Italy's ENI and U.S. oil and gas firm Anadarko signed agreements with the Mozambique government on Thursday to build two liquefied natural gas terminals in the southern African country. The terminals will be built in Cabo Delgado province, where Mozambique has made massive gas discoveries that could transform it from a poor African country into a major energy supplier to Asia. The agreements were signed by Mozambique's energy minister Letícia Klemens and the regional heads of ENI and Anadarko, a Texas-based oil producer. The two companies will separately build their own terminals, Klemens told a press conference. She declined to give the size of the investments.

An offshore wind project in the U.S. mid-Atlantic is moving forward, as project owner Dominion Energy Virginia has signed an agreement and strategic partnership with DONG Energy to build two 6-megawatt turbines 27 miles off the coast of Virginia Beach. Italian energy company Eni signed a deal on Thursday to develop a huge gas field offshore Mozambique, the first of a series of projects that could transform the poor African nation into a major energy supplier to Asia.   The Coral South field, discovered in May 2012, is within Area 4 of the Rovuma Basin and contains approximately 450 billion cubic meters (16 TCF) of gas in place. Keppel Offshore & Marine (Keppel O&M) announced it has secured contracts to build its first two dual-fuel diesel liquefied natural gas (LNG) harbor tugs, and signed a Memorandum of Understanding (MOU) with Keppel-Royal Dutch Shell plc (Shell) to jointly explore opportunities in using LNG as fuel. Keppel O&M's wholly owned subsidiary Keppel Singmarine Pte Ltd secured the tug contracts from Keppel Smit Towage Pte. Ltd and Maju Maritime Pte. Ltd. who have ordered one unit each. The two tugs are expected to use bunkering services provided by the joint venture company, FueLNG Ltd. The tugs will be built to Keppel's proprietary design which won the Outstanding Maritime R&D and Technology Award at the 2015 Singapore International Maritime Awards.

ENGIE, Mitsubishi Corporation and NYK Line have launched Gas4Sea, a new brand for their joint marketing of liquefied natural gas (LNG) as a marine fuel around the world. Gas4Sea aims to lead innovation through the ship-to-ship supply of LNG for the maritime sector. In 2014, ENGIE, Mitsubishi Corporation and NYK concluded a framework agreement for a partnership to develop LNG bunkering services. By combining NYK’s shipping expertise with ENGIE and Mitsubishi Corporation’s LNG supply portfolio and terminal access under the brand Gas4Sea, the partners will offer a cleaner, reliable, safe and cost-effective service to shipping customers worldwide. Through their experience in their respective businesses, they will be able to tailor their LNG supply chains to the customers’ needs.

Lifting the U.S. ban on oil exports would bolster energy security in Europe by allowing countries to find alternative sources, the Czech Republic ambassador to the United States told lawmakers considering a bill to do away with the trade restriction. "The larger the number of stable democracies among the world's exporters, the more robust the energy security of the Czech Republic and the European Union will be," Petr Gandalovic, the ambassador told the panel the House subcommittee on Energy and Power on Thursday. The country has worked to reduce its dependence on oil and gas from Russia, the top energy supplier to many Eastern European countries. A recently built oil pipeline connects the Czech Republic to the Italian port of Trieste via Germany.

Chile's state oil company ENAP has signed long-term deal with British Gas to import shale gas from the United States at the end of next year, local media reported. Shipments will leave from a U.S. port, Chilean Energy Minister Maximo Pacheco was quoted as saying on Monday in newspaper La Tercera's Tuesday edition. "Among the first gas shipments to leave from that port will be gas destined for Chile," Pacheco said. The deal's volumes and prices were not revealed. A press officer at the Energy Minister confirmed the information but did not give further details.

Knutsen NYK Offshore Tankers AS (KNOT) has concluded a time-charter contract with Brazil Shipping 1 Limited, a subsidiary of the U.K. energy supplier BG GROUP PLC. This contract is for a maximum 20-year period starting from the second quarter of 2017 and follows the time-charter contracts that were concluded in September 2014 for two shuttle tankers. The new contract aims to use a 158,000 DWT Suezmax tankers built by Hyundai Heavy Industries Co. Ltd. and equipped with enhanced dynamic-positioning systems to shuttle crude oil processed in waters off Brazil. Upon delivery, expected to be in mid-2017, the vessel will commence operations under a time charter with BG (this will have a minimum term of 5 years).

The United States is considering limiting hi-tech exports to Russia's Arctic oil and gas industry as part of plans to strengthen sanctions against Moscow over the crisis in Ukraine, a U.S. envoy said on Wednesday. On the eve of a NATO summit in Wales, the United States is expected to join the European Union in imposing new sanctions on Russia after EU leaders agreed at the weekend that the direct engagement of Russian troops in Ukraine in support of separatist rebels merited such a step. "We are looking at further tightening of restrictions on energy exports and the licensing of hi-tech exports, not only to the energy sector but specifically to Arctic oil and gas," the U.S. ambassador to the European Union, Anthony Gardner, told Reuters in Brussels.

Saudi Aramco Mobil Refinery Company Limited (SAMREF), a joint venture of Saudi Aramco and ExxonMobil, has completed construction of major desulfurization facilities, including a new hydrotreater, that dramatically cuts sulfur levels in gasoline and diesel. The SAMREF partnership, which is celebrating 30 years of joint refining operations, demonstrates the long-term collaboration and progress towards meeting the energy needs of Saudi Arabia’s growing economy. The project is the largest investment in SAMREF’s history and will reduce the sulfur levels in gasoline and diesel by more than 98 percent, to 10 parts per million, which makes the refinery an industry leader in emissions reduction.
