MMPAC October 2017 Meeting Set

The U.S. Coast Guard's National Maritime Center provides advice on the imapct to its missions in the wake of the Government Shutdown. This notice serves to notify the maritime industry that Government has officially shutdown. The National Maritime Center (NMC) is authorized to maintain a very small cadre of personnel to support National Security emergent issues. AWO Releases Best Practices on Mariner Credentialing

The American Waterways Operators (AWO), a 350-member trade association representing the nation’s tugboat, towboat and barge industry, has released recommended best practices to assist both companies and mariners in navigating the U.S. Coast Guard’s mariner credentialing and medical review process. AWO compiled the best practices based on feedback from industry members through its Working Group on Mariner Licensing and Medical Standards, as well as input from the Coast Guard’s National Maritime Center (NMC). Among the best practices suggested to companies, AWO recommends gaining familiarity with the Coast Guard credentialing process, designating a representative to interact with employees and the NMC, and offering to review a mariner’s application before it goes to the NMC.

FMTA Now Online With MTAD

Florida Maritime Training Academy has announced that they are now part of the U.S. Coast Guard's National Maritime Center's (NMC) Maritime Training and Assessment Data Program (MTAD) that was rolled out earlier this month. "We actually had the opportunity to help the USCG with testing by signing up late last year and enter data through the Homeport. Our last STCW Basic Safety Training class of 2011 had their course completing information at the NMC before they got home after the last day of class,” said Roberto Valletta, Director of Training at Florida Maritime.

Vocational Training Options Grow

Vocational training options continue to expand since the STCW 1995 rules put a crimp in the hawsepipe. The Pacific Maritime Institute’s (PMI) Workboat Academy has graduated its third class of mates. The State University New York (SUNY) Maritime College has opened a new two-year engineers program. Finally, Kirby’s training school continues to provide company employees with an in-house route to the wheelhouse. “We made the decision in 1995 that we weren’t going to be able to rely on other entities to provide training for our people,” said Patrick Kelly of Kirby Corporation.

USCG NMC Mariner Applicant E-Mail Service

The U.S. Coast Guard National Maritime Center located in Martinsburg, W.Va., launched a new service that will automatically send e-mail notifications to mariners informing them of their credential application status as it is being processed. "This new automated service will help maintain confidence among mariners that their application is being actively worked by the Coast Guard,” said Capt. David Stalfort, the commanding officer of the National Maritime Center. Mariners who provide an email address when submitting their merchant mariner credential application will receive an e-mail as their application progresses through the application process. The e-mail is automatically generated when an application and moves to the next stage of the process.

PVA President Testifies Before Congress

In testimony before Congress, PVA President Bill Clark told legislators that the Coast Guard’s centralized system for issuing merchant mariner credentials must be improved. Captain Clark, who is also co-owner and operator of South Ferry, Inc., of Shelter Island, N.Y. testified before the House Subcommittee on Coast Guard and Maritime Transportation on the subject of the Coast Guard’s National Maritime Center and Mariner Credentials. “PVA is aware of too many instances in which a mariner has been prevented from working because of credentialing processing delays,” said Captain Clark. •    Coast Guard credentials are essential for a mariner to be able to obtain a new job or to continue in an existing one. Delays threaten a mariner’s livelihood.

CG Opens Renewable Energy Center

The U.S. Coast Guard is scheduled to open its first Landfill Gas Renewable Energy Center on April 22, at the Coast Guard Yard, 2401 Hawkins Point Road, Baltimore, Md., as part of its Earth Day Celebration. "As America's Maritime Guardians, not only do we protect the environment through our operations, but we strive to protect the environment in the way we carry out our missions as an organization and as individuals," said Rear Adm. Thomas P. Ostebo, the Coast Guard’s Assistant Commandant for Engineering and Logistics and Environmental Executive. The Coast Guard is seeking to improve the environment by reducing its environmental footprint. Ten years ago the Coast Guard's environmental policies were focused on basic compliance and restoration.

Cal Maritime Security Officer Refresher Course

The U.S. Coast Guard National Maritime Center, through Det Norske Veritas, has approved a Vessel Security Officer (VSO) Refresher Course developed by The California Maritime Academy, a part of The California State University. The course, offered through Cal Maritime’s Sponsored Projects and Extended Learning (SPEL) Department, provides a refresher curriculum for maritime security personnel and is designed to facilitate the transition to the USCG mandatory training for Vessel Security Officers. Effective July 1, 2009 licensed mariners designated as Vessel or Ship Security officers will have to have either passed an approved Vessel Security Officer course, or taken an approved VSO Refresher course and either worked in the position of a VSO or have taken a VSO course.

CG to Reduce Credentialing Process Time

The U.S. Coast Guard announced ongoing actions to reduce processing time for mariner credentials. The National Maritime Center, the Coast Guard's new centralized mariner credentialing processing facility in Martinsburg, W.Va., consolidated the Mariner Licensing and Documentation program that was performed in the 17 Regional Examination Centers throughout the nation approximately one year ago. The NMC receives mariners applications and conducts detailed evaluations to ensure the mariners' meet applicable requirements for the credentials sought. All mariners are evaluated in three areas including a professional qualification evaluation, a safety and security evaluation, and a medical evaluation.

Qualifications for License as Mate on U.S. Towing Vessels

The U.S. Coast Guard National Maritime Center (NMC) has issued Policy Letter 07-02 entitled Qualifications for a License as Mate (Pilot) on Towing Vessels. Qualification for U.S. Deck and Engineering Ratings

The U.S. Coast Guard's National Maritime Center has issued a Policy Letter entitled Qualifications for Deck and Engineering Ratings. The letter clarifies requirements relating to qualification as an able seaman or as a watchstanding qualified member of the engineering department (QMED) and either an STCW certification as a rating forming part of a navigational watch (RFPNW) or an engineering watch (RFPEW).

USCG Issues Mariner Licensing and Documentation Performance Report

The US Coast Guard National Maritime Center (NMC) issued its Mariner Licensing and Documentation Performance Report for September 2007. The report shows a steady decrease in the number of credentials undergoing processing at any given time. USCG – Exams for Certain Deck and Engine Licenses

The US Coast Guard National Maritime Center (NMC) issued guidance regarding administration of examinations for certain deck and engine licenses. In order to accommodate provisions of the STCW Convention, various licensing examinations were changed effective 1 February 2002. Affected mariners already holding licenses, though, were allowed to utilize the old examination through 31 January 2007. That deadline has now been extended indefinitely. Source: HK Law

NMC Opens First Office in West Virginia

The Coast Guard National Maritime Center opened its first office in Martinsburg, W.Va., in support of its mariner licensing and documentation program restructuring and centralization project. The office will initially evaluate applications and issue credentials for mariners applying through New Orleans. The transfer of remaining divisions and functions from Arlington, Va. to the Martinsburg area will continue over the next year. When a permanent facility is completed during the summer of 2008, all evaluation and issuing functions will take place in Martinsburg as part of a project to improve customer service to mariners. MITAGS Holds STCW-95 Working Group

The STCW-95 Working Group held a conference at the Maritime Institute of Technology and Graduate Studies (MITAGS) on September 4-5, 2002. Attendees included a diverse group of Government, Regulatory and Commercial Industry representatives. This conference was a continuation of work completed at previous sessions in 2001 and 2002.
