The Domino Theory was the Cold War concept that if communism obtained a foothold in a region – say Vietnam in Southeast Asia – other countries would soon fall like a perfectly aligned row of dominoes to communism (e.g., Cambodia and Laos). Whether one supports the theory or not, it has at least one strong point: it was a simple story to tell. It feels like California has adopted its own version of the Domino Theory: if California pushes the regulatory envelope for zero emissions, other states and countries will certainly adopt similar strategies.

Port of Long Beach Achieves Record Pollution Reductions
The Port of Long Beach notched clean air records in its latest study of air pollution emissions, including an 88 percent reduction in diesel particulate matter, continuing more than a decade of air quality improvements. The first phase of the zero-emissions Long Beach Container Terminal opened on Pier E in 2016, helping to drive down the air pollution tallied in the Port’s annual Emissions Inventory, which was completed this week. The Port has been monitoring its progress in air quality improvements since 2005.

Transportation electrification (TE) is starting to impact California like no other state, maybe unlike any other place in the world. Essentially, and eventually, TE depends on replacing gasoline and diesel engines with renewably generated electric power. This could include just about every car, truck, fork lift, drayage vehicle, train and ship in California. For the freight industry, including the maritime sector, TE presents complex challenges. In recent months, CA has started wrestling with “heavy-duty” freight transportation electrification.
EPA Grant for Port of LA
The Port of Los Angeles has received an $800,000 grant from the U.S. Environmental Protection Agency (EPA) to deploy green commercial equipment for moving cargo. The award will pay between 25 to 40 percent of the cost to replace and upgrade 18 pieces of yard equipment at two Los Angeles container terminals, with the full complement due to be in service by fall 2018. Two terminal operators, APM Terminals Pacific Ltd. and TraPac LLC, are funding the lion’s share of the $3 million project.

2015 Congestion Affected Long Beach Port's Air Quality
Pollution around the Port of Long Beach has been dramatically cut over the last decade, however, according to the latest study, lingering effects from ships at anchor in early 2015 impacted air quality last year. The 2015 annual inventory of port-related air emissions, conducted by an independent consultant, found the Port’s aggressive actions to curtail pollution have decreased diesel particulate matter by 84 percent since 2005, a slight decrease from the 85 percent reduction reported in 2014. Sulfur oxides were 97 percent lower, the same level reported in 2014.

Whale-watching Catamaran Repowered by Volvo Penta
When it came time to replace the old engines in his whale-watching vessel, Capt. Joe Nazar chose Volvo Penta and has enjoyed the benefits of improved fuel efficiency, lower emissions, reduced noise levels and better performance ever since. Nazar’s 64-ft. catamaran, Kitty Kat, was retrofitted with a pair of Volvo Penta D11 625 diesel engines in April, replacing the existing 12-liter Tier 2 engines. The installation was performed at Bay Marine Boatworks in collaboration with Helmut’s Marine Service, an authorized Volvo Penta Power Center in San Francisco.
California Fines Shipper for Clean Air Violations
The California Air Resources Board has fined the China Navigation Co. Pte. Ltd. $129,500 for failure to switch its engines over from heavy diesel bunker fuel to cleaner, low-sulfur fuel when close to the California coast, as required by state law. CARB’s Ocean-Going Vessel Fuel regulation is a critical part of California’s plan to attain air quality standards in Southern California and across the state. On December 28, 2012, an ARB inspector found that the vessel Chenan, managed by the China Navigation Co. Pte. Ltd., operated within Regulated California Waters (i.e. 24 miles or less from the coast) on noncompliant heavy fuel oil on 12 separate days (four voyages) between August 5 and December 28, 2012, while en route to and departing from the Port of Los Angeles.

Long Beach Port Improves Air Quality
The Port of Long Beach has surpassed every air pollution reduction milestone set for 2014 by the landmark San Pedro Bay Ports Clean Air Action Plan, according to an analysis released today. An annual, comprehensive inventory of port-related air pollution emissions in 2014 found the Port’s efforts to reduce pollution have cut diesel particulates by 85 percent since 2005, surpassing the CAAP goal for 2014 of a 72 percent reduction. In addition to the drop in diesel emissions, smog-forming nitrogen oxides and sulfur oxides have dropped 50 percent and 97 percent respectively.
Preventing Loss of Propulsion After Fuel Switch to Low Sulfur Distillate Fuel
The International Convention for the Prevention of Pollution from Ships (MARPOL) ANNEX VI Regulation 14 requires ships with Marine Compression-Ignition Engines at or Above 30 Liters per Cylinder use fuel with sulfur content less than 0.1%, after 01 January 2015 within the Baltic Sea area – as defined in Annex I of MARPOL, North Sea area – as defined in Annex V of MARPOL; within 200 miles of the North American area and when operating in the United States Caribbean Sea area – as defined in Appendix VII of Annex VI of MARPOL.
California Okays Ship Emissions Capturing System
Clean Air Engineering-Maritime (CAEM)'s emissions treatment system for ocean-going vessels has been approved by the California Air Resources Board, giving operators of container vessels a second option for complying with the state’s strict emissions requirements for vessels at berth. Technology, developed at the port of Los Angeles, captures 90% of 'at-berth' emissions. CAEM announced it has received CARB approval for the first commercially ready ship emissions capturing system called the Maritime Emissions Treatment System (METS). The METS-1 is CAEM’s first-generation system.
Ship Manager Fined for Emissions Regulations Breach
A ship management company has been fined $283,500 in connection with a breach of clean air regulations in the United States, the International Transport Intermediaries Club (ITIC) has confirmed. ITIC reports that an inspector of the California Air Resources Board, the clean air agency of the state of California, boarded a ship in July 2011 at a terminal in Los Angeles. The chief engineer was asked if he was aware of the revised 2009 California clean air regulations which required vessels to switch main engine, auxiliary engines and auxiliary boilers to low-sulphur fuel when in California-regulated waters. The chief engineer said he was only aware of the requirement to switch auxiliary engines to low-sulphur fuel in accordance with regulations effective from January 1, 2007.
California Fines 4 Shipping Firms
The California Air Resources Board has fined four shipping companies a combined $146,719 for failing to switch from dirty diesel “bunker” fuel to cleaner, low-sulfur marine distillate fuel upon entering Regulated California Waters – within 24 nautical miles of the California coast. “State anti-pollution laws require shippers to do their part to protect air quality,” said ARB Enforcement Chief Jim Ryden. “Shippers who comply are helping to protect the health of those who live, work, and go to schools near ports and shipping lanes. Many Californians don’t realize that diesel soot and other pollutants can also travel far inland to impact communities nowhere near the sea.

Volvo Penta Debuts New Marine Engines
Volvo Penta today introduced the first two models of its next-generation sterndrive marine gasoline engines. The new 4.3-liter catalyzed V6 engines, rated at 200 and 240 horsepower, will supplement Volvo Penta’s current V6 product line. They debuted at the Marine Dealers Conference & Expo (MDCE) in Orlando, Fla., Nov. 16-19. Volvo Penta will roll out the complete new family of next-generation V6 and V8 gasoline sterndrive engines during 2015 and 2016, expanding on the V8-380 introduced by Volvo Penta in 2012.
Air Pollution Continues Decline at Port of Long Beach
Diesel air pollution from ships, trucks, trains and other big machines at the Port of Long Beach has declined by 82 percent since 2005, a comprehensive air quality analysis has found. The report – which focuses on 2013 – shows seven straight years of steadily declining air pollution from goods movement in the harbor area. Compared to emissions levels in 2005 — when the port adopted its Green Port Policy — all of the key air pollutants from port-related sources have declined in 2013.
