism across the entire maritime industry is greater than ever. Under previous strategic plans, the Institute has developed model courses for leadership and management training, raised awareness within the industry of the need for this training, and accredited training providers for these important courses. The Institute continues to build upon their international standard for training and certification of dynamic positioning operators, established in 1983, as well as accrediting the extensive network of international DP training centres.

LR Assists With Ballast Water Guidelines

Lloyd's Register (LR) is planning to award a series of operational notations to vessels demonstrating compliance with the IMO's guidelines on ballast water management. IMO Resolution A.868 (20) Guidelines for the control and management of ship's ballast water to minimize the transfer of harmful aquatic organisms and pathogens has led to some countries requiring vessels to exchange or treat ballast water at sea, precedent to entering port, state or coastal waters. This process is adhered to in accordance with a ship's ballast water management plan (BWMP). Specific countries have already begun to declare their own requirements for ballast water management.

Dr. Payer: Flags and Class Must Should Work Closer

Closer cooperation between flag states and class societies will help to minimize casualty damage to people, property and the marine environment and result in better casualty reports, Dr Hans Payer, chief executive of Germanischer Lloyd told top level representatives of the world maritime industry and flag states at the Mare Forum conference on Flag State Quality and Regulatory Governance in Athens on September 20, 2002. "I urge flag states with ships involved in accidents to work closely with the class societies, especially when they operate Emergency Response Services (ERS) for the vessels in trouble", Dr Payer said. "ERS schemes have proven their value in many cases, in keeping damage to ships and the environment to a minimum and in optimizing salvage operations.

California Environmental Regulations Outpacing U.S. Regulations

The State of California is proving to be an environmental minefield for ports and ship operators as various environment groups step up pressure for more legislation and regulation, and with a stranded woodchip carrier now leaking oil on an Oregon beach, other West Coast states are now studying Califronia's concerns. In January, the Stanford Environmental Law Clinic forwarded a notice of intent to sue the Port of Oakland and the USACE if a full review of the port's proposed 50 ft dredging project was not conducted under a set timetable.
