USCG Commandant Testifies on Deepwater Plan

WASHINGTON - The Commandant of the Coast Guard, Adm. Thomas H. Collins, testified on July 21, 2005, before the House Appropriations Subcommittee on Homeland Security regarding the Coast Guard's revised plan to replace its aging fleet of deepwater assets. Collins's written statement follows. "Good morning, Mr. Chairman and distinguished Members of the Subcommittee. Thank you for taking the time to meet again to discuss the Integrated Deepwater System’s revised implementation plan. It is the number one Coast Guard priority and the cornerstone of our maritime capabilities now and in the future. As such, I appreciate very much the continued time and deliberation you have been willing to spend to examine all aspects of the acquisition.

Deepwater Topic of Congressional Hearing

Implementation of the U.S. Coast Guard’s program to replace and modernize over 90 ships and 200 aircraft used in its offshore missions - including drug and migrant interdiction, homeland security and fisheries law enforcement - will be the topic of a Congressional oversight hearing on Wednesday. The hearing by the U.S. House Subcommittee on the Coast Guard and Maritime Transportation, chaired by U.S. Rep. Frank LoBiondo (R-NJ), is scheduled to begin at 2 p.m. on Wednesday, April 20th in 2167 Rayburn House Office Building. - Admiral Thomas A. Accompanied by Rear Admiral Patrick M. The Coast Guard began planning a recapitalization program to replace existing deepwater-capable assets in 1996.

USCG Deepwater: Centerpiece of Coast Guard Transformation

By Gordon I. Throughout the Cold War, the need to maintain strong military forces to deter war with the Soviet Union and the Warsaw Pact was a mainstay of U.S. national security policy. During today's global war on terrorism, similar linkages exist between a more capable U.S. Coast Guard, improved homeland security, and the deterrence or defeat of a terrorist attack in the maritime domain. The 9/11 Commission Report clearly describes this nexus. "Our report shows that the terrorists analyze defenses," the Commission wrote. "They plan accordingly. Defenses cannot achieve perfect safety. They make targets harder to attack successfully, and they deter attacks by making capture more likely.

Oversight Hearing On Deepwater

The Subcommittee on Coast Guard and Maritime Transportation of the House Committee on Transportation and Infrastructure conducted an oversight hearing on Deepwater Implementation. Chairman LoBiondo (R-NJ) expressed concern that the revised implementation plan is lacking in detail, but noted that acquisition should not be further delayed. Admiral Thomas H. Collins, Commandant, U.S. Coast Guard, testified that the enhanced capabilities requested in the revised plan are necessary to meet the agency’s expanded missions. Ms. Margaret T. Wrightson, Government Accountability Office (GAO), testified that the Coast Guard needs the new assets, but GAO is concerned that the acquisition strategy is not optimum. (HK Law)

BOEMRE Approves Deepwater Drilling Permit for New Well

The Bureau of Ocean Energy Management, Regulation and Enforcement (BOEMRE) approved a deepwater drilling permit for a new well that was described in Shell Offshore Inc’s recently approved Exploration Plan. The proposed well was also considered in the Site-Specific Environmental Assessment (SEA) completed as part of the plan review. In order to receive the permit approval, Shell complied with rigorous new safety standards implemented in the wake of the Deepwater Horizon explosion and resulting oil spill. This includes satisfying the requirement to demonstrate the capacity to contain a subsea blowout. The approved permit is a permit to drill a new well for Shell’s Well #DC001 in Garden Banks Block 427 in 2,721 ft.

BOEMRE Approves GOM Deepwater Exploration Plan

The Bureau of Ocean Energy Management, Regulation and Enforcement (BOEMRE) today announced the approval of an Initial Exploration Plan (EP), submitted by BHP Billiton, Inc., for activities in deepwater Gulf of Mexico. The EP was completed in accordance with new safety and environmental standards implemented since the Deepwater Horizon explosion and oil spill, and is the first deepwater Initial EP approved to include the completion of a thorough site-specific Environmental Assessment (SEA).

BOEMRE: First GOM Deepwater Exploration Plan Approved

Secretary of the Interior Ken Salazar and Bureau of Ocean Energy Management, Regulation and Enforcement (BOEMRE) Director Michael R. Bromwich announced that the bureau has approved an Exploration Plan, submitted by Shell Offshore Inc., following the completion of a site-specific Environmental Assessment (SEA) for deepwater oil and gas exploration. This is the first new deepwater exploration plan approved since the Deepwater Horizon explosion and resulting oil spill. An exploration plan describes all exploration activities planned by the operator for a specific lease or leases, including the timing of these activities, information concerning drilling vessels, the location of each planned well, and other relevant information that needs to meet important safety standards.

ASA Takes Up Deepwater Project Cause

In a recent Special Edition of its newsletter, the American Shipbuilding Association said top priority should be given to the USCG Deepwater Project. "The Integrated Deepwater Systems Capabilities Replacement Project is the most important and vital acquisition in the history of the USCG. The Deepwater project is the replacement and modernization of the USCG's current Deepwater assets - some of which rely on 1950s technology - with a 21st century integrated system of ships, aircraft and command, control, communications, computers, intelligence, surveillance and reconnaissance equipment. Out of the USCG's 41 high and medium cutters, approximately 30 - or 70 percent - were built more than 25 years ago and have already completed one fleet modernization.

Norfolk Goes Live with Navis TOS

Navis, a part of Cargotec Corporation, and provider of operational technologies, today announced that The Port of Virginia successfully went live at Norfolk International Terminals (NIT) on June 20 with the Navis N4 terminal operating system (TOS). The implementation of N4 took place with no major disruptions to NIT’s operations. NIT is a key terminal at The Port of Virginia, a growing, deepwater container port on the U.S. East Coast that is capable of handling the largest vessels afloat.

Call for Comment: Deepwater EA for BOEMRE Exploration Plan

The Bureau of Ocean Energy Management, Regulation and Enforcement (BOEMRE) announced that public comment is invited with respect to the Environmental Assessment (EA) for the first Exploration Plan (EP) for deepwater activity in the Gulf of Mexico completed in accordance with new safety and environmental standards implemented since the Deepwater Horizon explosion and oil spill. The plan, a Supplemental EP submitted by Shell Offshore Inc., includes three proposed exploratory wells in approximately 2,950 feet water depth, 130 miles offshore Louisiana. Consistent with federal regulations, an EP is deemed “submitted” once all supporting materials and documentation has been provided. Once a plan is deemed submitted, BOEMRE has 30 calendar days to analyze and evaluate it.

Nontank Vessel Response Plan Required by January 30, 2014

The "Nontank Vessel Response Plans and Other Response Plan Requirements" (NTVRP) final rule, which was published in the Federal Register on September 30, 2013, requires vessel owners or operators of nontank vessels 400 gross tons and above to prepare and submit oil spill response plans for vessels operating on the navigable waters of the United States by January 30, 2014. BOEM Approves First BP Exploration Plan in GOM

The Bureau of Ocean Energy Management (BOEM) approved a supplemental Exploration Plan (EP) submitted by BP for deepwater oil and gas activities. BOEM conducted a site-specific Environmental Assessment (EA) of the activities described in the plan. This is the 44th plan that has been approved following the completion of a site-specific EA since stronger regulations were implemented in June 2010. Prior to any drilling under the plan, BP must obtain drilling permits from the Bureau of Safety and Environmental Enforcement (BSEE), which will continue to assess the information that is necessary to allow specific activities. This is the first EP that BP has had approved since the 2010 Deepwater Horizon explosion and subsequent oil spill.

Judge Rules Against U.S. Government on Oil Drilling

According to a Sept. 1 report from Reuters, a federal judge rejected the U.S. government's request to dismiss an industry lawsuit challenging its deepwater oil and gas drilling moratorium, dealing another blow to the Obama administration. Hornbeck Offshore Services Inc. and other drilling companies sued the administration on June 7 after it first ordered a halt to deepwater drilling in the Gulf of Mexico following BP Plc's well ruptured. As a result of the lawsuit, a U.S. District Court Judge in New Orleans blocked implementation of the drilling ban on June 22. The Obama administration then issued a reworked second drilling moratorium and asked that the Hornbeck lawsuit be thrown out because the first ban was no longer relevant. (Source: Reuters)

Bill Sets $8.7B Spending for USCG

Lawmakers have reached agreement on a law authorizing $8.7b spending by the U.S. Coast Guard this year. The bill, H.R. 889, the Coast Guard and Maritime Transportation Act of 2006, was approved by a House-Senate conference committee on April 7. The law includes provisions that will, its authors say, increase the Coast Guard's capacity for its homeland security, illegal drug and migrant interdiction, search and rescue, and fisheries enforcement missions. The bill sets $1.6b funding level for the Integrated Deepwater Systems Program, the Coast Guard's program to replace or modernize the ships and aircraft it uses in its deepwater missions, and requires detailed reports on its implementation. It also contains provisions designed to promote the transportation of liquefied natural gas on U.S.
