The Liberian Maritime Administration is to introduce a proposal to the meeting of the IMO Marine Environmental Protection Committee (MEPC70) in London on 24 October to allow certain ships additional time beyond 2020 to install adequate ballast water management systems as required under the Ballast Water Management Convention, which comes into force in September 2017. The proposal, says Liberia, would ensure that enough adequate systems and sufficient dockyard space are available. With effect from 8 September, 2017, most oceangoing ships engaged in worldwide operations will be required to install a ballast water management (BWM) system approved in accordance with IMO guidelines.

The Liberian Registry has launched a new service enabling shipowners and managers to apply online for certification under the major international liability conventions. The Liberian Registry said delivery of Wreck Removal Convention certificates is now faster and more convenient for shipowners following the launch if its new online application system. The system was set up to expedite shipowners’ compliance with the requirements of the Nairobi International Convention on the Removal of Wrecks 2007 (WRC), which comes into force on April 14, 2015, requiring owners of vessels of 300 gt and above to carry a certificate as evidence of compliance that insurance or financial security is in place to cover their liability under the convention.

Liberia acceded to the Nairobi International Wreck Convention on the Removal of Wrecks, 2007, on January 8, 2015, and thus becomes the largest flag state party to the convention. The Nairobi Convention covers shipwrecks that could have a potential adverse effect on the safety of lives and property at sea, as well as the marine environment. When it enters into force on April 14, 2015, it will fill a gap in the existing international legal framework by providing the first set of uniform international rules aimed at ensuring the prompt and effective removal of wrecks.

The Liberian Maritime Authority has released the mandatory MLC Annual Report for 2013. This report confirms that Liberia’s approach to enforcement of the Maritime Labour Convention (MLC) 2006 has resulted in low deficiency rate for Liberian-flag ships, the group said. LISCR CEO Scott Bergeron says, “Liberia has consistently led the way on MLC. It was the first flag state to ratify MLC 2006 and has been tireless in applying its training and implementation procedures. Liberia’s first MLC Annual Report confirms this.

The Liberian International Ship & Corporate Registry (LISCR), the U.S.-based manager of the Liberian Registry, has appointed Robert Twell as general manager of its dedicated London office, in succession to Jonathan Spremulli. Robert Twell joins LISCR from CMA Ships UK Ltd/CMA CGM Group, where he was the Safety and Security Manager and DPA/CSO based in London. Prior to that he was with the National Sea Training Centre, a leading provider of maritime education and practical training, where he was Head of Department in Marine Studies and Fire Fighting.

Ninety-four percent of qualifying Liberian-flag ships have achieved successful Maritime Labour Convention 2006 compliance, just one week after the convention entered force, putting Liberia far ahead of any other international ship registry. MLC 2006 certification is a multi-step process. The first step involves the issuing of a Declaration of Maritime Labour Compliance (DMLC) Part 1 at the request of the owner. This is followed by the owner’s submission of DMLC Part 2 for approval.
