A U.S. court has rejected a last-minute effort by billionaire investor John Fredriksen's Frontline to prevent BW Group from acquiring a major stake in rival oil tanker firm DHT Holdings, DHT said on Thursday. Supreme Court to Determine NJ/Delaware Boundary
The US Supreme Court has agreed to hear the dispute between the states of New Jersey and Delaware regarding the boundary in the Delaware River. The dispute, which has been simmering for many years and is based on old colonial land grants, came to a head when Delaware asserted the right to block construction of a liquefied natural gas (LNG) import facility on the New Jersey side of the river. Delaware Bay – Security Zone Proposed
The U.S. Coast Guard is proposing to establish a security zone around escorted passenger vessels operating on waters of the Chesapeake and Delaware Canal, the Delaware River, Delaware Bay, and adjacent waters of the Atlantic Ocean within 12 nautical miles of the entrance to Delaware Bay. Other vessels would be required to operate at minimum speed when within 500 yards of escorted passenger vessels and would be prohibited from coming within 100 yards of such vessels. Field hearing on Delaware River Spill
The Subcommittee on Coast Guard and Maritime Transportation of the House Committee on Transportation and Infrastructure conducted a field hearing in Philadelphia regarding circumstances surrounding the November 26, 2004 oil spill in the Delaware River. The Committee also released the Opening Statement of Representative LoBiondo (R-NJ), chair of the Subcommittee. Jordanian Shipping Company Pleads Guilty
Jordan-based Arab Ship Management Ltd. pleaded guilty today in federal court in Wilmington, Delaware, to one count of violating the Act to Prevent Pollution from Ships, the Justice Department and the U.S. Coast Guard announced. In accordance with the terms of the plea agreement, Arab Ship Management Ltd. was sentenced to pay a criminal penalty totaling $500,000 and be placed on probation for two years, during which time ships operated by the company will be banned from calling on ports of the United States.
Delaware River Protection Act of 2005 Passes House
The U.S. House of Representatives has passed the Delaware River Protection Act of 2005, which was introduced earlier this year by Congressman Lobiondo (New Jersey) as a result of the Athos I oil spill in the Delaware River in November 2004. 1. NJ Senators Call for Delinquent Dues
U.S. Senators Jon S. Corzine (D) and Frank R. Lautenberg (D) of New Jersey, in the aftermath of what might turn out to be one of the worst oil spills ever on the Delaware River, called on President Bush to pay the federal government’s overdue tab to the Delaware River Basin Commission (DRBC) which is charged with managing the Delaware River for four states and the federal government. The federal government is nearly $6 million delinquent in dues owed to the commission as part of its obligation under an agreement reached between the government and the states which border the river. In a letter sent to Bush today, the Senators said that the DRBC’s ability to respond to recent oil spill has been hampered by a lack of sufficient resources.
Hearing on National Strategy for Maritime Security
The Subcommittee on Coast Guard and Maritime Transportation of the House Committee on Transportation and Infrastructure conducted a field hearing on the National Strategy for Maritime Security. The purpose of the hearing, held in Camden, New Jersey, was to continue oversight of federal programs intended to enhance security in the maritime domain. RADM Craig Bone, USCG and Mr. Mark O. Hatfield, Jr., TSA, testified that maritime security encompasses threats from all criminal or hostile acts and involves collection of information relating to all aspects of maritime activities. DNREC Denies BP's Crown Landing Proposed LNG Pier
Department of Natural Resources and Environmental Control Secretary John A. Hughes has determined that the proposed LNG off-loading pier in the Delaware River is prohibited by the State’s Coastal Zone Act. The decision is in response to the Dec. 7, 2004 application of Crown Landing LLC to ascertain if a new pier facility to transfer liquefied natural gas (LNG) from ships in the Delaware River to storage tanks in New Jersey is allowable under the Coastal Zone Act. In his letter of decision to the company, Secretary Hughes writes that his decision “does not come without some appreciation of the need for additional natural gas supplies in this country nor the relative cleanliness of natural gas compared to other energy fuels.” However…

Cleanup Insurance for Oil Tankers Increases
Tankers and other liquid-carrying ships calling at New Jersey ports will soon have to carry increased insurance against the chance they spill cargo, as happened Thanksgiving weekend in 2004, when a tanker ripped open in the Delaware River and fouled vast estuaries, especially in South Jersey. The Cypriot-flagged tanker Athos I spilled its gooey cargo as it approached the Venezuelan-owned CITGO terminal at Paulsboro. That came at a time when New Jersey required vessel operators to carry cleanup insurance of only $150 per gross ton of product spilled, based on a 1976 law. Now with the new measure becoming effective on February 28, the state demands operators carry policies insuring up to $1,200 per gross ton. That is the amount they could pay for each ton that may be spilled.
Federal Court Gives Delaware River Dredging Go-ahead
The Third Circuit Court of Appeals in Philadelphia has ruled in favor of the U.S. Army Corps of Engineers which has begun to dredge the 102-mile channel but whose work was threatened by a lawsuit from the State of New Jersey and five environmental groups which sought to block the project on the grounds that it would cause ecological and economic harm to wildlife and wetlands. The plaintiffs argued that the Army Corps had failed to do a thorough environmental assessment of the project as required under the National Environmental Policy Act (NEPA), and had violated the Clean Water Act (CWA) and the Coastal Zone Management Act (CZMA). But the court upheld earlier rulings by district courts in Delaware and New Jersey that the Army Corps had not violated its duty under the federal laws.
Port Authority Conducts Maritime Security Exercise
The Transportation Security Administration (TSA) and the U.S. Coast sponsored a successful port security exercise today in the Port of Philadelphia to evaluate preparedness, prevention and the ability to respond to a terrorist-related incident. The exercise featured participation from the tri-state (Delaware, New Jersey, Pennsylvania) port community, including public and government agencies, and private industry. The goal of this exercise was to improve the connectivity of maritime and surface transportation modes and enhance current port stakeholder security plans. Scenarios ranged from how officials and industry react to an explosion on the Benjamin Franklin Bridge to additional suspicious, terrorist-related activity around the port.
COTP Delaware Bay Modifies Ice Condition II
The Captain of the Port (COTP) Delaware Bay is notifying mariners that Ice Condition II has been modified to expand STEEL HULL RESTRICTIONS in the Delaware River. There have been reports of ice formation that may impact navigation throughout the COTP zone. * Only steel hull vessels may operate in the Delaware River north of the Betsy Ross Bridge, in the Salem River, and within the Chesapeake and Delaware (C&D) Canal. * Vessels should be able to maneuver unassisted through the ice without needing to stop, back off and ram the ice.
Delaware Seasonal Ice Alert
Beginning December 1st, 2013, the Captain of the Port (COTP) Sector Delaware Bay is setting a Seasonal Ice Alert for navigation within the Delaware River, Delaware Bay, all existing tributaries, and the New Jersey and Delaware Shore. With the onset of fall and winter, colder air and water temperatures are expected in the coming months. Mariners observing any ice conditions are asked to report them using the Coast Guard Sector Delaware Bay Ice Reporting Form located on the unit's website at http://www.uscg.mil/d5/sectDelawareBay/icereporting.asp. Mariners can also report conditions to the CG Sector Delaware Bay Command Center on VHF Channel 16 or call (215) 271-4807.
DHS Awards NJ Almost $11m
The U.S. Preparedness (OHSP) Richard L. Cañas said. Another $2.7 million in port funding went to New Jersey private companies and a municipality in the two port areas. $27.3 million for the New York/New Jersey port region. grant for this port. awarded almost $4.8 million, a portion of which will be spent on security projects that will benefit New Jersey. In the Delaware Bay region made up of ports in New Jersey, Pennsylvania and Delaware, Cañas said that OHSP was awarded almost $3.1 million, the largest single grant of a total of nearly $13.3 million provided to the port region. its police and fire departments and four private energy companies received a total of $242,500.
Shipping Company Banned from U.S. for 3 Years
The Sun Ace Shipping Company, based in Seoul, South Korea, has pleaded guilty to a one-count information for violating the Act to Prevent Pollution from Ships, in relation to the operation of a bulk carrier vessel the M/V Sun New, the Justice Department announced today. Sun Ace, which was the operator and manager of a fleet of five ships, is charged with failing to maintain an accurate Oil Record Book that fully recorded the disposal of oil residue and bilge into the ocean and then falsifying records to conceal illegal discharges. Crude Oil Spill in Delaware River: Boom Deployed
Coast Guard Sector Delaware Bay watchstanders received notification of the spill at approximately 1 p.m. Monday (local time) after the National Response Center informed of an estimated 1,000 gallons of crude oil spilled into the Delaware River near Monroe Energy LLC, located about one mile south of the Commodore Barry Bridge. A boom is deployed to contain the oil while responders use skimmers and vacuums to remove the oil from the water. A pollution response team from Coast Guard Sector Delaware Bay is on scene to verify safe and thorough cleanup operations.
