Funding Secured for Project to Deepen the Delaware River

Dennis Rochford, president of the Maritime Exchange for the Delaware River and Bay, announced that President Obama’s FY17 proposed budget includes $33 million for the Delaware River Deepening Project. In addition to the Administration’s funding, an additional $22 million was included for the project in the FY16 Army Corps of Engineers' current fiscal year work plan. This combined funding of $55 million, and a 35 percent match from the Commonwealth of Pennsylvania, will move this project toward completion by the end of calendar year 2017. Completing the project allows the Delaware River regional port community to take full advantage of expected opportunities due to the expansion of the Panama Canal.

Field hearing on Delaware River Spill

The Subcommittee on Coast Guard and Maritime Transportation of the House Committee on Transportation and Infrastructure conducted a field hearing in Philadelphia regarding circumstances surrounding the November 26, 2004 oil spill in the Delaware River. The Committee also released the Opening Statement of Representative LoBiondo (R-NJ), chair of the Subcommittee. At the same time, the Coast Guard issued a Press Release the included photographs of an anchor removed from the Delaware River. NJ Senators Call for Delinquent Dues

U.S. Senators Jon S. Corzine (D) and Frank R. Lautenberg (D) of New Jersey, in the aftermath of what might turn out to be one of the worst oil spills ever on the Delaware River, called on President Bush to pay the federal government’s overdue tab to the Delaware River Basin Commission (DRBC) which is charged with managing the Delaware River for four states and the federal government. The federal government is nearly $6 million delinquent in dues owed to the commission as part of its obligation under an agreement reached between the government and the states which border the river. In a letter sent to Bush today, the Senators said that the DRBC’s ability to respond to recent oil spill has been hampered by a lack of sufficient resources.

Aids to Navigation Receives Funding of $4.6 mil

The Mariners’ Advisory Committee for the Bay and River Delaware, the Pilots Association for the Bay and River Delaware, and the Maritime Exchange for the Delaware River and Bay applaud the inclusion of a $4.6 million request for aids to navigation, or ATONs, in President Obama’s FY17 U.S. Coast Guard budget justification. "Thanks to efforts last year by Sens. Cory Booker, Robert Casey, Christopher Coons, and Robert Menendez, the president's FY17 budget includes a proposal for an additional $4.6 million for U.S. Coast Guard to improve safety and navigation aids on the Delaware River," said Jonathan Kemmerley, chairman of the Mariners’ Advisory Committee. "I was encouraged to see the president's budget request include $4.6 million to be used for improving navigation on the Delaware River.

Coast Guard Breaks Ice on Delaware River

The U.S. Coast Guard said it is working to break ice on the Delaware River. The crews of the Coast Guard Cutters Capstan and Cleat are breaking ice to maintain navigable waterways. The ice-breaking tugs encountered significant ice on the Delaware River, up to five feet thick, approximately three miles south of Trenton, N.J. "The crews aboard the Coast Guard Cutters Cleat and Capstan are working diligently to prevent navigational impacts resulting from ice formation," said Lt. Veronica Smith, chief of waterways management division at Coast Guard Sector Delaware Bay in Philadelphia.

Holt Logistics Corp. says it has entered into a partnership with the South Jersey Port Corporation (SJPC) for the construction of a new, state-of-the-art marine terminal in Paulsboro, New Jersey. The announcement was made at a press conference attended by Governor Chris Christie, Senate President Stephen Sweeney, the Board and staff of the South Jersey Port Corporation, various Gloucester County executives and representatives of Holt Logistics at the future site of the facility, located at the former Paulsboro BP refinery on the banks of the Delaware River in Paulsboro, Gloucester County.

Maritime Exchange Urges Bush to Repeal Tariffs on Steel Imports

The Maritime Exchange for the Delaware River and Bay, in a coordinated effort with business leaders and local longshore unions, today called on President Bush to repeal the Section 201 tariffs imposed on steel imports in March of last year. This action was taken following the release of the International Trade Commission (ITC) report on the effects of the steel tariffs on domestic steel-consuming industries and domestic steel producers. In a letter to President Bush, Maritime Exchange President Dennis Rochford, cited the adverse economic impact these tariffs have had on the tri-state regional port complex. "Steel ship arrivals will drop from 210 last year to 150 by the end of this year.

The Captain of the Port (COTP) Delaware Bay is notifying mariners that Ice Condition II has been modified to expand STEEL HULL RESTRICTIONS in the Delaware River. There have been reports of ice formation that may impact navigation throughout the COTP zone. * Only steel hull vessels may operate in the Delaware River north of the Betsy Ross Bridge, in the Salem River, and within the Chesapeake and Delaware (C&D) Canal. * Vessels should be able to maneuver unassisted through the ice without needing to stop, back off and ram the ice.

The Captain of the Port (COTP) Delaware Bay is notifying mariners that Ice Condition II has been modified to expand steel hull restrictions in the Delaware River. There have been reports of ice formation that may impact navigation throughout the COTP zone. Only Steel hull vessels may operate in the Delaware River north of Reedy Point, in the Schuylkill River, in the Salem River, and within the Chesapeake and Delaware (C&D) Canal. Vessels should be able to maneuver unassisted through the ice without needing to stop, back off and ram the ice. Vessel moorings should be checked frequently to ensure the vessel is adequately moored. Vessels at anchor should maintain their engines on standby at all times when ice is present.

Crude Oil Spill in Delaware River: Boom Deployed

Coast Guard Sector Delaware Bay watchstanders received notification of the spill at approximately 1 p.m. Monday (local time) after the National Response Center informed of an estimated 1,000 gallons of crude oil spilled into the Delaware River near Monroe Energy LLC, located about one mile south of the Commodore Barry Bridge. A boom is deployed to contain the oil while responders use skimmers and vacuums to remove the oil from the water. A pollution response team from Coast Guard Sector Delaware Bay is on scene to verify safe and thorough cleanup operations.

Mariners Transiting Delaware River Cautioned

The Captain of the Port (COTP) Delaware Bay is notifying mariners that Upper Delaware River lighted buoy 33 (LLNR 3875) and Upper Delaware River lighted buoy 36 (LLNR 3920) are in the center line of the channel. Buoy 33 is 550 yards north of the charted position and currently located in the center of Edgewater Channel. Buoy 36 is 150 yards north of charted position and currently located in the center of Edgewater Channel. Coast Guard Responds to Delaware River Grounding

The Coast Guard is overseeing salvage efforts Tuesday for a motor vessel aground on the Delaware River. The 328-foot Netherlands-flagged motor vessel, Bermuda Islander, lost power and propulsion Monday at approximately 9 p.m. before running aground near Salem, New Jersey. No injuries or pollution have been reported. There were 12 people aboard the ship when it ran aground. Watchstanders at Coast Guard Sector Delaware Bay in Philadelphia are maintaining an hourly communications schedule with the Delaware River Pilots regarding the ship’s status. Delaware River Main Channel Deepening Project Justified

After an economic reanalysis, the United States Army Corps of Engineers announced that Delaware River Main Channel Deepening Project is justified for construction. The conclusion of the reanalysis is that the project will yield a net benefit of $1.18 for every $1 spent on the project. Maj. Gen. Robert Griffin, director of Civil Works for USACE, said, "Our comprehensive economic reanalysis shows that the Delaware River Main Channel Deepening Project is a sound investment for the nation. "The reanalysis has been thoroughly reviewed by an external independent panel. That panel determined the reanalysis to be based on sound economics. Supreme Court to Determine NJ/Delaware Boundary

The US Supreme Court has agreed to hear the dispute between the states of New Jersey and Delaware regarding the boundary in the Delaware River. The dispute, which has been simmering for many years and is based on old colonial land grants, came to a head when Delaware asserted the right to block construction of a liquefied natural gas (LNG) import facility on the New Jersey side of the river. Rochford Lauds Decision to Move Ahead on Channel Deepening Project

DNREC Denies BP's Crown Landing Proposed LNG Pier

Department of Natural Resources and Environmental Control Secretary John A. Hughes has determined that the proposed LNG off-loading pier in the Delaware River is prohibited by the State’s Coastal Zone Act. The decision is in response to the Dec. 7, 2004 application of Crown Landing LLC to ascertain if a new pier facility to transfer liquefied natural gas (LNG) from ships in the Delaware River to storage tanks in New Jersey is allowable under the Coastal Zone Act. In his letter of decision to the company, Secretary Hughes writes that his decision “does not come without some appreciation of the need for additional natural gas supplies in this country nor the relative cleanliness of natural gas compared to other energy fuels.” However…

Dredging Works to Bring Post-Panamax Ships to US East Coast Port

Pennsylvania Governor Tom Corbett announces signature of third Delaware River dredging contract. Governor Tom Corbett was joined by the Philadelphia Regional Port Authority and other dignitaries to announce signature of the third Delaware River dredging contract needed to continue deepening the channel from just south of the Philadelphia International Airport to the Walt Whitman Bridge. "This continuation will allow the Port of Philadelphia to compete with deep-water ports up and down the East Coast," said Corbett. The third contract was awarded by the U.S. Army Corps of Engineers for $14.55 million and was signed on July 31. Approximately $1 million of commonwealth funds along with $13.55 million of federal funds were used to make this award.
