Dangers of Chemical Cargo Misdescription

The London P&I Club reported that one of its members recently suffered an onboard fire as a result of the wilful misdescription by shippers of a chemical cargo. London P&I warns that there is a danger of further such incidents occurring, given the nature of modern transport logistics. The cargo involved was calcium hypochlorite, a chemical in widespread use throughout the world, most commonly in the treatment and purification of water, and which has some inherent properties which can make it extremely dangerous. For example, if it becomes too hot, or contaminated with impurities, a reaction may set in, leading to fire or explosion. Several such incidents occurred in the late 1990s, some involving explosions in onboard containers which resulted in extensive damage to large oceangoing ships.

From Canines to Liquefied Natural Gas

For the past several years, maritime security has been on everyone's mind. From the halls of Congress to the longshoremen working the midnight shift, the threat of a possible terrorist attack on the maritime interests of the United States and dealing with new security requirements have kept this topic on the front burner. While most in the maritime industry are relatively aware of the legislation that has been promulgated since the terrorist attacks of September 11, 2001, new evolving legislation continues to be implemented. In this regard, the most recent legislation that addresses the continuing implementation of the maritime security regime is the Coast Guard Authorization Act of 2008, HR 2830 (the "Bill").

USCG Authorization: Provisions of interest

U.S. Coast Guard photo by PAC Tom Sperduto

The bill includes a major (and lengthy) title devoted to ballast water treatment. This would, if enacted, make it a national goal that, by 2015, ballast water when discharged into waters of the United States will contain no living (viable) organisms. This would constitute a ridiculously high standard and would be virtually impossible to test for. Ships would be required to have ballast water management plans approved by the US Coast Guard, but the agency would be given sufficient…

Transas Equips New Ice-breaker

The ceremony to launch the new ice-breaker “Fesko Sakhalin” for Far Eastern Shipping Company (FESCO).built at the Finnish shipyard Aker Finnyards took place in May. A unique technical feature of this vessel is the absence of a helm. It is replaced by propellers (AZIPOD), which rotate 360 degrees; this enables the vessel to hold position without anchors, to move through ice in either direction, to approach an oil platform in stormy weather by means of laser placing. The vessel is also equipped with the latest navigation and communication systems supplied by Transas Ltd. The main task of “Fesko Sakhalin” is to provide an all-year-round service, preventing accidents on drilling platforms at Sakhalin shelf, as well as transportation of dry, liquid and chemical cargo, pallets and containers.

Tank Tests

The Salvage Association (SA) said last week that it has pinpointed phosphoric acid as another chemical cargo causing some anxiety to marine underwriters, following the controversy surrounding the carriage of calcium hypochlorite chemical cargoes in containers. The SA said in a statement its Singapore office has been involved in two cases where stainless steel tanks in chemical tankers have been attacked by the acid, leaving large black stains on the surface and in the worst case, pitting and grain boundary attack. The structural strength of the tanks is not affected but it is detrimental to other sensitive cargoes, and its unsightly appearance means the vessel could be rejected by cargo surveyors.
