Divers to Try to Locate Oil Spill Source in U.S. Gulf of Mexico

Owner & Operators are faced with daily challenges to continually sustain and build their businesses. As with any new regulation, there is a period of learn-ing and, even more so, interpretation by industry and by those enforcing regulations. BSEE Evaluates Oil Spill Response Exercise

Engineers and analysts from the Bureau of Safety and Environmental Enforcement's (BSEE) Gulf of Mexico and Alaska Regions recently evaluated Spill Response Operations Training and Equipment Verification exercises conducted by the Tennessee Gas Pipeline Company and its oil spill removal contractor at the Port of Morgan City, La. These exercises are required periodically to test spill response team training and resource availability, as part of each operator’s Oil Spill Response Plan.

Wärtsilä Signs Harvey Gulf OSV Maintenance Agreement

Wärtsilä says it has signed a long-term Technical Management Agreement with Harvey Gulf International Marine LLC (Harvey Gulf). This five-year agreement covers Condition Based Maintenance & Dynamic Maintenance Planning for 8 offshore supply and multi-purpose support vessels – 6 liquefied natural gas (LNG) fuelled platform supply vessels and 2 offshore construction vessels powered by diesel fuel. The signed agreement ensures ideal running conditions and optimized maintenance for Harvey Gulf’s new vessels. It ensures that their engines – 18 Wärtsilä 34 dual-fuel engines and eight Wärtsilä 32 engines – always run at the optimal level, with optimized fuel economy and maintenance costs. Technical management is based on continuous condition monitoring data and periodical inspections.

SCAA Supports International Oil Spill Conference

As the Voice of Spill Response Professionals, the Spill Control Association of America (SCAA) is supporting and assisting with the planning and coordination of IOSC 2014 on May 5-8 in Savannah, Ga. SCAA encouraged all members to attend IOSC, submit technical papers, volunteer as technical paper review team members and demonstrate equipment technologies. The centerpiece of SCAA's support during this year's Conference is working with the U.S. Coast Guard IOSC Program Planning Committee and Bureau of Safety and Environmental Enforcement (BSEE) to develop and facilitate the On-Water and Aerial Technology Demonstration schedule for 5 p.m. on May 7.

Risk Breakers: Craig Perciavalle President, Austal USA

The recently announced promotion of Craig Perciavalle to President, Austal USA was a logical one. At Austal since 2007, he moves up after serving as Senior Vice President of Operations. Significantly, he oversaw Austal’s transition from a conventional commercial shipyard to an efficient, modular manufacturer that has improved its metrics and economy of scale with each new hull. Eventually, that could mean commercial, series build contracts – something Austal USA has already proven it can do. In a domestic shipbuilding market that is fraught with worries about sequester, reduced defense spending and other federal budgetary concerns, Perciavalle takes the helm at a time when Austal’s risk must be managed and bets hedged against any eventuality.

Harvey Gulf Inks LNG OSV Contracts

Harvey Gulf signs contracts to buld two additonal U.S. flag LNG-powerd vessels. Harvey Gulf International Marine ordered two additional 302’ X 64’, Dual Fuel Offshore Supply Vessels, bringing its total order to four. The contract signed today with Trinity Offshore is a follow on to the first two vessel order placed in October of 2011. Trinity will build all four vessels at their Gulfport, MS shipyard where the first Harvey Gulf LNG Powered Vessel hull fabrication was started last week.

Trinity Offshore to Build Very Shallow Multi–System Skimmer

Trinity Offshore, LLC announced that they have signed a contract to build one 56-ft by 14-ft MKII Very Shallow Multi-System Skimmer (VSMSS) with Clean Gulf Associates of New Orleans, La. Clean Gulf Associates, one of the largest oil spill response cooperative in North America, will operate the vessel to provide marine service and environmental clean up along the Gulf Coast to its member companies. Designed by Trinity’s in house engineering department, this revolutionary multi-purpose shallow draft skimmer is designed to travel at speeds exceeding 25 MPH, carry two three-ft wide bow mounted belt skimmer systems and store up to 249 BBLs of recovered product. Upon delivery she will be USCG certified to carry Grade D cargo.

NOIA Member Deepwater Horizon Response

As BP, the National Response Team, and an army of volunteers respond to the Deepwater Horizon incident in the Gulf of Mexico, NOIA member companies are lending their resources in an unprecedented cooperative effort to stop the flow of oil and prevent further damage to the environment. These resources include land-based and offshore facilities, aircraft, marine vessels, remotely operated vehicles (ROVs), a containment dome, subsea tooling, subsea video, dispersant, personnel, and technical expertise on suction systems, blowout preventers, dispersant injection, well construction, containment options, subsea wells, environmental science, emergency response, spill assistance, well intervention, and drilling and well competence.

Clean Gulf 2001 Set For Mobile

Rozema Delivers Pair of Boats to CGA

Rozema Boat Works has delivered a pair of 46-ft. boats to Clean Gulf Associates of New Orleans, identical to another built for CGA in 1998. The boats, Bastian Bay and Grand Bay, are based in Houma and Venice, La. The boats are 46 ft., with a beam of 16 ft. and a draft of 4 ft. 2 in. Each is powered by twin CAT 3196 diesels rated at 660 hp, driving 34 x 42 in. props through Twin Disc 5114-IV reduction/reversing gears for a response speed of 28 knots and a loaded speed of 19 knots. The Clean Gulf boats feature LORI brush skimming systems on both the port and starboard sides, a Desmi DOP 160 offload pump, a built-in dispersant system, a 2,000-lb. capacity mast and boom, and a 65-barrel recovered-oil tank. Each carries 950 gallons of fuel and 100 gallons of water.

Coast Guard Responds to Oil Spill

The U.S. approximately 60 miles south of Venice, Louisiana. The spill of crude oil was discovered around and resulted in a two mile by eight mile heavy sheen. pipeline coming from the well owned by Boise de Arc of Houston, TX. source of the spill was secured and it is believed that no additional oil is being discharged. Clean up efforts continue. impacts and prevent the oil from reaching shore. An investigation into the exact cause of the spill is underway.

MSRC And CGA Lengthen Management Agreement

The Marine Spill Response Corporation (MSRC) and Clean Gulf Associates (CGA) have extended their Management Agreement for an additional five years, through 2005. The agreement, which was established in 1997, provides for MSRC to maintain and store CFA response equipment, in addition to deploying the company's response equipment in the event of a member spill.
