Editor's Note

I find the great thing in this world is not so much where we stand, as in what direction we are moving. Never remiss to incorporate wisdom of the ages for the editorial good, I found this quote — from Oliver Wendell Holmes, The Autocrat of the Breakfast Table, 1858 — hanging handily on the wall of my colleague, Charles Keil, on a recent visit to our office in Florida. It concisely summarizes not only the editorial content of this edition, but the various forces that have helped to shape the direction of the maritime industry today. Often erroneously regarded as “set in its ways,” the marine market is in the midst of dynamic changes that touch its very core.

FERC Accepts Kinder Morgan's Application

Liquefied Natural Gas Limited (LNGL) informs that the US   Federal Energy Regulatory Commission (FERC) has accepted Kinder Morgan  Louisiana Pipeline LLC’s (KMLP) application pursuant to Section 7(c) of the Natural Gas Act for the Lake Charles  Expansion  Project,  establishing  1  August  2014  as the  deadline  by  which  interested parties must formally intervene and/or submit comments on the filing. Dynamic Oil Appoints New Bunker Trader

Dynamic Oil Trading, a global trading company for marine fuels and lubricants, appointed Charles Dai as a Bunker Trader. The appointment further strengthens Dynamic Oil Trading's position within the market and adds experience to its team of marine fuel traders. Charles Dai joins Dynamic Oil Trading having previously worked for Chimbusco Pan Nation and Conmark Bunker. French Carrier De Gaulle Docks At Port Of Toulon

France's nuclear-powered aircraft carrier Charles de Gaulle docked for the first time at its permanent base, the Mediterranean port of Toulon, on Wednesday. Three navy frigates and hundreds of yachts escorted the 42,000-ton vessel into port as it joined the rest of the French fleet. The Charles de Gaulle, which has 200 women among its 2,000 crew, is to leave in three weeks on its first long cruise. Carrying up to 40 planes, it replaces France's last surviving aircraft carrier, the 41-year-old Foch, which has been sold to Brazil. The Charles de Gaulle had left this past Saturday the port of Brest - where it was built over 13 years. France is expected to decide before the end of the year whether to build a sister ship to the Charles de Gaulle.

FERC Approves Lake Charles LNG Project

The U.S. Federal Energy Regulatory Commission (FERC) has granted approval for the Lake Charles LNG export project, which will see the construction and operation of a natural gas liquefaction and export facility in Lake Charles, La. With FERC approval, the Lake Charles LNG project has now received the key remaining regulatory consent, according to BG Group, who is developing the project with Energy Transfer Equity LP and Energy Transfer Partners, L.P. The project has conditional authorization from the U.S. Department of Energy for the export of up to 2 billion cubic feet of natural gas per day or approximately 15 million metric tons of LNG per annum. Energy Transfer owns an existing LNG regasification facility in Lake Charles, which will be converted to a liquefaction facility.

DOE Authorizes Third Proposed Facility to Export LNG

The Energy Department announced it has conditionally authorized Lake Charles Exports, LLC (Lake Charles) to export domestically produced liquefied natural gas (LNG) to countries that do not have a Free Trade Agreement (FTA) with the United States from the Lake Charles Terminal in Lake Charles, Louisiana. Lake Charles previously received approval to export LNG from this facility to FTA countries on July 22, 2011. Subject to environmental review and final regulatory approval, the facility is conditionally authorized to export at a rate of up to 2 billion cubic feet of natural gas a day (Bcf/d) for a period of 20 years. USCG Repatriates 86 Migrants

Coast Guard crews aboard the Coast Guard Cutter Charles David Jr. and the Coast Guard Cutter Valiant repatriated 86 migrants illegally migrating from Cuba and Haiti. These repatriations are a result of five separate interdictions of people attempting to illegally migrate to the United States through the Florida Straits stemming back to Sunday. On Aug. 21, the crew of the Coast Guard Cutter William Flores interdicted 24 Haitian migrants (12 males, nine females, three infants) north of Grand Bahamas Island, Bahamas.

Port of Lake Charles Terminal Expansion Gains $10m

Sen. U.S. Senator Mary L. Landrieu, D-La., a Senior member of the Senate Appropriations Committee, today announced a $10 million grant for the Port of Lake Charles through the Transportation Investment Generating Economic Recovery, or TIGER Grant Program. Today’s grant will expand the Port’s Bulk Terminal. In April, Sen. Landrieu wrote a letter in support of funding the Port of Lake Charles. Today’s grant will create 1,500 construction jobs and 200 permanent jobs at the Port. As a member of the Senate Appropriations Committee, Sen. Landrieu helped to secure $600 million in the FY14 Appropriations Act for the TIGER discretionary grant program despite strong opposition from the House of Representatives, which completely eliminated funding for this program.

Coast Guard Rescues Three from Sinking Tug

A boat crew from Coast Guard Station Port O'Connor rescued three men off the sinking tug, Charles Alfred, May 27 in San Antonio Bay, approximately six miles south of Seadrift, Texas.The crew of the Charles Alfred contacted the Coast Guard at 9:25 p.m. and reported that they were sinking. Two boat crews from Station Port O'Connor, Texas, and a helicopter crew from Air Station Corpus Christi, Texas, responded. The three crewmembers were safely rescued from the tug and taken to Station Port O'Conner.The Charles Alfred was towing a barge, carrying 9,700 barrels of cyclohexane, alongside when it began to sink. The barge is keeping the tug from completely sinking. Both are in shallow water and are not blocking any ship traffic.

The Coast Guard rescued two men Sunday from a 19-foot skiff aground and taking on water in Cape Charles. Coast Guard watchstanders were notified Sunday at 5:15 p.m. of a 19-foot skiff aground and taking on water with a 31-year-old man and a 51-year-old man aboard. A 25-foot Response Boat-Small crew launched from Coast Guard Station Cape Charles and arrived on scene at 5:39 p.m. The RB-S crew rescued the two men and transported them back to Station Cape Charles, where EMS personnel were waiting. The men were then driven back to their vehicle.

Sunken Drydock Removed From Ship Channel

The U.S. Coast Guard has removed the sunken drydock that has been blocking the Lake Charles, Louisiana, ship channel to large crude oil tankers, a spokesman said. "All sections of the sunken drydock have been removed from the Calcasieu River," the spokesman said. "The Army Corps of Engineers is conducting surveys to determine the need for additional dredging to return the channel to its project depth," he added. Until complete restoration of the channel, the Lake Charles pilots will be evaluating the navigable channel to determine beam and draft restrictions for safe passage, it added. The sunken dry dock had since mid-June stopped crude tankers getting to Conoco Inc.'s 243,000 bpd Lake Charles plant and Venezuelan-owned Citgo Corp.'s 310,000 bpd plant.

Ship Channel Set To Open Saturday

The U.S. Coast Guard will attempt to reopen the Lake Charles, Louisiana, ship channel to all ships including large crude oil tankers on Saturday, a spokesman said. The Coast Guard will attempt to refloat the sunken dry dock that has since mid-June stopped crude tankers getting to two big Gulf Coast refineries served by the channel. An initial refloat attempt was set for July 3, but work was delayed by mechanical problems. All shipping will be stopped through the channel early on Saturday morning to allow work to go ahead. Currently large crude vessels still cannot get to Conoco Inc.'s 243,000 bpd Lake Charles plant and Citgo Corp.'s 310,000 bpd plant, the spokesman said.

The Coast Guard medevaced a 46-year-old man Monday from a 968-foot bulk carrier while the ship was anchored near Cape Charles. The ship's agent of the KM Osaka contacted Coast Guard Sector Hampton Roads watchstanders at approximately 6:45 p.m. reporting a man broke his arm and requested a medevac. Sector Hampton Roads watchstanders diverted a crew aboard a 45-foot Response Boat - Medium from Coast Guard Station Cape Charles to assist. Work will start on Wednesday and take three to four weeks. US, French Navies Conclude Combined Operations

Harry S. Truman Carrier Strike Group (HST CSG) and French Navy Task Force 473 concluded five weeks of combined carrier strike group operations in the U.S. 5th Fleet Area of Responsibility (AOR) Feb 2. The two strike groups began conducting integrated operations Dec. 26 in the Gulf of Oman and have operated together in the northern Arabian Sea and the Arabian Gulf to enhance regional maritime security and stability. Ships participating in the combined operations included USS Harry S.

XANTREX Powers Restored 1841 Whaling Ship

When the 172-year old tall ship Charles W. Morgan sets out on its historic 38th voyage on June 14, it will benefit from safety enhancements that were unheard of at the time of its construction – including a pair of Xantrex Freedom SW 24V - 3000W/75A inverter/chargers that deliver a full 6,000 watts of continuous electrical power. Built in 1841, the Charles W. Morgan is the last of an American whaling fleet that once numbered more than 2,700 vessels. Over an 80-year whaling career, it embarked on 37 voyages, most lasting three years or more. Retired in 1921, the ship was used as a set for two Hollywood films (Down to the Sea in Ships, starring a young Clara Bow, and Java Head, with Ralph Richardson and Anna Mae Wong).

Sunken Drydock Blocks Shipping Channel

A Louisiana shipping channel used to supply crude oil to two big Gulf coast refineries has reopened to most ships but very large vessels may still not be able to get through, the U.S. Coast Guard reported on Monday. A sunken drydock has been blocking the shipping channel in the Calcasieu River, just north of the Intracoastal Waterway, since Tuesday, preventing deepdraft vessels, such as crude oil tankers, from passing through the area. BG, Energy Transfer get Nod for Lake Charles LNG

BG Group and Energy Transfer Partners have gained approval from the U.S. energy regulator for their liquefied natural gas (LNG) production and export plant in Lake Charles, Louisiana, the companies said. The go-ahead is a key milestone for the project, one of an array of planned U.S. LNG export plants set to bring shale gas to gas-hungry consumers across the globe. The partners said they would take a final investment decision on the project, expected to export around 15 million metric tonnes of LNG a year, in 2016 and that first LNG exports from the plant could follow four years after construction starts.
