AWO Congratulates Jaenichen on MARAD Confirmation
The American Waterways Operators, a 350-member trade association representing the U.S. tugboat, towboat and barge industry, has offered its congratulations to Paul “Chip” Jaenichen on his successful Senate confirmation as U.S. Maritime Administrator. “Administrator Jaenichen has shown tremendous leadership in his role as Acting Administrator and AWO members are very pleased that he has been confirmed by the Senate to lead the Maritime Administration,” said Jennifer Carpenter, AWO’s Executive Vice President.
Gustav Reveals Gap in Marine Industry Preparations
According to the Gulf Intracoastal Canal Association, the Coast Guard, Corps of Engineers and inland barge industry have collaborated extensively since the 2005 hurricane season to better prepare for and respond to hurricane events along the Gulf Coast. Specifically, the collaboration produced a detailed, written protocol for storm preparation, communications and response efforts as they pertain to the marine industry, including rigid procedures for evacuating vessels in advance of a storm, or securing vessels in-place when evacuation is not feasible. The protocol proved effective during Hurricane Gustav, with the exception of isolated incidents inside the Inner Harbor Navigation Canal (IHNC).
Study Examines Economic Impact of US Waterways
A study unveiled today documents the contribution of the American tugboat, towboat and barge industry to the U.S. economy. AWO Hails DHS Subchapter M Approval
Regulations Now in Final Stage of Administration Review. The American Waterways Operators, the national trade association for the tugboat, towboat and barge industry, hailed the Department of Homeland Security’s approval of the U.S. Coast Guard’s rule to establish an inspection regime for towing vessels at 46 CFR Subchapter M. The Subchapter M rule is now under review at the White House Office of Management and Budget, which is the final stage in the Administration review process and typically takes about 90 days.
European Commission Drops European Inland Barge Investigation
Stolt-Nielsen Transportation Group ), a wholly-owned subsidiary of Stolt-Nielsen S.A. reported that the European Commission's Competition Directorate has informed SNTG that the Competition Directorate has closed its investigation into possible collusive behavior in the intra- European inland barge industry. The European Commission's investigation of possible collusive activities in respect of deep-sea parcel tanker operations continues to be ongoing. In February 2003, SNTG announced it had been granted conditional immunity from imposition of fines by the European Commission with respect to both the deep-sea parcel tanker and intra-European inland barge operations.

AWO Announces Record Low Oil Spills as Earth Day Approaches
As Earth Day approaches, the American Waterways Operators (AWO) announced that 2010 saw the lowest-ever recorded number of tank barge oil spills. The 2010 spill statistics newly released by the U.S. Coast Guard show that the American tugboat, towboat and barge industry had a record low of 75 spills and a record low volume of 919 gallons spilled. AWO is recognized as the industry’s safety leader, with its members required to comply with the AWO-developed Responsible Carrier Program, a safety management system that mandates operational audits every three years. The Oil Pollution Act of 1990 (OPA 90) has successfully helped the industry to put in place safeguards that have dramatically improved the industry’s safety record.
NY & NJ Holds Waterfront Conference
On May 15, the Municipal Waterfront Alliance sponsored its second port-wide waterfront conference focused on the legal, environmental, infrastructure, redevelopment, commercial, transportation and economic issues facing the Port of New York & New Jersey. The conference took place in the Hoboken Terminal in New Jersey and the World Financial Center in New York City -- a short water taxi ride for the participants. The conference was attended by approximately 500 people, including 60 federal, state and local government representatives and stakeholders in the future redevelopment of the port complex. ACL Selected to Serve on the IWUB
American Commercial Lines (ACL) has been selected to serve as a representative on the Inland Waterways Users Board (IWUB), an advisory board established to monitor the Inland Waterways Trust Fund (Fund) and make recommendations to the Army Corps of Engineers and to Congress on investment priorities using resources from the Fund. Comprised of representatives of the barge transportation industry and the customers it serves, the IWUB provides input to help identify and prioritize investment in inland navigation infrastructure.

Frank Morton Elected AWO Chairman

Horizon Delivers 4th 74’ Towboat for Canal Barge Co.
Horizon Shipbuilding, Inc., Bayou La Batre, AL, has delivered the fourth in a series of 74’ towboats to Canal Barge Company, Inc. of New Orleans, LA. The Jane Merrick is 74’ long with a 32’6” beam and an 8’6” draft. Designed by Marine Design, Inc. of Gulf Breeze, Florida, the vessel is capable of pushing fully loaded fuel barges at 10 knots. Its 2000 horsepower is provided by Cummins K38M, tier II 12 cylinder marine propulsion engines, and drives 74” Kahlenberg propellers through Reintjes WAF 562 reduction gears. There are comfortable accommodations for six personnel plus the Captain.

AWO will be calling on congress April 17, 2013, during their 'Barge-In', an annual event that will bring over 100 vessel owners and operators together to advocate for the industry’s legislative priorities. AWO members will be holding more than 130 meetings with their Senators and Representatives. Among the group’s top priorities is securing bipartisan support for needed improvements to the nation’s waterways infrastructure, chiefly passage in this Congress of a Water Resources Development Act with a strong waterways infrastructure component.
Virginia Passes Bill to Ban Solid Waste Barges
The 1999 session of the Commonwealth of Virginia's General Assembly passed legislation prohibiting the transportation of solid waste on the Commonwealth's navigable waterways. State Senator William T. Bolling (R) introduced Senate Bill 1308 in response to the volume of solid waste transported to Virginia for disposal, as well as the possibility that New York City will seek to increase this volume because existing city landfills are scheduled to close by 2001. Senate Bill 1308 and House Bill 2556 will be referred to a committee to reconcile their different definitions of "non-hazardous solid waste" and the specific waterways in the legislation. Once reconciled, it is anticipated Governor James Gilmore (R) will sign the legislation into law.

EMMF Warns on Challenge Facing Bunker Barge Industry
ExxonMobil Marine Fuels (EMMF) has warned that the bunker barge industry faces a stiff challenge in the near term to carry out fleet renewals and operator training. an in-depth look at bunker vessel availability on a global basis in early 2000, and found that seventy percent of worldwide bunker tonnage was more than 25 years old. "but it seems inevitable that quality bunker suppliers will eventually be forced to move away from the use of older vessels. "Barge operators who react quickly and invest in new vessels could reap the rewards of the enhanced freight rates that new vessels should attract. A quality bunker supplier could employ its own bunker barge fleet in key locations.
