Huntington Ingalls Industries (HII) announced that Adm. Kirkland H. Donald, U.S. Navy (Ret.), has been elected to its Board of Directors, effective Jan. 1, 2017. Donald retired from the U.S. Navy in 2013 after 37 years of service. In his last assignment as the director, Naval Nuclear Propulsion, he was responsible for the safe and effective operation of the Navy’s nuclear propulsion program, which today includes all submarines and aircraft carriers. After retiring from the Navy, Donald joined Systems Planning and Analysis, Inc.

The US Navy released updates to the Special Duty Assignment Pay (SDAP) for eligible enlisted Sailors in NAVADMIN 120/16, May 25. The SDAP program enhances the Navy's ability to size, shape and stabilize the force by encouraging qualified Sailors to serve in designated Special Duty Assignments (SDAs) for a monetary incentive ranging from $75 to $450 a month. Changes to the program update will redistribute SDAP resources to help ensure Navy's priorities are being addressed. The NAVADMIN includes additions to SDAP eligibility for: Afloat Training Group Instructions at level SD-1 ($75 per month); Navy Military Training Instructors at level SD-2 ($150 per month); and Nimitz class reactor department conventional Sailors at level SD-1 ($75 per month).

The Navy kicked off a new program Oct. 5, designed to give high performing officers and Sailors experience at large corporations for approximately one year. Three participants began work today with Amazon in Seattle, Washington, and two with FedEx, in Memphis, Tennessee, as part of program's first cohort. As Secretary of the Navy Ray Mabus first announced in his May 2015 speech at the Naval Academy, this program is designed give our Sailors exposure to leading-edge business practices, techniques, and technologies with the competitiveness of the corporate business cycle. "This program is a win-win for both the Navy and corporate America," said Chief of Naval Personnel, Vice Adm. Bill Moran. "We need Sailors in our Navy who think differently and aren't afraid to challenge the status quo.

Chief of Naval Personnel (CNP) Vice Adm. Bill Moran visited Naval Special Warfare (NSW) Sailors during an all hands call on Joint Expeditionary Base Little Creek-Fort Story, Oct. 21. Moran discussed a variety of topics, including enlisted retention boards, retirement, and compensation. "I don't often get to see and talk with NSW Sailors for a lot of reasons, mostly because you're always deployed," Moran said. One of the topics Moran addressed was Sailors' concerns about the possibility of another enlisted retention board (ERB). The ERB was a manpower reduction tool that resulted in a force reduction of nearly 3,000 Sailors in 2011. Moran said, "We didn't do a very good job communicating about the ERB and the program was not executed very well.

Sealift Logistics Command Pacific, the San Diego-based U.S. Navy command responsible for operational control of Military Sealift Command ships in the Eastern Pacific, changed command during a ceremony on board fleet replenishment oiler USNS Guadalupe at Naval Station San Diego. SEALOGPAC outgoing commander, Capt. David L. Kiehl, was relieved by Capt. Jerome Hamel during the ceremony. Since assuming command of SEALOGPAC in 2007, Kiehl has overseen a wide range of operations and exercises within the command's area of responsibility, including the deployment of hospital ship USNS Mercy in support of the 2008 Pacific Partnership humanitarian mission, a 2008 Joint Logistics Over the Shore exercise and the 2008 Rim of the Pacific exercise.
