ABS Supports BW Compliance as IMO Deadline looms

ABS published its 2019 Ballast Water Management Advisory providing critical advice to owners in advance of the five-year window beginning September 2019, requiring retrofits of BWM systems on existing ships.“We anticipate roughly 6,000 vessels per year over the next five years will need to be retrofitted with ballast water management systems to meet the revised IMO compliance dates,” said William Burroughs, ABS Ballast Water Management Lead. “We recognize this is a large portion of the fleet and will only be achievable through proper planning and effective project management and execution. Scorpio Tankers Awards BWMS Retrofit Contract

Coldharbour, Hansun Ink China Distribution Deal

Coldharbour Marine, developer of a unique in-tank, in-voyage and inert gas-based ballast water treatment system for large tankers, bulkers and LNG vessels, has signed an agreement with Hansun (Shanghai) Marine Technology Co Ltd covering the marketing and distribution of Coldharbour products in mainland China. The contract, finalized at a recent ceremony in Shanghai, is part of the companies’ joint preparations for the IMO’s Ballast Water Convention which enters into force on September 8 this year.

Project to Address Marine Bio-invasions Concludes

A decade-long project to promote implementation of an international treaty stemming the transfer of potentially invasive species in ships’ ballast water has reached a successful conclusion at a meeting of stakeholders from Governments, industry and UN bodies. The International Maritime Organization (IMO) has been executing the GloBallast Partnerships Program in collaboration with the Global Environment Facility (GEF) and the United Nations Development Programme (UNDP). The project was launched in 2007 after an initial 4-year phase and has been assisting developing countries to reduce the transfer of harmful aquatic organisms and pathogens in ships’ ballast water and implement the IMO Ballast Water Management (BWM) Convention.

De Nora Retrofits Two BWS for OSG

De Nora announced a contract with Overseas Shipholding Group (OSG) (NYSE MKT:OSG), one of the largest tanker companies in the world, to supply two ballast water management systems (BWMS). De Nora BALPURE systems will ensure that the Overseas Milos and Overseas Athens, both 50,000 DWT product/chemical tankers, will discharge ballast water that meets or surpasses the environmental discharge limits set by the International Maritime Organization (IMO), Environmental Protection Agency (EPA) and United States Coast Guard (USCG). Lloyd's Register: Adjustment to BWM Convention Implementation Schedule

Please note: this Class News is a reissue and replaces the version sent on 10 January, 2014. The table has been amended to clarify the implementation dates for Regulation D-2 of the Ballast Water Management Convention. The International Maritime Organization’s governing body, the Assembly, recently adopted Resolution A.1088(22) which adjusts the implementation schedule for the Ballast Water Management (BWM) Convention. references to compliance by the next “intermediate or renewal survey” have been changed to compliance by the next “renewal survey”.

BWTS Test Organizations Launch GloBal TestNet Group

A new formal group of organizations involved in testing for the certification of ballast water treatment systems has been set up, known as the “GloBal TestNet,” to facilitate increased standardization and harmonization of test procedures and information exchange. The move is expected to benefit test facility clients as well as the end-users of ballast water treatment technologies: the ship owners who need cost-effective and environmentally-friendly systems to meet the requirements of the International Convention for the Control and Management of Ships' Ballast Water and Sediments (BWM Convention), 2004. Merchant Bank Invests in New BWTS Project

U.S. Coast Guard Accepts Nine BWTS as AMS

Followers of the Ballast Water Treatement System (BWTS) situation (ie. presumably anyone reading this publication) were heartened last month when the U.S Coast Guard announced its acceptance of nine BWTS as Alternate Management Systems (AMS), helping to finally bring some clarity to ship owners, yards and suppliers. On April 15, 2013, the USCG announced the acceptance of the ballast water treatment systems as AMS in compliance with the service’s March 2012 final rule for Standards for Living Organisms in Ships’ Ballast Water Discharged (SLOSBWD) in U.S. waters.

Balpure BWTS Receives USCG Certification

IMO Urges Action on BWT & Cruise Ship Safety

IMO Secretary-General Koji Sekimizu calls on governments & the shipping industry to take prompt and decisive action on a number of key issues. In a keynote address to the International Chamber of Shipping (ICS) Conference in London, Mr. Sekimizu told shipowners that they had the power to encourage their flag States to ratify the International Convention for the Control and Management of Ships' Ballast Water and Sediments, 2004 (Ballast Water Management Convention) as soon as possible, as well as to implement its provisions with immediate effect.

STUDY: Ballast Water Measures Are Falling Short

Invasive species have hitchhiked to the U.S. on cargo ships for centuries, but the method U.S. regulators most rely on to keep them out is not equally effective across coasts. Ecologists from the Smithsonian Environmental Research Center have found that ports on the East Coast and the Gulf of Mexico are significantly less protected than ports on the West Coast. Invaders are frequently introduced across oceans and along coastlines through the ballast water in ship hulls, water that often includes plankton and larval stages of marine and estuarine species.

Green Ship Technology Conference

The 6th Annual Green Ship Technology (GST) conference will provide insight into the progress of measuring, managing and mitigating shipping’s contribution to climate change. Coming shortly after the intercessional meeting of the IMO’s greenhouse gas working group and ahead of the 59th session of its Marine Environment Protection Committee in July, GST 2009 will hear the views of regulators in discussion and debate with industry organizations and shipping experts. IMO Marine Environment Division director Miguel Palomares and the European Commission’s Mark Major are among those set to take part in this two day conference. Proceedings will be guided by chairman of the IMO MEPC, Andreas Chrysostomou. The conference takes place this year in Hamburg on March 24-25.

Government Update: Ballast Water Management Acquiring Teeth

Effective August 13, 2004, the U.S. Coast Guard will have the authority to impose civil penalties of up to $27,500 per day against vessels that fail to submit ballast water management reports. The basic ballast water management program has been in existence for some years, but submittal of reports has been largely voluntary since the agency lacked the power to require submittal. As a result, participation in the program has been abysmal - at less than 30 percent. It is expected that participation will rapidly become universal as the penalty regime takes hold. The goal of ballast water management is to reduce the risk of transport in a ship's ballast tanks of aquatic species from one location to another where the species is not indigenous and may have no natural enemies.

AAPA Backs IMO Ballast Water Decision

A landmark decision by the International Maritime Organization (IMO) for new regulations to curtail the spread of harmful aquatic species carried in ships’ ballast water has earned accolades from the American Association of Port Authorities (AAPA), the organization representing public ports throughout the Western Hemisphere. The announcement came last week during a diplomatic conference to finalize the international treaty, which had been ten years in the making. While 30 countries must ratify the new IMO treaty before it can be enforced, AAPA is optimistic it will lead to a U.S. Coast Guard certification program for ballast water treatment technologies.
