United States Attorney Halsey B. Frank announced that Christopher A. Hutchinson, 30, of Cushing, Maine was sentenced in U.S. District Court by Judge D. Brock Hornby to four years in prison and three years of supervised release for Seaman’s Manslaughter for causing the death of two crewmen who were then 26 and 15 years old. Hutchinson pleaded guilty on September 25, 2018.According to court records, on November 1, 2014, after smoking marijuana and drinking alcohol, Hutchinson took his lobster boat, the No Limits, out into a predicted storm with two crewmen aboard. After he had ingested oxycodone, the boat capsized. The two crewmen were not wearing personal floatation devices or survival suits. The satellites relay the signal to a network of ground units and ultimately to the Coast Guard and other emergency responders.Owners of commercial fishing vessels, uninspected passenger vessels that carry six or more people, and uninspected commercial vessels are legally required to carry an EPIRB.

NTSB Issues Update on Investigation Into Sinking of Cargo Ship El Faro. On February 13, 2015, El Faro successfully completed the American Bureau of Shipping (ABS) class and statutory surveys, meeting all rules and regulations as applicable. All deficiencies identified were rectified prior to completion of the surveys. None of the deficiencies were associated with El Faro’s main propulsion systems. The annual inspection of El Faro, required by the United States Coast Guard (USCG), was completed by qualified USCG inspectors in San Juan, Puerto Rico, on March 6, 2015. In June 2015, a qualified ABS surveyor examined and tested the main, auxiliary and emergency systems as part of the continuous machinery survey program and found them to be satisfactory.

The U.S. Navy, along with assistance from the U.S. Coast Guard, rescued three fishermen from a raft 63 miles southeast of Brunswick, Ga. The Coast Guart received a 406 megahertz emergency position indicating radio beacon alert from the 42-foot fishing vessel Barbara Lynn at approximately 3:30 a.m. Tuesday and released an enhanced group calling (EGC) message and launched a  helicopter crew and diverted the Coast Guard Cutter Tahoma crew to the vessel’s last known position. The crew of the USS Hue City received the EGC and, when within approximately 1 mile of the last known position of the distress, reported seeing orange flares, flashing lights and located a raft with three fishermen aboard surrounded by debris.
