US Coast Guard Clarifies Fire Safety Rules for Small Passenger Vessels

The U.S. Coast Guard published an interim rule on December 27, 2021, to implement Congressionally-mandated requirements for fire safety on “covered small passenger vessels” (CSPVs), as defined by 46 U.S.C. 3306(n). Congress adopted the statutory mandate in response to the fire and loss of 34 lives onboard the dive boat CONCEPTION off the California coast on 02 September 2019.The USCG has identified a need to clarify the reference in 46 CFR 175.110(c) with respect to fire detection…

Green Instruments Secures Shipyard Deal for Fire Detection Equipment

Danish company Green Instruments has entered a major agreement with Hudong-Zhonghua Shipbuilding for the delivery of equipment that detects oil mist and vapor on ships and triggers an alarm before fires can develop and endanger the crew, ship, equipment, and environment.The shipyard now installs Green Instruments’ equipment on every new vessel built.Oil mist is formed by oil droplets floating in the air and can ignite at low temperatures. USCG Announces New Fire Safety Rules for Passenger Vessels

The 75-foot recreational diving vessel Conception was anchored in Platts Harbor off Santa Cruz Island when it caught fire in the early morning of Sept. 2, 2019. All 33 passengers and one of six crewmembers died of smoke inhalation after they were trapped in the berthing area while a fire raged on the deck above. The U.S. Coast Guard announced in the Federal Register that it is issuing an interim rule as the first step to implementing the statutorily mandated requirements for fire safety on certain covered small passenger vessels. This statutory mandate is in response to the fire and loss of life on the dive boat Conception off the coast of California on September 2, 2019. Port of Corpus Christi Buys New Police Boat

The Port of Corpus Christi Authority (PCCA) has added a new patrol boat to its security force.The new 44-foot port security boat was purchased using a combination of Port Security Grant Program funds from the Federal Emergency Management Administration (FEMA) and U.S. Department of Homeland Security (DHS), as well as matching funds from the PCCA. The new boat replaces one existing police vessel that has been in operation for more than a decade and had limitations when operating in severe sea states.

San Francisco Orders a New Fire Boat

California boat builder Moose Boats said it was awarded a contract from the San Francisco Fire Department for the construction of a M2-38 Catamaran CBRN, Dive and Fire Rescue vessel to enter service in the third quarter of 2018. The aluminum catamaran, which is 75 percent funded by FEMA’s FY2015 Port Security Grant Program, will be powered by twin Cummins QSB6.7 425hp turbo diesel propulsion engines with Hamilton HJ292 waterjets. Serving primarily as a dive and rescue boat, the vessel will be outfitted with an integrated dive/recovery platform and a bow ladder for beach rescues.

W.S. Darley & Co. informs it has purchased the assets of Fireboy, Xintex and Aetna Engineering based in Grand Rapids, Mich., forming the new company Fireboy-Xintex, LLC. W.S. Darley & Co., headquartered in Itasca, Ill., has served the world’s fire and emergency services industry since 1908. The company has manufacturing, engineering and research and development operations are in Chippewa Falls, Wisc. and Janesville, Iowa. Founded in 1973, Fireboy is a developer of marine pre-engineered and custom engineered fire safety and suppression equipment.

JNPT Gets Radiological Detection Equipment at Exit Gates

The Jawaharlal Nehru Port Trust (JNPT) in Mumbai has become the first major port in the country to install radiological detection equipment (RDE) at all its exit road and rail gates. An official press release said the Marine Department of the port had taken up the project and the work was awarded to the public sector Electronic Corporation of India (ECIL) in 2012 at a total cost of Rs. 23.324 crore. Twenty-eight  Vehicle Monitor Systems have been installed at the Road, Rail, Exit Gates. Out of these 11  are at North Gate Complex, 3  at the South Gate Complex, 7  at Central Gate Complex and 7  at Railway Gates, in addition to the above one Limb monitor, each has been installed at South Gate and NSICT Gate.

Port of Antwerp Gets Nuke Detectors

Arktis Radiation Detectors was selected to supply radiation portal monitors and mobile detection systems to the Belgian Government, for use at the Port of Antwerp. Under the contract, which has been let by the Belgium Ministry of Finance, Arktis and partner Bavak - Arktis’ exclusive distributor for the Benelux Region - will supply the port with radiation detection equipment for the largest capacity container terminal in Europe, located at the Left Bank in the Port of Antwerp.

U.S. Moose Boats, a boat designer and manufacturer in the San Francisco Bay Area, announced two recent vessel deliveries: a M2-35 Catamaran Patrol Boat to the Placer County Sheriff’s Office in Carnelian Bay, Calif., and a M2-38’ 3,000GPM Fire Rescue Catamaran to the Bellingham Fire Department in Bellingham, Wash. The builder has received an additional order to build a M2-38 Catamaran CBRNE Emergency Response and Recovery Vessel for the New Bedford Fire Department in Massachusetts.

Fugitive Emissions: The New Regulatory Elephant in the Room

From the UK’s Maritime and Coastguard Agency comes the September 2014 news of a barge operator fined for releasing dangerous gas into the atmosphere. The UK-based firm was made to pay almost £111,000 in fines and costs as a result of emitting unsafe levels of a gas; in this case, hydrogen sulphide (H2S). And, while an investigation by the MCA showed a number of health and safety failings by the operator, the bottom line was that not enough was done to stop the offending vapors from escaping into the atmosphere.

Cable Trackers Help Diving Companies and Military

Trying to locate subsea power and communications cables has always been a difficult job. Regulations require cables be buried from several feet to several meters under the ocean bottom to prevent snagging by boat anchors and fishing trawls. The amount of overburden on a cable often means it’s too deep to be located with conventional metal detection equipment. The device that has proved most effective in finding them is a cable tracker. This system has two parts, a signal injector and a probe. The injector is attached to the shore end of a line and induces a signal into one of the conductors.

Moose Boats Deliver Patrol Boat to NYPD

Boat designer and manufacturer in the San Francisco Bay Area, Moose Boats, said it has delivered a M2-35 Catamaran Patrol Boat to New York City Police Department’s Harbor Unit. The 35 foot all-aluminum catamaran vessel is a sister ship to NYPD’s three existing Moose Boats M2- 35 catamarans, the first of which has been in service since December 2009. The vessel will be responsible for patrol, search and rescue, recovery and dive operations in New York Harbor and the East and Hudson Rivers. Propulsion is achieved by twin Yamaha 350hp four-stroke outboards, and a Northern Lights generator powers integrated heated decks and windows as well as reverse cycle air conditioning.

SCAA Supports International Oil Spill Conference

As the Voice of Spill Response Professionals, the Spill Control Association of America (SCAA) is supporting and assisting with the planning and coordination of IOSC 2014 on May 5-8 in Savannah, Ga. SCAA encouraged all members to attend IOSC, submit technical papers, volunteer as technical paper review team members and demonstrate equipment technologies. The centerpiece of SCAA's support during this year's Conference is working with the U.S. Coast Guard IOSC Program Planning Committee and Bureau of Safety and Environmental Enforcement (BSEE) to develop and facilitate the On-Water and Aerial Technology Demonstration schedule for 5 p.m. on May 7.

ISE Ink RCN Mine Detection Equipment Contract

International Submarine Engineering (ISE) awarded the Royal Canadian Navy (RCN) contract by MacDonald, Dettwiler and Associates (MDA). ISE will provide two commercial off-the-shelf, high speed Aurora Towfish, which will be used to support mine detection missions and route survey operations for the Royal Canadian Navy’s Maritime Coastal Defence Vessels. The Aurora towfish will include modifications to integrate new sensors and navigation equipment, including an L3 Klein sidescan sonar, and an R2Sonic bathymetric multibeam echosounder.

Negative Findings Reported on Enclosed Space Entry

The London P & I Club noted that reports generated during the club's ship inspection program show an increase in negative findings in relation to enclosed space entry on board ships. It said incidents continue to occur year-on-year despite a global acceptance of industry standard procedures. In the latest issue of its StopLoss Bulletin, the club noted, “Inspection findings vary in nature, but the enclosed space entry permit to work (PTW) and associated prescribed steps regularly present themselves as sources of negative findings in ship inspections. The club added, “An alarming trend of tick-box culture has recently been detected in routine ship inspections. The importance of proper consideration of the steps which are required for an entry permit to be granted should not be overlooked.
