Supply chain issues tied to liner shipping have been front page news throughout 2021; just about everyone agrees that there’s a problem. The underlying cause is right out of Economics 101: a surge in demand for moving containerized cargo, in the face of “inelastic” throughput capacity (which includes vessels and their landside interfaces to surface transportation, trucks and rail) that could not handle the swell, attributable to re-stocking of containerized cargo as economic activity recovered from the pandemic induced jolts.

An interview with Ian Sage, director for marine operations, NATO Center for Maritime Research and Experimentation, La Spezia, Italy.NATO’s 3,100-ton, 305-foot research vessel NRV Alliance has been a leading platform for underwater acoustics research to the benefit of NATO navies. The ship operated with a civilian crew under the German flag for many years for the NATO SACLANT Center, later renamed the NATO Undersea Research Center, and now known as the NATO Center for Maritime Research and Experimentation. Now Alliance flies a new flag, and has a broader mission.

Conventional surveillance technologies cannot easily help to detect fast boats, which generally have small radar signatures and do not carry automatic identification systems (AIS). On 9-10 July 2015, at the Portuguese Navy Base of Alfeite (Almada) in Lisbon, 24 Project Partners from 9 countries demonstrated the ICARUS (Integrated Components for Assisted Rescue and Unmanned Search Operations) system, as final step of the ICARUS European project (http://www.fp7-icarus.eu/) funded by the European Commission under the Seventh Framework Programme for Research and Innovation (FP7). Started in 2012, ICARUS has been devoted to develop advanced robotic platforms, which can support crisis intervention teams in detecting, locating and rescuing humans in danger, in maritime and land disaster scenarios.Unmanned Search and Rescue (SAR) devices offer valuable tools for saving human lives and for speeding up the SAR process.

The ICARUS European project aims to develop robotic tools to assist crisis intervention teams. Playing a role in developing the maritime component of this project was NATO Center for Maritime Research and Experimentation (CMRE), whose assistance including enhanced autonomy and integration between Unmanned Surface Vehicles and Unmanned Aerial Vehicles. CMRE participates in the annual NATO-led Coalition Warrior Interoperability eXploration, eXperimentation, eXamination, eXercise (CWIX), ongoing at the Joint Force Training Center (JFTC) in Bydgoszcz (Poland). From June 9-25, 2015, NATO STO CMRE (Center for Maritime Research and Experimentation) scientists and engineers are at the Joint Force Training Center (JFTC) in Bydgoszcz (Poland) to take part in the annual NATO-led Coalition Warrior Interoperability eXploration, eXperimentation, eXamination, eXercise (CWIX) for the third time in a row. This year CWIX hosts participants from 15 NATO and 4 Partnership for Peace (PfP) Nations working on system interoperability before operational use to improve the effectiveness of the Alliance.

On 13 March RAdm Hank Ort (Rtd), director of the NATO Centre for Maritime Research & Experimentation (CMRE) and Mr. Dino Nascetti, president of Promostudi foundation, signed a three-year framework agreement between the two entities. The protocol makes provision for joint innovation activities and research in the maritime environment with reciprocal exchange for educational and scientific purposes, both nationally and internationally. In particular, opportunities will be developed for cooperation in issues of common interest such as robotics, underwater acoustics, underwater systems, and more generally in systems engineering and ICT (information and communication technologies).

The Promostudi Foundation and the NATO Centre for Maritime Research & Experimentation (CMRE) today finalized a three-year maritime research and development agreement. From September 22 to October 13, 2014, the NATO Research Vessel Alliance is conducting the Multinational AutoNomy Experiment (MANEX ‘14) along the Ligurian coast to demonstrate the advantages of mapping the seabed using autonomous vehicles. Throughout the experiment, multiple autonomous underwater vehicles (AUVs) equipped with modern sensors relevant to NATO minehunting missions are being employed in the Ligurian Sea along the Italian coast between Framura and Bonassola to collect data that will allow NATO researchers to advance the area of seabed mapping using autonomous vehicles…

US Naval Surface Warfare Center with Office of Naval Research (ONR) &  academia, is participating in a multi-country, acoustic scattering experiment in the Gulf of Mexico until June 2013. The test event dubbed TREX is a Target Reverberation Experiment with the key objective to understand how undersea environments impact the acoustic signature of a target. The collected data will be compared to sophisticated, physic-based, propagation and target scattering models. TREX is also being referred to as Gulf of Mexico Exercise 2013, or GULFEX13.

The NATO Center for Maritime Research and Experimentation (CMRE), the Science and Technology Organization (STO) executive body in charge of scientific research and technology development in the maritime domain, showcased future solutions to address defense and security needs of the Alliance by using unmanned vehicles connected through the “Internet of Underwater Things.” It took place during the eighth meeting of STO Task Group IST-096 focused on maturity models, scenario definition and prototyping environments in cyber defense. An energy-efficient robotic vehicle debuts as a communications gateway of an experimental network developed by CMRE within the Proud Manta ‘13 framework. The Antisubmarine Warfare (ASW) Exercise Proud Manta ‘13 (POMA ‘13), which includes participating ships and aircraft from ten NATO nations, will be held from 23 February to 6 March off the coast of Sicily. As in 2012, the 2013 POMA includes again major scientific tests during the exercise: scientists from the NATO Center for Maritime Research and Experimentation (CMRE) are testing technologies and software that they have been developed for detection and tracking of submarines in the marine environment.

Owners of container ships for chartering, Costamare Inc., plans to offer 7,000,000 shares of its common stock. Members of the Konstantakopoulos family, who in the aggregate own a majority of the common stock of the Company, have indicated their intention to purchase up to 700,000 shares in the offering. Costamare Inc. (NYSE: CMRE)has reached agreements for the purchase and time charter of two secondhand vessels; time charter extensions for six existing vessels; and the disposal of two older vessels which the company agreed to sell for demolition. In addition, it finalized the financing arrangements for its Newbuilding Program. 1) the 6,724 TEU, 2003-built containership MSC Viviana (to be renamed MSC Messinia) for a purchase price of $60 million. 2) subject to final documentation, the 4,132 TEU, 2002-built MSC Ulsan for a purchase price of $30 million. The vessel is expected to be delivered within the first quarter of 2012 and immediately upon delivery it will commence a time charter with MSC for a duration of approximately 63 months, at a daily rate of $16,500.
